Chapter 1

Definitions and Scope
§ 1. For employment purposes nationwide, neutral and
unpaid service for the promotion of labor market trends, including
strengthening of workers occupational and geographical mobility.
Subsection. 2. In the work instruction means establishing contacts between
job seekers and employers with a view to creating practical
employment.
Subsection. 3. The employment services responsible for assigning work to
employment and assignment of labor to employers from all industries
and occupational groups. Also handles employment services and guidance
administration of applicants for education.
Subsection. 4. The Greenland Parliament Act applies to work performed in
Greenland, and includes job-seekers, according to county law on
regulation of labor approach of Greenland considered Greenlandic
labor.

The municipal tasks
§ 2. The municipal council shall, as part of an active labor market policy
:

1) labor market trends in the municipality

2) allow and take initiatives to implement
measures of significance for business development and employment in the municipality
and

3) collect and assess information regarding the labor market in the municipality
and report this information to the Greenland Government.
Subsection. 2. The Government may lay down detailed rules concerning
reporting in accordance with paragraph. 1 pt. 3
§ 3. It is for the local authority to ensure
employment in the municipality, including to arrange placement services and
career guidance, see. §§ 5 - 9
Paragraphs . 2. The municipal council shall supply
on employment in the municipality to the Greenland Government.
Subsection. 3. The Government may lay down rules

trusting and close cooperation between social partners and the public

implementation of employment measures to reinforce the
skills of the workforce in the municipality.

Commerce and educational guidance
and placement services
§ 5. The municipal council shall draw up individual
action plans for jobseekers, and for people who are involved in
upgrading course or actions in Piareersarfiit.
Subsection. 2. Commerce and educational guidance includes assistance by
choice of profession and education.
Subsection. 3. The local authority can create a Piareersarfiit to
administration of the municipal council's duties under this Act.
Subsection. 4. The municipal council shall report the results of
municipal career guidance and placement services for
Naalakkersuisut.
Subsection. 5. The Greenland Government may lay down rules for the implementation of
in paragraph. 2-4 arisen, including rules on contributions to the establishment and operation of
Piareersarfiit.

3) the job is compensated for the cost of transport, and

4) there is not enough qualified workers.
Subsection. 3. The Government may award grants to cover in paragraph.
1 pt. 3 and paragraph. 2, no. 3, those costs. Greenland Government may lay
modalities thereof.
§ 8. Authorisation of labor can not be made to an employer
or business that according to satisfactory documentation from a professional
organization or another interest group affected by a strike or lockout
unless this is known unofficial.
§ 9. When that may be provided suitable labor to a vacant
position gives municipal notice to the employer.

Subsection. 2. Coming employment is not able, or interrupted

Various provisions
§ 10. The Government may establish a nationwide job bank
where vacancies, unemployment administration and basic data for statistical and analytical purposes

§ 11. The Government holds an annual course for those of
municipal employees, dealing with employment agencies, etc.
Subsection. 2. The Government will hold after each
local council election a course for the council members if
duties include employment agencies, etc.
Subsection. 3. Costs for the courses in accordance with paragraph. 1 and 2 are held by
Treasury and municipalities.
§ 12. The Greenland Government may subsidize
employment measures and initiatives in Piareersarfiit, see. § 4
paragraph. 2 and 3. subsidies in size stipulated in the annual Finance Acts.
Subsection. 2. The Government may lay down rules on the allocation and
payment of subsidies.
§ 13. The Greenland Government may lay down rules on experimentation
aimed at fighting unemployment and efficiency and developing
employment services.
§ 14. The Government shall prepare an annual report on
labor efforts in the past year and goals for the future

Appeals
§ 15. Appeals against the local council's decisions under this
law, within 4 weeks submitted to the Greenland Government.

Entry into force
§ 16. The Greenland Parliament Act shall enter into force on 1 July 2014.
Subsection. 2. At the same time county Regulation no. 10 of 18
December 2003 on employment, etc.
Subsection. 3. Regulations issued pursuant to the paragraph. 2 shall
Act remain in force until replaced or repealed by regulations
