Chapter 1

Distribution




§ 1. The share distributed annually to Greenland under the Act on certain games, lotteries and betting, distributes Landsstyre to the following charitable causes:
1) 50% to the grassroots, including disabled and elderly sport | || 2) 9.1% to talent and elite,
3) 13.6% to the children's and youth associations, and
4) 27.3% for other charitable purposes, including cultural activities, civic education purposes, disease control and prevention purposes, social purposes, outdoor purpose and non-profit research purposes.
Subsection. 2. An amount equal to the 2004 cancellation of state tax of games in Greenland can be used for purposes other than those referred to in paragraph. 1 said.
Subsection. 3. The Cabinet may conclude agreements on the granting of financial contributions to foundations and other organizations that distribute gaming and lottery funds to charitable causes, against the grant subsidies for the public referred to in paragraph. 1. The agreed financial contributions deducted from the share distributed annually to Greenland before distribution as referred to in paragraph. 1.

§ 2. The § 1. 1, said funding is allocated as follows:
1) in § 1. 1 pt. 1, said pool are allocated to Greenland's Athletic Association, which is responsible for further distribution to the grassroots, including disabled and elderly sports,
2) in § 1. 1 pt. 2, said pool are allocated to Team Greenland, which is responsible for the further distribution of talent and elite,
3) in § 1. 1, no. 3, mentioned the pool distributed to Sorlak who is responsible for the further distribution to children's and youth associations, and
4) in § 1. 1, no. 4, said pool allocated by the Greenland government after application.
Subsection. 2. The Greenland government may take over the administration of the further distribution of the paragraph. 1, no. 1-3 above pools when:
1) an organization asks Landsstyre request or
2) there is a substantial and concrete reason to believe that an organization is no longer able to perform the task.




Chapter 2

Handling claims and reimbursement conditions




§ 3. The provisions of Rule Act on case management in public administration, Landsting Public Administration and Rule Act on Land Parliamentary Ombudsman applies to in § 2. 1, Nos. 1-3, these organizations to the extent that under this Act and regulations issued thereunder, shall be empowered to take decisions on the Cabinet's behalf.

§ 4. There can only be awarded to persons resident in Denmark or associations, organizations, companies and authorities based in Greenland.
Subsection. 2. Notwithstanding paragraph. 1, Team Greenland provide subsidies to residents outside Greenland when the recipients of government is approved as sports talents or elite athletes.
Subsection. 3. Notwithstanding paragraph. 1 can receive grants Avalak.





Chapter 3

Supervision and control


§ 5. in § 2. 1, Nos. 1-3, said organizations should by 1 June submit their audited financial statements and other financial information for the previous financial year to Greenland government. The accounts must be accompanied by a by a chartered or certified accountant reviewed and signed statement of the previous calendar year distribution of pools.
Subsection. 2. are received accounts, other accounting records and records referred to in paragraph. 1 is overdue, or notes Landsstyre the Pools and Lottery funds are not used in accordance with the purposes referred to. § 1. 1, the Greenland government defer future payments of gaming and lottery funds to the organizations until the accounts, other accounting records and statements submitted, or to provide assurance that the pools and lottery funds are used in accordance with the purposes. The Cabinet may, in connection with the postponement of payments temporarily take over the administration of the further distribution of the pools.

§ 6. Recipients of grants and in § 2. 1, Nos. 1-3, said organizations should request all relevant information, including information about applications, decisions, Costing, membership, payments, etc., the Greenland government.

§ 7. Granted subsidy may be fully or partially refunded if the applicant has submitted false information, conditions of the grant are not met or activity profitable.


Chapter 4

Authorities



§ 8. The Cabinet may lay down rules on application requirements, including the processing of applications may be dependent on applicants to provide evidence in the form of project descriptions, budgets, membership, activity plans or equivalent.
Subsection. 2. The Cabinet may lay down rules on the presentation of accounts, including other than those mentioned in § 2. 1, Nos. 1-3, said organizations have to report when they have received the Pools and Lottery funds.
Subsection. 3. The Cabinet may lay down rules on the use of pools and lottery funds for information about the distribution of gaming and lottery funds.
Subsection. 4. The Cabinet may lay down rules on the processing of appeals from decisions of the § 2. 1, Nos. 1-3, organizations on further distribution of grants.


Chapter 5

Entry into force


§ 9. Landsting Act shall come into force on 1 July 2006.
Subsection. 2. In this Act comes into force Rule Act no. 13 of 11 November 2000 on the distribution of gaming and lottery funds.
Subsection. 3. Rules laid down on the basis of Rule Act no. 12 of 11 November 2000 on the distribution of gaming and lottery funds, remain in force until replaced or repealed by regulations laid down in this or any other county laws.
