Provisions applicable throughout the International Moselle

Chapter 1
General provisions

Section 1.01 Definitions

This Regulation shall be deemed to be:
a)
"vehicle" means an inland waterway vessel, including a small vehicle and a ferry, as well as a floating device and seagoing vessel;
b)
"machine-driven vehicle" means a vehicle with its own drive engine, other than such vehicles, the engine of which is limited to small changes in location (e.g. in ports or at loading and unloading points) or for increasing the number of vehicles used in the vehicle. the ability of the vehicle to be used in the towing or pushing assembly;
c)
"association": a towed dressing, a thrust dressing or a coupled vehicle;
d)
' tow ' means a combination of a vehicle or a number of vehicles, floating installations or floating bodies which is towed by one or more vehicles belonging to the association;
e)
"pusher combination" means a rigid connection between vehicles, at least one of which is located in front of or both of the two vehicles with a machine drive, moving or moving the bandage and acting as a "shiplane vehicle" or "sliding" vehicle 'vehicles' shall be designated as 'vehicles', including associations of a sliding and a pushed vehicle, the clutches of which make it possible to have controlled kinks;
f)
"Schubleichter": a vehicle designed to move by sliding or specially equipped for this purpose;
g)
"carrier ship lighter": a thrust bearing constructed for the carriage on board a sea vessel and for the journey on inland waterways;
h)
"Coupled vehicles" means a combination of vehicles which are coupled in the longitudinal direction and none of which is in front of the vehicle with a machine drive which moves the assembly;
i)
"floating equipment": a floating structure with mechanical devices designed to be used on waterways or in ports for work, such as excavators, elevators, hoists, cranes;
j)
"floating facility": a floating facility, which is usually not intended for locomotive movement, such as a bathing establishment, a dock, a landing bridge, a boathouse;
k)
"floating body" means a raft and other objects which are individually or in connection with the vehicle, insofar as they are not a vehicle or a floating facility;
l)
"ferry" means a vehicle which is used for translation services and which is treated as a ferry by the competent authority;
m)
"small vehicle": a vehicle whose hull, without ruder and bow spriet, has a maximum length of less than 20.00 m, with the exception of:
-
a vehicle which is registered to tow, slide or carry vehicles which are not small vehicles,
-
a vehicle registered for the carriage of more than 12 passengers;
-
a ferry or
-
a school daughter;
n)
"vehicle under sail" means a vehicle travelling under sail only; a vehicle travelling under sail and at the same time using a propulsion engine shall be considered to be a vehicle with a machine drive;
o)
"stilted": a vehicle, a floating body and a floating installation which are either directly or indirectly anchored on the shore or are fixed on the shore;
p)
"driving" or "in driving": a vehicle, a floating body and a floating installation which are not directly or indirectly anchored on the shore or are fixed or fixed on the shore;
q)
"Radar trip": a ride in unsatiable weather with radar;
r)
"night" :the period between sunset and sunrise;
s)
"Day" :the period between sunrise and sunset;
t)
"white light", "red light", "green light", "yellow light" and "blue light": a light whose colour corresponds to the requirements of Table 2 of European Standard EN 14744: 2005;
u)
"strong light", "bright light" and "ordinary light" :a light whose strength is in accordance with the requirements of Table 1 of European Standard EN 14744: 2005;
v)
"sparkle light", "fast radio light" :a light whose number of regular light phenomena is the sparkle of the requirement of line 1 and as a fast sparkle light to the requirements of row 2 or line 3 of Table 3 of European Standard EN 14744: 2005;
w)
"short sound" :a tone of about one second duration, "long tone" :a tone of about four seconds duration, with the pause between two consecutive tones being about one second;
x)
"A sequence of very short notes": a sequence of at least six tones each of about a quarter of a second duration, with the pause between the successive tones also being about a quarter of a second;
y)
"right" and "left bank": the sides of the waterway seen in the direction from the source to the mouth;
z)
"to mountain": the direction to the sources of the Moselle;
aa)
"ADN": the Regulation (ADN), annexed to the European Convention on the International Carriage of Dangerous Goods by Inland Waterways, as amended.

