§ 1
In Greenland Parliament Act no. 7 of 7 December 2009 on Mineral Resources and
activities of (the Mineral Resources Act), as amended by the Greenland Parliament Act
no. 26 of 18 December 2012 is amended as follows:

First In § 49 paragraph. 2 deleted:

"Before Naalakkersuisut establishes rules make Naalakkersuisut
consulting the Commission for Scientific Research in Greenland (Inuit Circumpolar Conference)"
second After Chapter 18 is added:

"Chapter 18 a

Forhøring and consulting
§ 87 a. If a project is likely to have significant
impact on the environment or social conditions, see. § 73 and § 76 shall
applicant or licensee prepare a project to be
notified by submission to the Greenland Government.
Subsection. 2. The project description must be submitted for public forhøring in 35
days before the contents of the assessment of the environmental impact assessment (EIA) and assessment
Social Impact (VSB) is determined.
Subsection. 3. The Government may lay down detailed rules on
contents of the project description and the deadline for filing for
Naalakkersuisut.
§ 87 b. The Government sends Impact Assessment
environment (EIA) and Social Impact Assessment (SIA) in public
hearing.
Subsection. 2. The consultation period is 8 weeks. The consultation period runs from
day the Government has done all the consultation documents public
available. If the consultation period expires on a Saturday, Sunday or
public holiday, the consultation period for the following business day. "
Subsection. 3. The consultation period will be extended if it is not possible
carry out public consultation meetings in a timely manner, or
Naalakkersuisut can not attend the meetings.
§ 87 c. The Government must during the consultation period
hold public hearings in cities and settlements, which particularly affected by the activities.
If the operations geographically remote from towns and settlements or
outside the local boundaries, deciding Naalakkersuisut in which cities and
settlements to be held public hearings.
§ 87 d. Naalakkersuisut convene public
consultation meetings at least 14 days before the meeting.
Subsection. 2. The notice for the public hearings must
advertised in local newspapers and other relevant media.
Subsection. 3. There should be minutes of consultation meetings. Naalakkersuisut
publish subsequent notes.
Subsection. 4. Time must be allotted at the consultation meetings that
stakeholders beyond ordinary dialogue can read out their statements
project.
Subsection. 5. The Government shall appoint a chairman for the consultation meetings. "
Third In Chapter 19 be inserted after § 95:

"§ 95 a. The Government shall establish a fund in which concerned citizens
communities and relevant organizations in Greenland may apply for funds to
initiate studies and seek advice to hedge specific
issues related to concrete mining projects in Greenland and to
hold a meeting on the project's impact on society and the environment.
Subsection. 2. The application for funding can happen after an
project is sent in forhøring.
Subsection. 3. The Government may lay down detailed rules on
fund. "

§ 2
The Greenland Parliament Act shall enter into force on 1 July 2014.
