§ 1 Setting

(1) In the scope specified in § 2 in the Drömling nature reserves and a protected landscape area are determined as a natural park. (2) The nature park is named "Drömling" Nature Park. Unofficial table of contents

§ 2 Area description and delimitation

(1) The Drömling is the Aller-Ohre-Ohre-Talmulde, which has been replenished with low-moorings via fluviatial sediments. The soil and highly water-shaped soils have been altered by different forms of use, duration of use and intensity of use. To this day, there has been a highly structured landscape with orchards, willow bite, hedges, reeds, large-segment warriors, high-dust flurs, braces and extensive wetlands used by grazing and Mahd. These different landscape structures are traversed by a large number of burial trenches, some of which are not disgusting, and have the greatest significance as a habitat for numerous endangered and endangered animal and plant species and represent Habitats that are worth living in areas. At the same time, by the historical cultivation of the moor, the Drömling represents a unique cultural landscape. Here, water engineering, cultural technology and settlement technology have created important witnesses of cultural history. (2) The boundary of the natural park is formed:
1.
In the west: the border to Lower Saxony from the street Breitenrode-Grafhorst in the south to the road Böckwitz-Zicherie in the north.
2.
In the north: The road from Böckwitz in the direction of Yearstedt up to 250 m behind the village exit Böckwitz, then a dirt road running towards the southeast, which turns to the east after 1,250 m and leads to Yennstedt. From Jahrstedt take the road to the district Germenau. Germenau 500 m down the road to the south, then a road in the east at a distance of 500 m to the road Germau-Kunrau via Kunrau up to the railway line Oebisfelde-Salzwedel. Continue the path south of the railway line up to the Neuferchau-Röwitz highway and the road to Röwitz. From here the 2,500 m east direction and then to the northeast turn to Wenze. In Wenze the main road to Klötze to the road to the right to Quarnebeck and these to Quarnebeck. From here the path towards ownership, after 2,000 m of the path branching off from this towards the south to Jeggau.
3.
In the east: from Jeggau the road to Trippigleben, from there the road leading to SSD leading to Peckfitz, which meets after 2.100 m on the Landstraße Köckte-Peckfitz, further this to Peckfitz. From there, take the road over the Colony Himmelreich to Mieste, which crosses the railway line Gardelegen-Oebisfelde to the west of the village and then meets the F 188. Continue on the F 188 to Wernitz, then from the railway crossing the south-facing country road to Sachau. After 800 m, turn left from the road towards Solpke until you get to the railway line (Oebisfelde-Gardelegen), take the road to Solpke-Sachau and continue until Sachau.Von Sachau over 1,500 m of the road leading towards Colony Breiteiche II, and then the road to Jeseritz, which runs over the individual part of Jerchel (southeast of Kämeritz). From Jeseritz take the road to Berenbrock up to 300 m behind Elsebeck. From here, the asphalt road leading towards the southwest, which meets the peasant ditch after 1,300 m. Continue on the eastern shore of the farmland graves to the Solezwitz-Calvörde road.
4.
In the south: The Solewitz-Calvörde highway up to 200 m behind the Ohre-Brücke bridge, then the road running parallel to the Ohre towards the northwest. Continue after 2,300 m from this road to the Velsdorf canal bridge. Then the trapping ditch south of the Mittelland Canal in the west direction to the Piplockenburg canal bridge. From there 1500 m the way towards Etingen up to the edge of the forest, further north of the forest in the west direction, which after 1,400 m on the road to Etingen object.After that this road to the railway line Magdeburg-Oebisfelde and Continue along the railway line to this crossing of the Niendorfer Weg, which leads to the F 188 in the northwest direction after 250 m. (3) The boundary of the natural park is, if not described otherwise, in the middle of the roads and paths as well as on the outer graben-changing area facing away from the nature park. (4) The limit of the natural park is in a map M 1:50.000, which as an installation A part of this Regulation shall be included. § 3 Protection