§ 1.02 Shipyards

1.
Each vehicle and each floating body shall be under the guidance of a person suitable for this purpose. This is referred to as the "skipper". Its suitability shall be deemed to exist if it has one of the documents provided for by the Regulation on the driving of vehicles on the Mosel for the type of vehicle it is carrying.
2.
Each bandage must also be under the guidance of a ship guide suitable for this purpose. If a vehicle with a machine drive is the main driving force, its skipper is at the same time the leader of the association of several vehicles which are The main driving force, the leader of the association is to be determined in time.
3.
In a wheelset, the pushed vehicles do not require their own skipper, but are subject to the guidance of the pushing vehicle. If a driver is in the coupled vehicle, the driver of the coupled vehicles can be at the same time carry out the tasks of the ship's guide.
4.
The skipper must be on board during the journey, and shall also be on floating equipment during operation.
5.
Without prejudice to the responsibility of other persons, the skipper shall be responsible for compliance with this Regulation. The guides of associations are responsible for compliance with the provisions in force in this respect. In a trawling association, the skippers of the towed vehicles have to follow the instructions of the leader of the towing association; however, they have meet all the measures necessary to ensure the safe management of their vehicles by the circumstances. The same applies to the drivers of coupled vehicles, which are not at the same time leaders of the association.
6.
If a person is appointed as a guard or as a supervisor in accordance with § 7.08, this person shall replace the skipper.
7.
The skipper must not be affected by fatigue, alcohol, drugs, drugs or any other reason. In the case of an amount of 0.25 mg/l or more alcohol in the breath or at a blood alcohol concentration of 0.5 or more promille or an amount of alcohol in the body that leads to such a concentration of breath or blood alcohol, it is forbidden for the ship's guide to carry the vehicle.

Section 1.03 Obligations of crew and other persons on board

1.
The crew shall comply with the instructions of the ship ' s guide, which shall be issued within the framework of its responsibility. It shall in turn contribute to compliance with this Regulation.
2.
All other persons on board shall comply with the instructions given to them by the ship's guide in the interests of the safety of navigation and order on board.
3.
Members of the crew and other persons on board who temporarily independently determine the course and speed of the vehicle shall also be responsible for compliance with the provisions of this Regulation and of the provisions of Section 1.22. Regulations and orders are responsible.
4.
Members of the crew referred to in § 1.08 (3), in conjunction with point 2 and other persons on board who temporarily determine the course and speed of the vehicle, shall not be allowed to act on the basis of fatigue, exposure to Alcohol, drugs, drugs or any other reason may be affected. In the case of an amount of 0.25 mg/l or more alcohol in the breathing air or at a blood alcohol concentration of 0.5 or more per mille or an amount of alcohol in the body, which may be used in the of such a concentration of breath or blood alcohol, it is the person referred to in the first sentence forbidden to determine the course and speed of the vehicle.

§ 1.04 General due diligence

In addition to this Regulation, the ship's guide shall take all precautions to be taken by the general duty of care and the exercise of the shipping industry, in particular:
a)
the threat to human life,
b)
damage to other vehicles or bodies, to the shore, to the control structures and to installations of any kind in the waterway or on their shores,
c)
the obstruction of shipping
to avoid and
d)
to prevent any avoidable deterioration of the environment.

§ 1.05 Behaviour in special circumstances

In the event of a risk of imminent danger, the shipyards must take all the measures which affect the circumstances, even if they are forced to depart from this Regulation. Unofficial table of contents

§ 1.06 Use of the waterway

Without prejudice to § § 8.01 and 8.01a of this Regulation, the length, width, height, draught, loading and speed of the vehicles and associations shall be adapted to the conditions of the waterway and the installations. Unofficial table of contents

§ 1.07 Requirements for loading and sight; maximum number of passengers

1.
Vehicles may not be loaded deeper than to the lower edge of the lowering marks. Channel penials (péniches Freycinet) may not be lower than the lower edge of the countermarks.
-
to the lower edge of the countersinking marks or to the lower edge of the calibration plates or marks in accordance with § 2.04 No. 1;
-
as far as the horizontal plane, which is 30 cm below the lowest point above which the vehicle is no longer watertight;
-
to the deepest point of the gangbord.
2.
The free view may be restricted by the load or trim position of the vehicle not more than 350,00 m before the bow. If, during the journey, the immediate view to the rear is restricted, this can be compensated for by means of an optical aid which provides a clear and undistorted picture in a sufficient field of view. If, as a result of the load, there is no adequate direct view forward during the passage of bridges or locks, this can be achieved during the passage through the use of flat-mirror periscopes, radar devices or an Ausguckes, which in turn can be used in the following: constant contact with the tax house, are balanced.
3.
The load shall not endanger the stability of the vehicle and the strength of the hull.
4.
In addition, in the case of vehicles carrying containers, a special check of stability shall be carried out in the following cases before the journey takes place:
a)
in the case of vehicles with a width of less than 9,50 m, when the containers are loaded in more than one position,
b)
in the case of vehicles with a width of 9,50 m to less than 11,00 m, when the containers are loaded in more than two locations, and
c)
in the case of vehicles with a width of 11.00 m or more,
-
if the containers are loaded in more than three widths and more than two layers,
or
-
when the containers are loaded in more than three layers.
5.
Vehicles intended for the carriage of passengers may not have more passengers on board than are authorised by the competent authority.

