General


§ 1. The provisions of this Act, any municipality in Greenland until the end of 2001, conducting trials with the aim of increasing local autonomy, to achieve a better alignment of the local government to local conditions, to improve services for citizens and improving resource utilization in the municipal business. In the experiments to be the emphasis firmly on considerations of public health, justice and welfare.

§ 2. Attempt to give effect to any or all municipalities.
Subsection. 2. An attempt of a municipality is subject to a majority of local council members vote for such a proposal.

§ 3. A pilot scheme can be created in areas such as ex. social services, school, leisure, technology, employment, business, Local Government and municipal finances.




Authorisation etc.


§ 4. The Cabinet approves pilot schemes.

§ 5. In cases where a trial can not be held within the current legislation, the county council grant exemption on the recommendation of the Government of Greenland.

§ 6. The Cabinet shall lay down rules governing the procedure for the preparation, approval, implementation and completion of the trial and the investigation and assessment of test results.

§ 7. The Cabinet set up a coordinating committee in addition to the authority in charge of Local Government shall consist of the respective competent directorates and KANUKOKA.
Subsection. 2. Coordination Committee is responsible for making recommendation to the Government of Greenland, coordinate, monitor and evaluate each test.
Subsection. 3. The Cabinet shall submit annually to the county council's regular autumn session a report on the individual tests and test on the stage.




Attempt Regulations


§ 8. Rules for each municipality attempts set in an attempt regulations. Attempts regulations shall be adopted by the municipal council and approved by the Minister responsible for the resort area.

§ 9. An attempt regulations must specify an effective date.
Subsection. 2. The municipal council shall start trial Ordinance or a short description of the studies will be published in the manner customarily used in the municipality. Publication shall take place at least a week before its effective date.
Subsection. 3. The municipal council shall ensure that the citizens of the municipality in addition to the necessary extent informed about the municipality's attempt.




Areas outside the municipal division


§ 10. The Cabinet may decide that areas outside the municipal division in Kangerlussuaq and Pituffik involved in one or more pilot schemes.




Commencement


§ 11. This Act shall come into force on 1 January 1998.
