Chapter 1

POST Greenland's business


§ 1. POST Greenland is part of TELE Greenland A / S, which can create a subsidiary for the purpose of doing POST Greenland.
Subsection. 2. POST Greenland's task is:
1) to cover the Greenlandic society needs for postal services in Greenland,
2) to be a service provider company that as far as possible be operated on commercial principles and
3) to adapt its operations to the Greenlandic community development and take on new tasks, which are compatible with the postal tasks referred to. § 5.

§ 2. POST Greenland must formulate general terms for postal services, see. § 3, the universal service obligations imposed.
Subsection. 2. The rules or decisions under this Parliament Act determined or decided by POST Greenland must appear in business conditions. This does not apply to the decisions that POST Greenland takes pursuant to §§ 5 and 21
Subsection. 3. The general terms must be publicly available.
Subsection. 4. If the envisaged substantial changes to general business conditions, the Government of Greenland prior informed accordingly.




Chapter 3

POST Greenland's universal, delivery obligation and compensation


§ 3. The Government may lay down rules:
1) What shipments POST Greenland is required to ensure nationwide conveyance, see. However paragraph. 2.
2) At POST Greenland has the option to refuse to carry certain items.
3) The extent of the postal service network.
4) Implementation of decisions from the Universal Postal Union (UPU) and international agreements, including agreed standards in the postal field.
5) Liability for delay, loss, damage of the universal service, including replacement rates.
Subsection. 2. The universal service should always include the receipt of shipping and transportation of shipments to the nearest town or village. For ordinary letters include universal service also collection of mailboxes.
Subsection. 3. Rules, see. Paragraph. 1, should be sent for consultation to the relevant authorities, municipalities and POST Greenland and relevant interest groups.

§ 4.

The Government sets the broad guidelines for the extent to which the distribution of letters must take place and any limitations in the post.
Subsection. 2. The Government may determine that the distribution of settlements does not occur. Distribution Mandatory for selected settlements can be determined when the special circumstances concerning customer base and business administration provide a basis.
Subsection. 3. The Government may, on request from POST Greenland waive delivery service in cities based on customer base and economic issues.

§ 5. In accordance with § 1. 2, can POST Greenland decide which other shipping types to be processed.
Subsection. 2. POST Greenland can perform other tasks that can be a natural part of POST Greenland's business.


Chapter 4

POST Greenland's exclusive


§ 6. The Government may establish rules under which POST Greenland notified the exclusive right to provide postal services for certain items and to set up mailboxes in areas accessible to the public, cf.. However paragraph. 2.
Subsection. 2. Exclusive rights may not include conveyance of addressed catalogs, brochures, magazines and other items with uniform, printed content which are placed in transparent packaging.
Subsection. 3. Rules thereof shall be sent for consultation to the relevant authorities, municipalities and POST Greenland and relevant interest groups.

§ 7. POST Greenland has the exclusive right to issue stamps, meaning release funds issued by POST Greenland, and which can be used for payment of the tariff for postal services from POST Greenland.

§ 8. POST Greenland Minister approved logo may not be used by others without the Greenland Government's approval.


Chapter 5

Post Secret and post opening



§ 9. Any person acting in POST Greenland's employment or transport services pursuant to § 14 shall not allow extraneous no information about others' use of postal services or opportunity even to obtain such information.
Subsection. 2. This obligation continues after that his work in POST Greenland or conveyance under § 14 has ceased.

§ 10.
Addressed letters to be submitted for transport at POST Greenland, in the cases where it is not possible to find the recipient or sender, without a court order opened by POST Greenland.
Subsection. 2. Addressed consignments handed over for carriage at POST Greenland, may also be opened without judicial authorization where this is done to determine the extent of any damage to the shipment.
Subsection. 3. The Greenland Government may lay down rules on the conditions under which shipments can be opened.




Chapter 6

Transport etc.