Section 1.08 Construction, equipment and crew of the vehicles

1.
Vehicles shall be constructed and equipped in such a way as to ensure the safety of persons on board and to ensure that the obligations arising out of this Regulation can be fulfilled.
2.
The crew of all vehicles must be sufficient in terms of number and suitability to ensure the safety of the persons on board and the shipping.
3.
These conditions shall be deemed to be fulfilled if the construction, equipment, crew and operation of the vehicles are either in force in accordance with the provisions of the Rhine Navigation Ordinance within the meaning of Article 1 (8) of the Inland Waterway Search Order in the relevant and applicable laws and regulations. the version to be applied (Rhine ship investigation order) or other equivalent provisions of the Moselufering States, and if:
a)
the vehicles shall be replaced by a ship test in accordance with the Rhine Navigation Ordination Code or a Community Certificate under the Inland Waterway Search Order and an on-board book in accordance with the Rhine Navigation Subsearch Order or the replacement , the minimum crews must be the result of one of the above documents;
b)
the ability of the crew members to be proven by means of a service book on the basis of the model of the Rhine or by means of a certificate provided for in the Regulation on the driving of vehicles on the Mosel; this shall not apply to: Small vehicles.
4.
Without prejudice to point 3, the individual rescuers registered in the ship test or in the certificate approved as a substitute must be provided for passengers in a number corresponding to the distribution of passengers for adults and for children. The board shall be available for children up to 30 kg body weight or 6 years old age only solid vests according to the standards referred to in § 10.05 (2) of the Rhine Navigation Ordination Regulations.
5.
If the railings required in accordance with Section 11.02 (4) of the Rhine Navigation Ordination are able to be relocated or removed, they may only be opened or partially removed in the case of stationary vehicles and only in the following operating states:
a)
on the on-board and on-the-board meeting of the bodies designated for this purpose,
b)
in the case of the use of the swivel arm in its pivoting range,
c)
during the forging and loosening of ropes in the pollen area,
d)
in the case of vehicles on vertical shores, on the side facing the shore, if there is no risk of falling,
e)
in the case of vehicles which are on board, at the points in contact if there is no risk of falling, or
f)
if the loading and unloading operations or the construction operation would be disproportionately hampered.
If the operating states are no longer present in accordance with the first sentence, the railings must immediately be closed again or set again.
6.
The members of the crew and the other persons on board shall bear life jackets pursuant to section 10.05 (2) of the Rhine Navigation Ordinance
a)
in the case of an on-board and non-stop board, if there is a risk of falling into the water,
b)
for a stay in the dinghy,
c)
in the case of external bords or
d)
in the case of a stay and work on deck and in the gangboard, provided that the dresses of at least 90 cm in height do not exist or are not continuously set in accordance with the conditions laid down in point 5.
Outboard work may only be carried out in the case of decommissioned ships, and only if there is no risk to the rest of the shipping traffic. Unofficial table of contents

§ 1.09 occupation of the rudder

1.
The rowing shall be occupied by a person suitable for this purpose at the age of at least 16 years on each vehicle in the course of the journey.
2.
The age provision does not apply to small-scale vehicles without machine drive.
3.
For the safe control of the vehicle, the rowing worker must be able to receive and receive all information and instructions arriving in the tax house or from there. In particular, he has to be able to perceim the sound signs and have sufficient free view on all sides.
4.
To the extent that special circumstances so require, an outpouring or horsepost shall be drawn up in order to inform the rudder's worker.

