§ 1 Setting

(1) The area of the Middle Elbe in the scope referred to in § 2 is set as nature reserves and a protected landscape area of central importance. (2) The whole area is named "Biosphere Reserve Middle Elbe". Unofficial table of contents

§ 2 Area description and delimitation

(1) The Biosphere Reserve is located in one of the most extensive forest areas in Central Europe in the area of the Middle Elbe, Lower Mulde and Lower Saale. It includes the valley sand terraces bordering the river valleys and the cultural-historically important Dessau-Wörlitz cultural landscape. Essential habitats of self-living communities are secured in 12 protected areas. (2) The border route starts at the eastern point of Rehsen,

1.

From the Deichstern to the northeast of Heinrichswalde on Lake Crassensee along the eastern shore of the Altwasser on the Ostrand of the Auewiesen Grosse Straube and just on to the Elbe

2.

Follow the Elbelauf westward to the mouth of the Grieboer Bachs, follow this uphill to the road Griebo-Coswig, then westward to the ferry Coswig-Wörlitz.

3.

(3) The limit of the biosphere reserve shall be shown in a map M 1:50.000, which is an integral part of this Regulation. In addition, the limit of the biosphere reserve in forest maps M 1:25,000 is entered in red, which is kept in stock by the supreme nature conservation authority and is referred to as reference. § 3 Protection

(1) The biosphere reserve serves to conserve the area-specific species and forms diversity, as they occur in their complexity in the landscape mosaic of Central European river valleys with the adjacent valley-sand terraces. (2) One The main focus is on the protection of native vegetation societies of nature-oriented forest floodfields with subcontinental florist elements, which are unique in this extension in Central Europe. (3) The reserve is a habitat for a diverse fauna, including numerous endangered species of Importance, such as Elbebebiber, Seeadler, Schwarzstorch, Weißstorch, Kranich, Wachtelkönig, various types of Limikolen and birds of prey, as well as especially restful and overwintering Wat and waterbird species. (4) The conservation of the river valley was created ecological research area for the programme "Man and the Biosphere" of UNESCO in the context of a biosphere reserve. (5) The purpose of the protection is to preserve the Dessau-Wörlitz cultural landscape as a monument of the Landscape and garden design with area character. § 4 Protection zones

(1) The biosphere reserve is divided into the protection zones I to IV. (2) The protection zone I (core zone) is designated as a nature reserve of central importance without economic use. It includes the following faces:

1.

Total Reserve Linsterholz/Steckby: Parts of the Forstabt. 202, 204, 205, 206, 208 and 209 between the Krummen Weg, the Haberlands-Allee, the Haberlandsweg, the southern forest area boundary along the Elbe River to the center of the Gr. Biberloch, then north along the eastern border of the Forstabt. 204 to the Elballee and the Krummen Way.

2.

Total reservation Schöneberge/Steckby: Within the limits of the Forstabt. 232, 235, 238, 243 including the non-wood floor areas, but only the north-cicle sufficient over the closed forest as well as in the south only up to the Weyesterday at the North edge of the Forstortes Klaasberg.

3.

Total reserve Ketzien/Lödderitz: Within the limits of the Forstabt. 409, 410, 411 (with the exception of the Nordecke east of the Arestantengraben), 412, 413, 414 and 415 (with the exception of the areas north of the Sommerdeichs).

4.

Total Reserve Thickness-Greten-Hau/Lödderitz: Within the limits of the Forstabt. 385, 386 (except for the areas south of the gravel path and its eastern extension to the Forstabt. 385), 391, 392, 393, 397, 394 (with the exception of the areas south of the western continuation of the gravel road to the lake ditch), 398, 399 as well as forstabt. 400 between Seegraben and Sommerdeichzufahrt.

5.

Total Reserve Sack/Old Saale: Within the limits of the oiled Forstortes Sack (face of the trout. 525) in the water sling Alte Saale, reaching east to the narrowest point of the forest area.

6.

Total Reserve At Crack 45/Wörlitz: In the borders of the Forstabt. 3245 including the unwooded area enclosed by the forest and lying in it and situated on the northern shore of the Riss, but with the exception of the forest and the Elbe Wiesenstreifen.

7.

Total Reservation At Crassensee 147/151: Within the limits of the Forstabt. 3151 and 3147, except for the areas lying south of the road, which forms the southern border of the Forstabt. 3151.

8.

Total reserve Kuper 48/Untere Mulde: wooded wooded site Kuper in an altwasserschlinge der Mulde in the area of the Forstabt. 4148, which is currently the subsubt. a (high) 1, a (high) 2, c (high) 4 is assigned.