§ 11. POST Greenland lay down rules on shipments nature and definition of the individual groups of items and conditions that consignments can be received for carriage.
Subsection. 2. POST Greenland Establishes also rules for when a shipment is excluded from the postal service.

§ 12. POST Greenland must request acknowledge receipt of packages, registered mail, mailings sent by the specified value and the amount paid for shipment on money order.
Subsection. 2. The receipt shall be filled by the sender on a form that is manufactured or approved by POST Greenland.

§ 13. POST Greenland, govern the sender's right to dispose of a submitted shipping.

§ 14. POST Greenland may conclude agreements with carriers on the conveyance of mail in Greenlandic territory or from Greenland to Denmark, the Faroe Islands or other foreign countries.
Subsection. 2. The Government may, where special circumstances make it necessary and upon request from POST Greenland, decide that the performing regular transport in Greenlandic territory or from Greenland to Denmark, the Faroe Islands or other foreign countries, must accept items covered by the universal service and from located along the route post offices or exchange places.
Subsection. 3. The Government may lay down detailed rules for the carriage of paragraph. 1 and 2.

§ 15. POST Greenland, govern shipments disclosure.

§ 16.
The Government lays down the rules for the establishment of letter boxes at the entrance to single family homes and townhouses as well as clustered delivery in blocks of flats.
Subsection. 2. Households that do not meet the provisions establishing the mailboxes can POST Greenland exempt from mail delivery.

§ 17
POST Greenland lays down rules for the treatment of undeliverable mail and undeliverable items from shipments.
Subsection. 2. Shipments containing or estimated to contain import prohibited goods, including duty goods which have not been subject to tax, made by POST Greenland to the appropriate authority.

§ 18. Forms with then stuck stamps that are used by postal expedition is POST Greenland's property.


Chapter 7

Payment for POST Greenland's services


§ 19. The tariffs for postal services as determined by POST Greenland, and shall be publicly available.
Subsection. 2. The tariff level for packages and letters that forsendesinternt in Greenland and Denmark and the Faroe Islands, must be approved by the Greenland Government.
Subsection. 3. Domestic blind shipments carried postage when it is done according to the law.

§ 20. POST Greenland lays down rules for tariff calculation method, postage forms and payment of postage and fees.

§ 21. POST Greenland shall determine in an internal manual rules for the sale of stamps from retail outlets.




Chapter 8

Complaints


§ 22. POST Greenland to investigate complaints from consumers, including loss, theft, damage.
Subsection. 2. POST Greenland must consider the complaint within three months of its receipt, unless there are special circumstances.

§ 22a. POST Greenland's decisions can be appealed to the Government of Greenland, cf.. However paragraph. 2.
Subsection. 2. The deadline for filing complaints is 4 weeks after receipt of the decision appealed.


Chapter 9

Sanctions Determination


§ 23. For violation of §§ 6, 7, 8, 9 and 10 can be fined under the provisions of the Criminal Code for Greenland.
Subsection. 2. For violation of regulations prescribed pursuant to §§ 3, 6, 10, 14 and 22 can be fined under the provisions of the Criminal Code for Greenland.

Subsection. 3. How The Greenland Parliament Act or regulations laid down in pursuance of the Act provides for the imposition of fines, the fine imposed on a legal person under the provisions of the Criminal Code for Greenland.
Subsection. 4. Actions brought under subsection. 1 and 2 in the Court of Greenland as first instance.
Subsection. 5. Fines imposed by the Parliament Act or regulations laid down pursuant to this Parliament Act shall accrue to the Treasury.


Chapter 10

International representation


§ 24. Post Denmark A / S can represent POST Greenland in international postal relations.


Chapter 11

Commencement


§ 25. The Greenland Parliament Act comes into force on 1 July 2011.
Subsection. 2. At the same time county Regulation no. 8 of 14 November 2004 on post and Government Order no. 6 of 14 March 2005 POST Greenland's business, reposting, mail opening and installation of letter boxes etc.