§ 1.10 Mitconduct of documents and other documents

1.
The following documents and other documents must be on board as long as they are required by special provisions:
a)
the ship ' s test or the certificate approved as a replacement;
b)
the ship ' s driver ' s certificate, or a certificate approved as a substitute, and, for the other members of the crew, the duly filled-out certificate or the Rheinschifferpatent, or a certificate approved as a replacement,
c)
the duly completed boarding book, including the certificate in accordance with Annex K of the Rhine Navigation Ordination order or a copy of the page containing the entries of the journey or rest periods from the flight log book of the ship on which the last the crew member ' s journey or the certificate approved as a substitute,
d)
the certificate of the issue of the brothbooks;
e)
the certificate of pre-lock law,
f)
the calibration certificate of the vehicle;
g)
the certificate relating to the installation and functioning of the tachograph and the required records of the tachograph;
h)
the radar patent or an equivalent certificate; these documents are not required on board, if the Rheinpatentkarte contains the registration "radar" or the equivalent certificate of the ship ' s guide, the corresponding entry,
i)
the certificate relating to the installation and operation of radar systems and the turning indicator required in accordance with Section 7.06 (1) of the relevant version of the Rhine Navigation Ordination Regulations,
k)
a radio communication certificate for the operation of ships ' radio stations in accordance with Annex 5 of the Regional Agreement on Inland Waterway Radio,
l)
the certificate "frequency allocation";
m)
the Handbook of Inland Waterways, General Part and Regional Part Rhine/Mosel,
n)
the duly completed oil control book,
o)
Certificates for boilers and other pressure vessels,
p)
the certificate for liquefied gas installations,
q)
the documents relating to electrical installations,
r)
test certificates for portable fire extinguishers and permanently installed fire-extinguishing systems;
s)
a certificate of inspection of cranes,
t)

the certificate for the wire ropes prescribed in accordance with Section 10.02 (2) (a) of the Rhine Navigation Ordination;
z)
for vehicles with a length of more than 110,00 m, with the exception of passenger ships, as required by section 22a.05 (2) (b) of the Rhine Navigation Ordinance, proof of a recognised classification society concerning the swimming ability, the trimming position and the stability of the separate parts of the ship, which must also contain a statement on the state of loading of which the floating capacity of the two parts is no longer given,
aa)
the special permits for vehicles over 110,00 m to 135,00 m in length, issued by the competent authorities responsible for the respective current section and valid on 31 December 2009, which do not meet the conditions laid down in section 8.01 (2) or (3), and the special permit pursuant to section 8.01 (5).

Section 1.17 Display of accidents, fixed or sunken vehicles

Section 1.21 Special transports, amphibious vehicles, military vehicles

1.
As a special transport, the movement of

Vehicles and associations which do not comply with § § 1.06 and 1.08 No. 1,

floating installations and
c)
Floating bodies, insofar as they are not manifestly impeding or endangering the navigation of the ship or damage to installations.
Special transports may only be carried out with the special permission of the authorities responsible for the routes to be carried out. They shall be subject to the conditions laid down by these authorities on a case-by-case basis. For each special transport, a ship's guide shall be determined, taking into account § 1.02.
2.
Amphibious vehicles shall be considered as small vehicles under this Regulation.
3.

Section 1.22 Order of temporary nature

Vehicle registration number and draught indicator, shipyards

Section 2.01 marks of the vehicles, excluding small vehicles and sea-ships

a)

d)
its official vessel number, consisting of seven Arabic numerals, which may be followed by a small letter. The first two digits are used to designate the country and the issuing office of this official vessel number. This marking shall be binding only on the vehicles to which an official vessel number has been issued, which has not yet been converted into a single European ship number.


The uniform European ship number and the official vessel number shall be affixed in accordance with the conditions set out in point (a) of the first sentence.
2.
In addition, with the exception of small vehicles and seagoing vessels,
a)
on each vehicle intended for the carriage of goods, the load-carrying capacity shall be indicated in tonnes, on both sides of the vehicle, either on the hull or on permanently fixed plates or signs;
b)
the maximum number of passengers on board shall be placed in a clearly visible position on each vehicle intended for the carriage of passengers;
3.
The marks referred to in points 1 and 2 shall be affixed in legible and legible Latin characters. The size of the characters must be at least 20 cm in the case of the name, the single European vessel number and the official vessel number, and at least 15 cm for the other characters. Section 2.02 marks of small vehicles

