§ 1
In Parliament Act no. 9 of 19 May 2010 on the Church is amended as follows:

First § 4 pcs. 1 is replaced by:

"The Government may, after consultation with the bishop provide for services and religious ceremonies."
Second § 4 pcs. 2 is amended as follows:
thereof. " 2. The Government may provide for authorization of liturgy, rituals, hymnals and hymnal supplement the recommendation of the bishop. "
Third In § 7 the following paragraph. 3:

"Paragraph. 3. The Government appoints and dismisses bishop. "
Fourth § 9 paragraph. 1 is replaced by:

"Dean prepares the recommendation of the parish council are the annual budget for provstiets business and is responsible for the financial resources referred to. However, § 6, made available, under provisions laid down by the Greenland Government after consultation with the bishop."
5 . In § 14 the following paragraph. 2 and 3:

"Paragraph. 2. A priest or catechist can for theological reasons relieved to exercise or participate in a church ceremony.
Subsection. 3. The individual priest or catechist presents the Dean case. The priest shall present the Bishop case, and the bishop determines whether priest or catechist can be exempted in the individual case. "
6th § 15 paragraph. 4 replaced by the following:

"Paragraph. 4. The Government shall provide parish registers lead after consultation with the bishop. "
7th § 16 paragraph. 4 replaced by the following:

"Paragraph. 4. Dean has the right to attend meetings of all provstiets congregation representations without voting. "
8th § 18 paragraph. 4, 2nd sentence. replaced by the following:

"A copy of the approved protocol forwarded to the dean and the bishop for information."
9th § 20 pcs. 1 is replaced by:

"The parish registers leading pastor leads by regulations established by the Government of Greenland supervision præstegældets church buildings belonging parlors. Authority in collaboration with community representation on the spot. The parish registers leading pastor submit an annual monitoring report for the parishes to the dean. Dean shall ensure that the buildings are in good condition. "
10th § 21 paragraph. 1 is replaced by:

"Ward representation makes facing the parish registers leading priest proposals for construction, development, maintenance and decoration of churches and funeral parlors and the fitting out and decoration of premises used for worship (school chapels)."
11th After § 26 is added as new chapters:
"Chapter 7
Employment and accession conditions
§ 26a. I as a minister in Kalaallit Nunaanni Ilagiit can be hired:

1) persons who have passed the theological bachelor's degree from Ilisimatusarfik or theological graduate degree from a Danish university and subsequently have completed classes at the pastoral seminary,

2) persons who have a degree of knowledge that can be equated with teacher training from Ilinniarfissuaq, and in addition has received an advanced degree in Christian studies under regulations made by the Government of Greenland and

3) persons who, having been a priest or meet the conditions to become a priest in the Danish Church.
Subsection. 2. priests employed in Kalaallit Nunaanni Ilagiit must be a member of the Danish national church.
Subsection. 3. Priests employed in Kalaallit Nunaanni Ilagiit must have knowledge of the Greenlandic language, in accordance with rules drawn up by the Greenland Government.
Subsection. 4. The Government may determine that participation in education at the national church institutions for education and training of priests is a condition of employment as a priest. Greenland Government may lay down detailed rules, including training allowance.
§ 26b. Greenland Government may on the recommendation of the bishop in exceptional circumstances, a person who does not comply with § 26a, paragraph 1, authorization for employment in a pastoral position.
§ 26c. Greenland Government may on the recommendation of the bishop provide for other educational requirements that can replace the in § 26a paragraph. 1, no. 1 and no. 2, mentioned in case of shortage of people who meet these requirements.

§ 26d. Anyone who is employed as a priest in Kalaallit Nunaanni Ilagiit must have been prepared bispeeksamen, be ordained, have passed the national church pastor promise and have the bishop's kollats.