With the setting as a natural park "Drömling" it is intended:
1.
The preservation of the variety of species and forms of a cultivated landscape that has been influenced by groundwater influenced by groundwater and grassland sites and the preservation of natural ecosystems of wetlands and wetlands.
2.
The large-scale renaturation of lowland forests and moors and the creation of natural succession areas by raising the ground water levels.
3.
The promotion of animal and plant species extensively managed meadows and pastures, in particular the Great Brachvogel, the Uferschnepots, the lapwing, the cassine, the Rotschenkel and other species in need of protection.
4.
The conservation and improvement of the habitats of black and white storks, cranes, screechers and otters.
5.
The preservation of the historically important cultures of the Moordammates.
6.
The safeguarding of undisturbed forest development in parts of the area.
7.
The improvement of water quality in surface and ground waters.
8.
Development of an ecologically oriented overall management of the natural park, taking into account a stable drinking water production.
9.
The development of parts of the natural park primarily from the point of view of nature observation and recreation, which is adapted to the protection of specific nature conservation purposes.

§ 4 Protection zones

(1) The area of the natural park is divided into 3 protection zones:
The protection zone I (core zone)
Protection zone II (Development Zone)
The protection zone III (Recreation zone)
(2) As a protection zone I (core zone), the following nature reserves are excluded from central importance without any use (total reserve):
1.
Total reserve "Breitenroder-Oebisfelder Drömling". The border is formed by:
a)
In the west and north the border to Lower Saxony from the northern Dammefoot of the Mittelland Canal to the border kink.
b)
In the east, a line from the border knick approx. 30 m to the south to the north shore of the Ohredischarged and this up to the Mittelland Canal.
c)
In the south of the northern dam of the Mittelland Canal up to the border to Lower Saxony.
2.
Total reserve "Böckwitz-Jahrstedter Drömling". The border forms:
a)
In the west, the border to Lower Saxony from the border knick 2,850 m to the northwest.
b)
In the north an even recognizable path, which meets the Ohre 1,100 m south of the Black Bridge, from there the western Ohreufer up to 20 m south of the TP 57 ,2.After crossing the Ohre forms a ditch in a northeasterly direction, which is on the way to the Black bridge meets, the northern border.
c)
In the east, the eastern shore of the Graben, east of the road, to the Oebisfelde-Salzwedel railway line. Continue to the western railway dam foot to the Ohre.
d)
In the south, the left bank of the Ohreufer River up to the Buchhorst distribution structure. After crossing the Ohre, the western shore of the Ohrereliester is up to 30 m south of the border, and then a straight line to the north to the border-knick.
(3) As a protection zone II (development and care zone), the following nature reserves are identified as being of central importance:
1.
Nature reserve "Nörlier Drömling". The border is formed:
a)
In the west from the opening of the Ohrereliester into the Mittellandkanal, the eastern border of the under point (2) 1. the total reserve "Breitenroder-Oebisfelder Drömling". Continue to the south, east and northern limits of the under point (2) 2. the total reserve "Böckwitz-Jahrstedter Drömling". Then the border to Lower Saxony to the north to 3,650 m north of the border trickles.
b)
In the north the road 1,100 m to the north to the connecting path Böckwitz-Schwarze Brücke and this bridge to the Black Bridge, then the road 700 m to the east-southeast to the commuting fork, further the way to the northeast to the path coming from Germenau, this to the north to the Steimker Graben. The west bank of the Steimker Graben forms the border to the railway line. East of the railway dam, it continues on 1,150 m to the north, from where it follows the path towards southeast to Belfort. The property Belfort is exempted in its enclosed borders. Further along the path from Belfort in the east to the Kunrauer Vorflutgraben 200 m to the southeast to the Bauerndamm (Mareitsdamm) and direction Nordost along the Bauerndamm (Marinerdamm) to the plate path, which is the border direction South-east to the Rowitz-Buchhorster road bend to the north.