1.
Small vehicles must be marked with an official registration plate. This sign must be at least 10 cm high and on both front sides in bright colour on a dark background or in a dark colour on a bright ground.
2.
Small vehicles may be exempted from the labelling provided for in point 1 by means of special provisions. In this case, the following markings shall be affixed to these small vehicles:
a)
their name or their forex. The name shall be placed on the outside of the small vehicle in legible and legible Latin characters. In the absence of a name for the small vehicle, the name of the organisation to which it belongs or its common abbreviation, if necessary with a number behind it, shall be indicated. § 2.03 Shipyards

§ 2.04 Einsenkungsmarken and draught indicators

1.
All vehicles, with the exception of small vehicles, must be fitted with brands which indicate the level of the largest reduction. In the case of seagoing vessels, the "freshwater mark in summer" replaces the lowering marks. The details of the fixing of the largest reduction and the principles for the affixing of the entry marks shall be contained in the Rhine Navigation Subsearch Order or in other equivalent provisions of the Moselufer-States. Channel penials (péniches Freycinet) may be replaced by at least one calibration plate or a calibration mark affixed under the Convention on the calibration of inland waterway vessels, on each side.
2.
Draught indicators shall be affixed to all vehicles whose draught can reach 1 m, with the exception of small vehicles and sewer pendulas (péniches Freycinet). Its zero point must be in the horizontal plane through the lowest point of the hull-or, if there is a keel, at its lowest point-at the point where it is to be mounted.

§ 2.05 Anchor of the anchors

This Chapter shall be considered as:
a)
"Topplicht" (Topplicht) a white strong light, which is visible over a horizontal arc of 225 degrees, from the front to both sides 22 degrees 30 minutes behind the transverse line, and which is visible only in this arc;

§ 3.02 Lichter and Signalleuchten

Only signal lights may be used,

Signal lights, the housings, accessories and light sources of which are subject to the requirements of the Rhine Navigation Ordinance in force on 30 November 2009 or the Directive 2006 /87/EC of the European Parliament and of the Council of 12 December 2006 on the technical requirements for inland waterway vessels and repealing Council Directive 82/714/EEC (OJ L 196, 27.7.1992, p. 1), which was last amended by Directive 2009 /46/EC (OJ L 281, 23.11.2009, p. 14) has been amended, and may continue to be used.
3.

1.

for cylinders 0,80 m in height and 0,50 m in diameter;
b)
for balls 0,60 m in diameter;

Vehicles transporting certain flammable substances to ADN shall, in addition to the other name prescribed in this Regulation, have the following name in accordance with ADN No 7.1.5.0 or 7.2.5.0:

These characters must be placed on top of each other at a distance of about 1.00 m each at a suitable location and so high that they are visible from all sides.
4.
If a vehicle or a number of vehicles, as referred to in points 1, 2 or 3, is being used in a wheelset or in a combination of coupled vehicles, the name referred to in points 1, 2 or 3 shall be placed on the vehicle which is the association or the vehicle. Where persons not engaged on board are prohibited by other regulations from entering the vehicle, this prohibition shall be indicated by:
round white symbols with red edge, red slash and a black symbol of the defensive hand.
The symbols shall be placed on board or on the catwalk, as required. Their diameter must be about 0.60 m.
2.
If necessary, the symbols must be illuminated so that they are clearly visible at night.
3.
The symbols, which were prescribed after the version of the Moselschifffahrtspolizeiverordnung (Moselschifffahrtspolizeiverordnung), valid on 31 August 2012, may be used until 31 August 2016.

Section 3.34 Additional designation of vehicles when used by divers (Appendix 3: Figure 65)

Vehicles used for the use of divers must, in addition to their name, result from other provisions of this Regulation:
A minimum of 1.00 m high, rigid replica of the letter signal "A" of the International Signal Book at a suitable location and so high that it is visible from all sides by day and by night.

Chapter 4
Sound signs of the vehicles, radio, radar

Section I.
Sound character

§ 4.01 General

1.
Where sound signs are provided for in this Regulation and where the use of the bell is not prescribed, they shall be given as follows:
a)
in the case of vehicles with a machine drive, with the exception of small vehicles, by means of mechanically operated sound equipment, which are sufficiently high enough for the sound to be able to spread freely forward and as far as possible to the rear;
b)
on vehicles without machine drive and on small vehicles by means of a sonic device, a suitable horn or a suitable horn.
2.
On vehicles with a machine drive, light signs must be given simultaneously with the sound signals, which must be yellow, bright and visible from all sides. This does not apply to small vehicles as well as to bell signs.
3.
If vehicles are to be used in an association, the required sound signals shall only be given by the vehicle on which the leader of the association is located, in the case of trawls from the motorised vehicle at the top of the association.
4.
A group of bell-blows must take about four seconds. It can be replaced by blows of metal on metal of the same duration.