Procedure priest recruitment
§ 26e. Before this opinion is issued in accordance with § 26 f, held as far as possible a briefing between the bishop, or the bishop authorized the dean and the elected members of the congregation representations, providing information about the candidates. Meeting must be fixed by the bishop as soon as possible after the application deadline and is headed by the bishop or the dean, the bishop has authorized. At the request of one or more community representation, or if the bishop deems it desirable, must be held another briefing session between the bishop and the parish offices.
Subsection. 2. The Government may lay down rules on time limits and procedure for in paragraph. 1 shall briefing.
§ 26f. A præstegælds elected ward representatives give its opinion on employment in vacancies as a priest in præstegældet. There should, where possible, a true opinion meeting immediately after the bishop's briefing. Opinion delivered in priority voting form and, for each participating parish council, where possible three candidates who received the most votes.
Subsection. 2. The bishop sets with a minimum of 3 candidates listed in descending order. The bishop sends applications with parish missions' opinions and its own recommendation to the Government of Greenland.
§ 26g. The Government decides who is appointed to the position as pastor, see. §§ 26 e and 26 f. Appointment of an applicant who is not covered by the bishops' option can not be done until the bishop has decided.
§ 26h. The Government can not hire an applicant who is not covered by the parish council the opinion. An applicant who in the first ballot of opinion meeting achieves all votes cast while seen from Bishop's option, be appointed to the position.
Subsection. 2. If special circumstances exist, the Greenland Government may decide to re-blow of the post must be made and re-setting to take place.
§ 26i. The Government may regulate the procedure for filling a minister who is entirely or mainly established for the operation of the institutions or groups of persons for which there is no established church missions. The same applies to any employment limited to one year.

§ 26k. A provstis elected ward representatives give its opinion on employment in the vacant posts of dean or dean of the deanery. There should, where possible, a true opinion meeting immediately after the bishop's briefing.
Subsection. 2. The bishop sets with a minimum of 3 candidates listed in descending order. The bishop sends applications with the parish council the opinion and its own recommendation to the Government of Greenland.
§ 26L. The Government decides who is appointed to the position as dean or dean. Hiring an applicant who is not covered by the bishops' option can not be done until the bishop has decided.
Subsection. 2. The priest must live and work as a priest in the parishes where the deanery office is located.

Standardization of clerical and administrative positions and the appointing authority for certain positions during Kalaallit Nunaanni Ilagiit
§ 26m. The bishop shall, after consultation with the Government of Greenland for the establishment and abolition of clerical and administrative positions during Kalaallit Nunaanni Ilagiit.
Subsection. 2. The bishop may authorize the deans to, after consultation with the parish registers leading pastor and church representation, making employment and dismissal of catechists and organists.

Subsection. 3. The bishop may authorize the deans to, after consultation with the parish registers leading pastor and church representation, making employment and dismissal of assistance for churches such as caretakers, cleaning assistants, etc.
Subsection. 4. The bishop may authorize the deans to make the appointment and dismissal of the administrative staff of both provsti- and parishes offices.

Chapter 8
Fees
§ 26N. For review of the renamed paid in each case a fee.
Subsection. 2. A permitted name change is confirmed by the change of name certificate and birth / baptismal certificate or Birth / name certificate. For this certificate issue is not paid separate fees.
Subsection. 3. For other certificate issuance, due to the name change through national church or other authorities, paid fee as reissue, see. § 26o.
§ 26o. Reissue of certificate of church books' content is raked as regards:

A) birth / baptismal certificate

B) Birth / name certificate

C) Birth certificate

D) Marriage certificate

E) Death certificate.
§ 26p. For bilingual certificate issuance, Greenlandic / English, the church registers containing a fee.
§ 26q. The Government is authorized to regulate the amount of fees and charging to cover the authority's costs see. §§ 26N. - 26p. "
Chapter 7 and 8 becomes Chapters 9 and 10.
12th § 28 para. 3, read:

"Paragraph. 3. The bishop's decisions can be appealed to the Government of Greenland within 4 weeks after the decision is taken. Decisions of predominantly theological tested only as regards the legal framework. "

§ 2
Subsection. 1 The Greenland Parliament Act comes into force on 1 January 2014. At the same time Landsting Regulation no. 8 of 30 October 1998 on employment in the church ,.
Subsection. 2. Rules established or maintained under Landsting Regulation no. 8 of 30 October 1998 on the appointments of the church remain in force until repealed or replaced by rules laid down under this Greenland Parliament Act or other legislation, however, repealed Home Rule Order No. . 39 of 29 december 1998 on the employment of assisting the church.