c)
In the east, the following route to the south to the Flötgraben, the eastern Flötgrabenufer up to the locks at the mouth of the Wilhelmkanal, the eastern shore of the Wilhelmkanal until the influx of the Cold Moorgraben.
d)
In the south, the southern shore of the Kalten Moorgraben to the trigonometric point 56,3, the southern shore of the connecting trench to the Schöpfwerk Buchhorst to the Röwitz-Buchhorst road, this up to the Ohre, the south bank of the Ohre up to the railway line Oebisfelde-Salzwedel, the foot of the western railway dam to the trigonometric point 57.9, the road in the direction of Wolmirshorst as far as the southern dam foot of the Mittelland Canal, this up to the border.
2.
Nature reserve "Südlicher Drömling" The border forms:
a)
In the west of the Mannhauser Damm from TP 55,8 (bridge Allerkanal), to the north the further road via Breiteiche I and Breiteiche II in the direction of Mieste to the Sichauer Beeke.
b)
In the north the Sichauer Beeke 400 m to the southeast to the way, which hits the Wernitzer Wiesenweg to the northeast, this south to the main flutgraben, this road to Werbnitz-Sachauer-Straße, following the road to Sachau up to 200 m after the road. The border will continue on the asphalt road up to 200 m south of the Spohnstiegbrücke bridge.
d)
In the south the road south of the Ohre on a length of 3,100 m, then the Graben 600 m to the north to the Ohre and the southern Ohreufer 50 m to the west as well as the ditch south of the Allerkanal to the Mannhauser Damm.
3.
Nature reserve "Jeggauer Moor" The border is formed by:
a)
In the north the north shore of the flute trench from 1. through the Dammgraben (420 m east of the Trippigleben-Quarnebeck road) to the TP 61,8 and the north shore of the trench in the south-easterly direction until before the milking parloir.
b)
In the east from Melkstand (taking the milking stand out) the road to the south to its fork.
c)
In the south, the road leading to the west leads to the Flötgraben and this 20 m to the south, then the Graben leading to the west.
d)
In the west of the one from the northern border (Flötgraben) to the southern border through 1. Dammgraben.
4.
Nature reserve "Bekassinenwiese" The border forms:
a)
In the west, the path beginning at the dam base of the Mittellandkanal, which leads east of a surface area of about 3 m above ground surface, leads to the TP 56.2 on the south bank of the Ohre, 550 m in the direction of the north.
b)
In the north, the south bank of the Ohre from TP 56,2 875 m towards the southeast to the ditch, which forms the boundary between Lockstedt and Rätzlingen.
c)
In the east of the ditch from the southern Ohreufer along the border of Lockstedt-Rätzlingen to the south to the dam foot of the Mittelland Canal.
d)
In the south of the northern dam base of the Mittelland Canal from the Gemarkungsboundary Lockstedt-Rätzlingen 770 m to the northwest up to the approx. 3 m over terrain.
5.
Nature reserve "Stauberg" The border forms:
a)
In the south of the 2nd route from Stauanlage to Grenzweg between the Gemarkungen Wassensdorf and Breitenrode.
b)
In the west this border route from the 2nd route 470 m to the north to a ditch.
c)
In the north of this trench 340 m to the east and an extension along the arable border at 110 m to the end of the Ödland (moor).
d)
In the east, the arable border 190 m to the southwest, then 140 m to the west to the ditch, then the eastern edge of the trench 290 m to the south to the dam. The area is located 2 km north of Wassensdorf and comprises in the Gemarkung Wassensdorf in the hallway 7 the parcels 43, 44 and 46.
(4) The protection zone III (recreation zone) is designated as a protected landscape area of central importance. It covers all the other areas of the nature park in its outer boundary, apart from the areas of protection zones I and II. § 5 Commandments