§ 4.02 Use of the sound signals

Subject to other provisions of this Regulation, each vehicle, with the exception of small vehicles, shall, if necessary, give the signs to Appendix 6.

Small vehicles may, if necessary, give the general signs according to section A of Appendix 6.

§ 4.03 Forbidden Sound signs

1.
It shall be prohibited to use other than the sound signs provided for in this Regulation or to use them in circumstances for which they are not prescribed or authorised by this Regulation.
2.
However, other sound signals may also be used to communicate vehicle to vehicle and between the vehicle and the country, provided that this does not lead to confusion with the sound signals provided for in this Regulation.

§ 4.04 Notzeichen

A vehicle that wants to call for help by means of sound signs (vehicle in distress, man overboard, etc.) can either ring with the bell or repeatedly emit long tones.

§ 4.05 Speaking radio

1.
Any radio telephone system on board a vehicle or a floating facility shall be
a)
the Regional Agreement on Inland Waterway Radio and
b)
Directive 1999 /5/EC of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity (OJ L 327, 22.3.1999, p. EC No L 91 p. 10)
and in accordance with
c)
the provisions of the Agreement referred to in point (a), as set out in the Manual Inland Waterway Radio (Article 1.10 (1) (m));
d)
the provisions of this Regulation and
e)
, where appropriate, supplementary national operating rules
In the case of radio links (messages and agreements), the language of the country in which the radio station is located is to be used.
2.
Vehicles with a machine drive, other than small vehicles, ferries and floating equipment, may only be used if they are equipped with two safe-to-use speech-based equipment. During the journey, the telephone systems in the transport circuits ship-ship and nautical information have to be constantly transmitting and listening. The Nautical Information traffic circle may only be abandoned for the transmission or reception of messages on other channels in the short term.
3.
Ferries and floating devices with a machine drive may only be used if they are equipped with an operating-safe speech-sound system. During the journey, the communication station in the traffic circle ship-ship must be constantly transmitting and listening. This transport price may only be abandoned for the transmission or receipt of messages on other channels in the short term. Sentences 1 and 2 shall also apply during the operation.
4.
Each vehicle equipped with a voice radio system must report on channel 10 prior to entry into uncluttered routes, waterways or bridge openings. There must be the necessary messages for the safety of navigation on the channels allocated to the ship-ship and nautical information.
5.
Table sign B.11 (Appendix 7) refers to a requirement laid down by the competent authority to use speech radio.

Section III.
Radar

§ 4.06 Radar

1.
Vehicles may only use radar if:
a)
they are equipped with a radar device and a device for displaying the turning speed of the vehicle in accordance with § 7.06 (1) of the Rhine Navigation Ordination Code. This also applies to domestic ECDIS devices, which can be operated using a domestic ECDIS when controlling the vehicle with a superimposed radar image (navigation mode). The equipment must be in good operating condition and must comply with a model approved by the competent authority of a Rhine-State or of Belgium for the Rhine. However, non-free-running ferries do not need to be equipped with a device for displaying the turning speed;
b)
is on board a person who possesses the radar patent or another certificate recognised under the Regulation on the granting of radar patents; but, in the case of good visibility, radar may be used for exercise purposes, even if such a person is a person who is not Person not on board.
In addition, small vehicles must be equipped with a radio telephone system in good operating condition for the ship-ship.
2.
In the case of thrust and coupled vehicles, the number 1 shall apply only to the vehicle on which the leader of the association or of the vehicles being coupled is located.

Chapter 5
Shipping signs and designation of the waterway

§ 5.01 Shipping signs

1.
Appendix 7 shall determine the shipping signs of prohibitions, bids, restrictions, recommendations and notices drawn up by the competent authorities in the interests of the safety and lightness of the shipping. At the same time, the meaning of these characters is given there.
2.
Without prejudice to the other provisions of this Regulation, the ship's guides shall comply with the instructions and shall respect the recommendations and references made to them by the signs referred to in point 1 on the waterway or on their shores. shall be granted.