(3) The protection zone II (development and care zone) is designated as a nature reserve of central importance. It includes the following faces:

1.

Steckby-Lödderitzer Forst: The border route leads, starting in the southwest at Obslau, from

Elbe-km 278.5 in height from Obslau elbupwards to the ferry ramp Steutz

b)

along the ferry road in the direction of Steutz up to the forest border west of the road

c)

West along the forest edge exclusively the Great Wehl to the end of the included row of pond in Forstabt. 203

d)

straight north along a meadow rains to the northern Aueweg, then west to the Aueweg to the forest edge

e)

Follow the edge of the forest north-west to the Steindamm, following this up to Steckby

f)

including the oiled exclave Auberg east of the Aubergweg, the western border, the Wiesenrain as the southern border, the western edge of the forest area 225b as the eastern border, the farmland and, in the meantime, a partial energy race as the northern border

g)

from Steckby the location along the enclosed land borders to the west immediately, following the edge of the forest along a trench to the Baztzer Weg and beyond

from here along the border of the Forstreviers including the Breiten Pexporl, from the southern edge to the east just further to the path leading from Lödderitz to the north, then to the border of the Forstreviers south of the sand sump, then The Forsthaus Lödderitz is located on the Lödderitz-Kühren road and the Forsthaus Kühren, but including the forest-closed fields in the southeast corner of the Forstabt. 396 and in the north-west corner the Forstabt. 374 and the forest-locked meadow in the south of the Forstabt. 378

2.

Theft Busch: Within the limits of the Forstabt. 5301 to 5322 including the reafforestation areas to the Forstabt. 5301/5302, but with the exception of the faces which are currently assigned to the subt. 5307a (high) 4 and 5322b.

3.

Neolith-pond: Teichgelände northwest Trebbichau between the railway line to Aken, the path that leads north of the Heidekruges in the northwest direction to Mennewitz, the path southwest to the site of Schacht V, the route of Shaft V up to the Gr. Micheln (so-called Löbitzsee) and the way south of the Neolith-Teiches to Trebbichau, with the exception of demarcated land on the south-east, north-east, north-west and south-west corner.

4.

Saalberghau: Eastern part of the Kühnauer lake with extended riverside area including the fishing island and Kühnau castle, the Forstorte Graue Steinhau and Saalberghau within the borders of the Forstabt. 4536 to 3543 with the western meadows adjacent to the lake and the Southern Stromelbe between Elbe-km 262.8-266.

5.

Sarenbruch: In the limits of the Forstabt. 1602-1603, the areas assigned to the subsubt. 1602 b-c and 1603 b-d, including the Old Elbe, the Sarensee and all other non-wood floor areas in between, as well as the non-wood floor between Subsection 1603b and c, to the north of the subsection 1602c and the former village Püsternitz.

6.

Cranes: In the limits of the trot. 3244, 3245, 3246 (only the southern part, currently the subsection. a (high) 1, a (high) 2 assigned), 3247 and 3248 (except for the westernmost exclave, currently assigned to the subsub.e) with the meadows in between. The northern border corresponds to the northern border of the Forstabt. 3244 with the continuation of the route to the east up to the eastern border of the southern part of the Forstabt. 3246. Here the eastern border runs as far as the northern path on the Krägen, then follows this east to the crossing and further towards Münsterberg to the southern branch to Wörlitz. 7.

Schönitzer See: The border runs from the Riesigker bridge northwards along the eastern shore and the Umflutgrabens to the northern tip of the northern part (so-called "Nordspitze"). Radehochsee), follows southwards along the west bank at first with the entrance of the forest areas (currently sub-section 3132a (high) 1), then the dike to the bridge road, which forms the southern border, with the exclusion of the location Riesigk east of the Deiches.

8.

Crassensee: The border runs from the southern tip of the Forstabt. 3146 (northwest of the Rehsener Deichüberfahrt) in a northeasterly direction along the external borders of the Forstabt. 3146 to 3142, including the northern tip of this Abt. along the eastern access, then along the dike in southern circumvention and the western access to the forest farmyard Heinrichswalde up to the forest boundary. 9.

10.

Lower Mulde Raguhn-Wallwitzhafen: A two-part landscape cut through the river basin of the Mulde and shares of the Muldeaue, whose exact limits are defined only by the map documents.

11.

Wulfener Bruchwiesen: A two-part fracture meadow with the south-east, which is clearly defined by paths and trenches and extends on both sides of the land trench at 51.50 N 11.58 E and 51.51 N 11.54 E, the precise limits of which are only Card documents are defined.

12.