(1) The following universal commandments apply in the Nature Park:
1.
All measures in the Nature Park are aimed at the conservation and promotion of the area-specific diversity of species and forms as well as ecosystems, on the preservation and restoration of the characteristic landscape structure and the landscape image and to protect the educational and recreational value of this landscape.
2.
Future land use by the farms, forestry and water management is carried out on the basis of an ecologically compatible landscape framework planning, which corresponds to the tasks of the individual protection zones. Landscape plans. In the long term, the share of grassland in the area is to be increased.
3.
All projects and measures in the natural park, which can lead to changes in the landscape structure, the landscape budget or to an impairment of individual elements or ecosystems, are to be coordinated with the nature park administration.
4.
In all forestry management measures, the care treatment of the remaining tree population, the shrub layer and the soil vegetation must be taken into account.
5.
All valuable biotopes in the natural park (e.g. moors, ditches, moorlands, röhrichte, parcels of land, small-water) are protected.
6.
All waters and parcels are to be protected from damage by decoupling.
7.
The stock regulation of wild animals shall be carried out in accordance with the objective of the national park in the protection zones I and II in accordance with the conditions laid down, and in the protection zone III in agreement with the National Park Administration.
8.
The nature park is open to the public by means of a marked network of paths, the use of which is to be regulated by means of a wayside, taking into account the protection target of the zones.
9.
The development of the natural park for education and recreation is carried out on the basis of a targeted public relations work and a conception of tourism and recreation for the steering of visitor development. The development of the natural park primarily serves natural forms of recreation (natural observation, cycling, carriage rides). Swimming is only permitted on designated places at your own risk.
10.
The promotion of particularly vulnerable plant and animal species is carried out on the basis of species protection programmes, in particular for otters and large Brachvogel. Designated breeding grounds of ground breeds shall be protected and treated in accordance with the instructions of the Nature Park Administration.
11.
Scientific work in the nature park on nature conservation objects can only be carried out in coordination and with the approval of the National Park Administration.
(2) Special bids for protection zone I:
In the protection zone I of the natural park, the undisturbed natural development of the living communities and their plant and animal species must be secured. Any use of natural resources as well as care interventions are excluded. All possibilities are to be used in order to achieve as quickly as possible a transfer into a largely unaffected natural state. For this reason, existing structures are to be removed in this zone. (3) Special bids for protection zone II:
1.
In the protection zone II, the targeted biotophage treatment is to be organised on the basis of coordinated treatment guidelines in cooperation with nature park administration, users, owners and associations.
2.
Forest maintenance is geared towards the development of nature-oriented stocks. By means of natural rejuvenation, single stem sampling, loading of dead wood and, if necessary, a maximum size of 0.5 ha, as well as the use of autochthonous tree and shrub species only.
3.
The management of the grassland areas is exclusively extensive at the earliest possible date.
4.
Waters which are abandoned for fisheries use are to be left to the renaturation of the fish stocks themselves. Crews are only carried out in coordination with the nature park administration and with native fish species.
5.
The water area in protection zone II, which is managed by the anglers ' association, is not to be expanded and, if possible, to be transferred to a non-use state.
(4) Special bids for protection zone III:
In protection zone III, all measures are necessary to avert negative effects of all kinds on zones I and II and on landscape-friendly educational tourism.
These include:
1.
The establishment of tourist-controlling objects (e.g. nature trails, resting places, vantage points, fishing grounds, riding bases, information boards) and the road market and signage.
2.
The reduction of the size of the ballet to a maximum of 1 ha, while maintaining the aesthetically effective landscape structure.
3.
The blinding of buildings and landfills by planting measures.
4.
The creation of a biotope network, especially in the area of larger agricultural areas.