Section 5.02 Designation of the waterway

Chapter 6
Driving Rules

Section I.
General

§ 6.01 Drive under sail

Section 6.02 Mutual behaviour of small vehicles and other vehicles

1.
Small vehicles travelling individually and towed vehicles and coupled vehicles consisting exclusively of small vehicles must leave all the other vehicles with the necessary space for their course and for manoeuvring; they cannot ask for: that they will yield to them.
2.
§ § 6.04, 6.05, 6.07, 6.08 No. 1, § § 6.10, 6.11 and 6.12, with the exception of Table No. B.1, shall not apply to small vehicles, towing associations and coupled vehicles according to point 1, nor shall they apply to them. Vehicles which are not small vehicles need to apply § 6.09 No. 2, § § 6.13, 6.14 and 6.16 not to small vehicles, towing associations and coupled vehicles according to point 1.

§ 6.02a Special driving rules for small vehicles

1.
Small vehicles with machine drive have to avoid small vehicles without machine drive.
2.
Small vehicles, which do not drive either with a driving machine or under sail, must avoid small vehicles sailing under sail.
3.
Two small-scale machinery whose courses cross each other in such a way that there is a risk of a collision, must avoid each other as follows:
a)
if they approach on opposite or almost opposite courses, each one must change its course to starboard in such a way that it passes by the other side of the bord;
b)
if their courses cross, the one which the other has on his side of the tax board must avoid; § § 6.13, 6.14 and 6.16 shall not be affected by this.
4.
Two small vehicles under a sail whose courses cross each other in such a way that there is a risk of a collision, must avoid each other as follows:
a)
if they do not have the wind from the same side, the vehicle that has the wind from the bord has to yield to the other;
b)
if they have the wind from the same side, the vehicle on the side of the hatch must yield to the leesside vehicle;
c)
if a vehicle with wind of backboard is sighting a vehicle in Luv and can't determine with certainty whether the other vehicle has the wind of backbord or of starboard, it has to avoid the other vehicle.
A small vehicle under sail overhauls another small vehicle running under sail on the Luvseite. Luvseite is the side that lies opposite to the set big sail.
5.
A small vehicle under sail must not cross the wind in such a way that it forces another small vehicle, which stops the shore situated on its side of the starboard, to evaze.
6.
Without prejudice to § § 1.04, 1.06, 6.20 and 8.01a, small vehicles with a machine drive must reduce their speed in good time, but not under the measure of their control capacity, so that persons in or on the water will not be endangered. The driving style of small vehicles shall not endanger or impede, or harass, any person other than that which may be unavoidable.
7.
Without prejudice to the complementary provisions of the Moselufer-States and outside the water surfaces released by the E.22 table sign, water-powered motorcycles must comply with a clearly recognisable straight-forward course.

In the area between Mosel-km 205,88 (Sauermündung) to Mosel-km 242,20 (German-French border), driving with water motorcycles is prohibited.

This prohibition shall not apply if the following conditions are met:
a)
Driving shall take place exclusively in the period from 10 a.m. to 12 noon and from 2 p.m. to 4 p.m. and only in the case of weather with a view of more than 1 000 m;
b)
A clearly recognizable straight course must be adhered to. The back and forth driving and the figure driving are prohibited;
c)
it must be ensured, by means of appropriate technical equipment, that, in the event of the vehicle driver ' s overtaking, the engine switches off automatically or automatically switches back to the smallest driving level, and then the water-powered motor wheel the circular path;
d)
the driver of the vehicle and the accompanying persons must wear swimming aids which meet at least the requirements of DIN EN 393 or otherwise ensure a lift of at least 50 N (Newton).

Section II.
Encounter and overtake

Section 6.03 General principles

1.
Meeting or overtaking is only permitted if the water provides sufficient space for the journey, taking into account all local circumstances and the rest of the traffic.
2.
Driving vehicles in an association are the signs prescribed in § § 3.17, 6.04 and 6.10 only to be shown or to be provided by the vehicle on which the leader of the association is located, in the case of trawl associations of the motorized vehicle at the Lace of the bandage.
3.
When faced or overhauled, vehicles whose courses preclude any risk of a collision may not change their course or speed in such a way as to bring about the risk of a collision.