Dornburger Mosaic: In the Faces

a)

Lower Nuthe: The border route leads from the east side of the railway bridge north of Barby the forest path along the eastern shore of the Nutheufer to the north to the Nuthemündung, from the estuary upstream along the river bank to the edge of the forest, then along the western border of the Forstabt. 3327 up to the railway bridge.

b)

Scharleber Lake: Lake, lake shore and northern edge of the forest in the pathways that include them. On the western edge, the lake shore forms the border, at the southern edge the boundary of the coalestion.

Sandberge near Dornburg (so-called " Lübser Heuberge): Forest town of Sandberge in the surrounding paths including the steep bank to the Elbe valley and the south-east front-mounted pontoon.

(4) The protection zone III (zone of the harmonious cultural landscape) shall be designated as a central agricultural area of protection. The area of protection zone III covers all areas of the biosphere reserve which do not belong to the designated areas of the protection zones I, II and IV described; it is composed of the faces:

1.

Dessau-Wörlitzer Kulturlandschaft.Raum between Rehsen-Raguhn-Brambach south of the Elbe river.

2.

Roßlau-Dornburger Elbtal.Elbauen Coswig, Klieken, Roßlau, Elbtal between Brambach and Barby northwest of the Elbe, as well as between Barby and Dornburg.

(5) The protection zone IV (regeneration zone) is designated as a landscape protection area of central importance. It covers the following areas:
Landgraben-Saaleniederung.
The border route leads, starting in the south-east at Groß Kühnau

1.

along the Siebeneichenweg trail northwards to the Elbe

2.

Easterly up to the ferry ramp Steutz

3.

then along the precisely defined southwest border of the conservation area Steckby-Lödderitzer Forst up to the mouth of the river

4.

continue down the Elbe up to the Elbbrücke Barby

5.

from the Elbe bridge Barby southwards, then eastward along the precisely defined biosphere reserve limit until Groß Kühnau.

(6) The limits of the protection zones I to IV shall be entered in the cards referred to in Article 2 (3). Unofficial table of contents

§ 5 Commandments

(1) Protection zone I:

1.

It is necessary to ensure, by appropriate means, the undisturbed natural development of the biogeodecosis process.

2.

It is basically a hunting lobe.

(2) Protection zone II:

1.

The care must be carried out in such a way that the diversity of plants and animals is preserved and the performance of the natural environment is secured.

2.

Adequate water retention in the area is to be secured by appropriate steering of the flood.

3.

Use possibilities for raw materials and food production are subject to the care of the area.

4.

Grassland sites used as arable land are to be relocated to grassland.

5.

In the period from 1.2 to 31.7. every year, forest care measures associated with wood taking are to be taken off, and the timber is to be shut down in advance.

6.

The occurrence of non-autochthonous tree species is to be reduced in the long term, new buildings are to be subpoded.

7.

Dry grassland locations are to be maintained or to renaturate.

8.

The landing of watercraft in the area of the Elbe is only permitted at the released landing places.

9.

Landfills in the area must be removed.

10.

The hunting exercise is carried out as a wild-condition steering exclusively according to ecological requirements and according to the scientific task of the individual areas.

11.

The hunt is only carried out on red deer, deer, wild boar and red fox and is primarily used for the prevention of wild damage as well as the preservation of a very low density of wild boar.

12.

Hunting of non-autochthonous wild animals such as fallow deer, mink, raccoon, marderhund as well as wild dogs and domestic cats is to be consistently addressed by hunting measures.

13.

The construction of hunting facilities is to be classified in the fulfillment of the protective purpose and in simple, landscape-adapted construction, using natural materials.

14.

The catch of Bisamratten is only allowed with gripping halls that correspond to the Roith model, and Reusen with a maximum opening of 10 cm from September to December.

15.

Biotope protection takes place. § 20c of the German Federal Nature Protection Act, extends to the living and dam walls of the Elbe beet, cave trees, horst trees of birds of prey and colony beetles as well as 100 m-areas around the Horststandorte from the extinction of endangered large birds.

(3) Protection zone III and IV:

1.

The use of the landscape protection area for raw material and food production is carried out under ecological, landscape-based and heritage-related aspects.

2.

On the basis of a concept for the development of a harmonious cultural landscape on an ecological basis within the framework of the Biosphere Reserve, landscape plans are to be developed in the circles.

3.

The Landscape Plans are both for conservation and/or Restoration of the performance of the natural environment as well as the ability to use the natural resources while preserving the diversity, nature and beauty of the landscape.

4.

The conservation and maintenance of the habitats of the protected plants and animals must be taken into account both in the landscape plans and in the land use and land use.

5.

Public relations and recreation should be concentrated in the areas of Dessau, Wörlitz and Oranienbaum.