§ 6 prohibitions

(1) General prohibitions:
In the nature park it is forbidden:
1.
To break down soil components, to change the shape of the soil, to search for minerals and other mineral resources, to win or to acquire them.
2.
To introduce plants and to expose animals.
3.
Construction of buildings and advertising media outside the localities without authorisation of the management of the natural park.
4.
To erect above-ground supply lines and other routes without the consent of the Nature Park Administration.
5.
Outside the roads of the roads and roads dedicated to public transport and signposted parking and rest places with motor vehicles of all types or caravans or caravans to be moved there, outside the routes approved for this purpose, horseback riding or driving with vehicles, as well as on marked hiking trails.
6.
Outside the designated places to tent and to biwact, caravans and campers to be established.
7.
To apply picture and writing boards as well as road marks without the permission of the Nature Park Administration.
8.
Contaminate the terrain and the waters.
9.
In addition, water from the surface waters and the groundwater from the beach in 1990 can be found.
10.
With motor-driven watercraft on the water surfaces, with the exception of the Mittelland Canal and for reasons of water maintenance.
11.
To break grassland into farmland.
(2) Specific prohibitions in protection zone I:
1.
Entering is prohibited in principle. Exceptions can only be granted in coordination with the Nature Park Administration.
2.
Any use, influence or change is prohibited.
(3) Specific prohibitions in protection zone II:
In protection zone II, it is prohibited in principle:
1.
to carry out high-and low-end buildings of all kinds.
2.
Plant protection products, liquid manure, waste water and sewage sludge.
3.
To be angels and to expand the anglers ' association so far managed water areas.
4.
To use fish in surface waters.
5.
Water hikes in the nature reserve "Nörlier Drömling" to be carried out.
6.
To remove plants of any kind or their constituents, unless this is part of the management of the area.
7.
To stop free-living animals, to disturb them, to feed, to install suitable devices for catching, to catch or to kill these animals, to search for their brood and dwellings or to harm them, to forcibly conduct or to damage them.
8.
Organized events of all kinds (guided tours), with the exception of events under the management or with the permission of the Nature Park Administration.
(4) Specific prohibitions in protection zone III are:
1.
Fishing in areas designated under the fishing card protection programme.
2.
The installation of civil and civil engineering buildings of all kinds, including those that do not require a building permit, without the approval of the nature park administration.
3.
The suspension of non-native fish species in the open trench system in the entire nature park. The suspension of domestic fish species is permitted only with the approval of the Nature Park Administration.

§ 7 Exceptions

(1) withdrawn from the prohibitions of § 6:
1.
Inexorable measures for the protection of the population and the prevention of risks to the life and limb of people as well as to the construction of buildings.
2.
Measures of the Nature Park Administration, which serve solely for the purpose of § 3.
3.
The re-establishment of animal species after thorough investigations and assessments of the chances of success.
4.
The traffic of the blocked roads and roads with vehicles which have been granted a derogation from the Nature Park Administration.
5.
Driving the locked roads and roads with electrically powered ambulance chairs.
6.
Measures taken by the police and the fire brigade in the performance of their duties and powers.
(2) The measures permitted at the time of entry into force of the Regulation on the basis of special authorisations and rights shall remain unaffected. Insofar as these measures are not compatible with the protection of the natural park (§ 3), they are to be dismantled as quickly as possible within the framework of legal possibilities. § 8 Liberation

(1) From the prohibitions of § 6, exemption may be granted on a case-by-case basis, if:
1.
the implementation of the provision
a)
would lead to unintended hardship and the deviation should be compatible with the protection of the natural park (§ 3), or
b)
would lead to an unintended impairment of nature and landscape, or
2.
the overriding reasons of the common good require the liberation.
(2) The supervisory authority of the Nature Park Administration shall be responsible for the granting of the exemption; the supervisory authority may delegate this task in whole or in part. Unofficial table of contents

§ 9 Agreement

The agreement with the Nature Park Administration is to be established at:
1.
measures to maintain the roads and roads, as well as waters and dikes,
2.
Extension and redevelopment of leisure facilities and
3.
the drawing up of construction plans.

§ 10 Compensation

Where owners or other persons entitled to use by this Regulation or by means of measures under this Regulation impose restrictions on their rights of use or obligations to such extent as to the extent to which the ownership of the property is subject to , they are entitled to compensation. § 11 precedence of this Regulation

The provisions of this Regulation shall comply with the provisions of the existing decisions, regulations or arrangements for the protection of nature in this area. Unofficial table of contents

§ 12 Final determination