6.

Conservation, care and design of the Dessau-Wörlitz cultural landscape as a monument of landscape and garden design are to be ensured.

7.

Cultivation, preservation and care of obstallees, orchards, trees and single trees in the landscape are to be promoted.

8.

Existing landfill sites should be designed to meet the requirements of the landscape, and to allow new landfill sites only on the basis of the landscape plans.

9.

Biotope protection is provided in accordance with § 20c of the Federal Nature Protection Act, extended to residential buildings of the Elbe beet, cave trees, horst trees of birds of prey and colony beetles as well as 100 m-areas around the horst sites of endangered large birds.

§ 6 prohibitions

(1) In the case of protection zones III and IV, it is not permitted to make unauthorised land use changes and buildings. (2) In addition to the prohibition referred to in paragraph 1, the following prohibitions shall apply in the protection zone II:

1.

It is not permitted to carry out building measures, to set up landfills, to apply earth closures, to use biocides, to contaminate the area, to fire, to noisy, to bathe, to biwact, to stay and to camp.

2.

Any effects on particularly protected plants and animals, as well as on their sites and habitats, shall not be permitted.

3.

The movement of the area exclusively by public roads, roads and waterways with motor vehicles, mopeds, bicycles, watercraft, panning vehicles and horseback riding are generally not permitted.

4.

Leaving the way is forbidden.

5.

Changes in the use of species such as green land dumbbells are prohibited.

6.

Hunting exercises on feather game and in the shores of waters is not permitted.

7.

Hunting of traps is not permitted in principle.

8.

Wild feeding is not permitted.

9.

Fishing and fishing are not permitted.

10.

Tourism and the exercise of sport, including flight and model sport, are not permitted.

11.

The application of signage, which does not meet the objectives of § 3, is not permitted.

12.

In principle, it is not permitted to organise events of all kinds in the area.

13.

It is forbidden to introduce autochthonous plants.

14.

Authorisations for research and care are subject to the Biosphere Reserve Administration.

(3) In addition to the prohibitions referred to in paragraphs 1 and 2, the following prohibitions shall apply in the protection zone I:

1.

Any use or influence is not permitted.

2.

Driving, including watercraft, and horseback riding is not permitted.

3.

The landing of watercraft in the area of the Elbe is not permitted. The entering of the protection zone I outside marked ways is prohibited.

§ 7 Exceptions

(1) withdrawn from the prohibitions of § 6 are:

1.

the benefits lawfully authorised at the date of entry into force of this Regulation by the individual decision of the public authorities, the powers exercised, and the legitimate facilities and establishments, including their entertainment. Measures for the protection of the population and the prevention of risks to the life and limb of people, as well as for construction installations

Measures of the reserve management, which serve solely for the purpose of § 3

4.

the re-establishment of animal species after thorough investigations and assessments of the country's chances of success and permits

5.

the operation of the blocked roads and roads with vehicles which have been granted a derogation from the Biosphere Reserve Administration

6.

the establishment and modification of construction sites in protection zones III and IV, provided that they are used solely for scientific observation and research, education and recreation, preservation of monuments, forest maintenance and the management of wild birds

7.

Driving the blocked roads and roads with electrically powered ambulance chairs

8.

Measures taken by the police, the waterway office, the customs administration and the fire brigade in the performance of their duties and powers.

(2) The measures permitted at the time of entry into force of the Regulation on the basis of special authorisations and rights shall remain unaffected. Insofar as these measures are not compatible with the protection purpose of the reserve (§ 3), they are to be dismantled as quickly as possible within the scope of the legal possibilities. § 8 Liberation

(1) From the prohibitions of § 6, exemption may be granted on a case-by-case basis, if:

1.

the implementation of the provision

a)

would lead to unintended hardship and the deviation should be agreed with the protective purpose of the Biosphere Reserve (§ 3); or

b)

would lead to an unintended impairment of nature and landscape, or

2.

the overriding reasons of the common good require the liberation.

(2) The Biosphere Reserve Administration is responsible for the granting of the exemption. Unofficial table of contents

§ 9 Agreement

The agreement with the Reserve Management is to be established at:

1.

Measures to entertain the roads, roads and dikes and waters

2.

Extension and redevelopment of leisure facilities and

3.

the drawing up of construction plans.

§ 10 Compensation

Where, under this Regulation, owners or other persons entitled to use are subject to restrictions on their rights of use or obligations to an extent beyond the social retention of property, they shall be entitled to: Compensation. § 11 precedence of this Regulation

The provisions of this Regulation shall be subject to the provisions of existing natural protection decisions, regulations or arrangements applicable to this area. Unofficial table of contents