Section 6.04 Meet Basic Rules

1.
In the event of encountering the local circumstances and the rest of the traffic, the mountain drivers have to leave a suitable way for the cyclists to take the right path.
2.
Mountain riders who let the Taldrivers pass by the backbord do not give any sign.
3.
Mountain riders who let the cyclists drive past starboard, must show in time for starboard:

The light blue panel must have a white edge of at least 5 cm wide, frames and rods as well as the lamp of the radio light may only be of a dark colour. These characters must be visible from the front and from the rear, and must be shown until the end of the journey. They may no longer be retained unless the mountain drivers wish to indicate their intention to continue driving past the starters to starters.
4.
If it is to be feared that the intention of the mountain drivers has not been understood by the cyclists, the mountain drivers must give the following signs: "a short sound" if the route is to take place on the back board, or "two short notes" if the Pass the starboard to the starboard.
5.
Without prejudice to § 6.05, the cyclists shall be obliged to take the road which the mountain drivers have in accordance with the above provisions; they must reciprocate the points of sight referred to in point 3 and the sound signals referred to in point 4 which the mountain drivers shall send to them. .

§ 6.05 Meet exceptions to the basic rules

1.
By way of derogation from § 6.04
a)
passenger ships travelling to the valley and providing regular service and the maximum number of passengers of which shall be at least 300 persons, if they wish to apply to a landing bridge situated on the shore held by the mountain drivers,
b)
Tug-of-the-valley trawls who wish to keep a certain shore for the purpose of spinning,
ask the miners to leave them a different way if the way to which they have been rejected in accordance with § 6.04 is not suitable. However, they may only do so after they have satisfied themselves that their desire can be met without danger.
2.
In the cases referred to in paragraph 1, the drivers must give the following signs in good time: "a short sound", if the route is to take place on the port, "two short notes" and, in addition, the line of sight according to § 6.04 no. 3, if the journey to the starboard is to be carried out on starboard to take place.
3.

§ 6.07 Encounter in the narrow running water

1.
In order to avoid, where possible, a meeting on routes or in places where the water does not provide sufficient space for the journey (waterways), the following shall apply:
a)
all vehicles must travel through the waterways in as short a time as possible, but the overtaking is prohibited;
b)
in the case of a restricted view, all vehicles must give "a long sound" before they enter a waterway; they must, if necessary, particularly when the end is long, repeat the sound mark during the passage;
c)
Mountain drivers must, if they find that a cyclist is in the process of entering a waterway, stop below the limit until the cyclist has passed through it;
d)
When an association has already moved into a waterway, it must remain above the limit to the extent possible until the mountain drivers have passed through it; the same obligation shall have vehicles travelling individually to the valley. Compared to vehicles traveling individually to mountain.
2.
If the encounter in a waterway is unavoidable, the vehicles must take all possible measures to ensure that the meeting takes place in one place and under conditions that close the risk as little as possible.

§ 6.08 Forbidden by ships ' signs

On routes whose boundaries are marked by Table A.4 (Appendix 7), the encounter and overtaking is prohibited.

§ 6.09 Overtake General Provisions

1.
The overtaking is only permitted after the overhaul has verified that this maneuver can be carried out without danger.
2.
The advance must facilitate the overhaul, as far as is necessary and possible. It must, if necessary, reduce its speed so that the overtaking manoeuvre can be carried out safely and so quickly that the rest of the traffic is not impeded.

§ 6.10 Overtaking behaviour and drawing of vehicles

1.
The overtaking may be overhauled on the back board or on the starboard's starboard control board. If overtaking is possible without having to change the course of the course, the overtaking does not give a sound sign.

The overtaking must, if it still wants to overtake under the circumstances now given, give the following sound signs:
c)
"two short notes" in the case of the letter a,
d)
"a short sound" in the case of the letter b.
The front end must then leave enough room for the overhaul to the side where the overtaking is to take place, if necessary, by way of the other side of the overtaking.
5.
If a driverless overtaking is impossible, the front end must give "five short notes".

§ 6.13 Apply

1.

1.
Vehicles may only exit from a port or a side waterway and turn into the main waterway or cross the main waterway, or enter a port or a side waterway only after they have been satisfied, that these maneuvers can be carried out without any risk and without the need for other vehicles to change their course or speed. Vehicles, other than ferries, which are intending to maneuver within the meaning of point 1, which may force or force other vehicles to change their course or speed, shall announce their intention in good time:
a)
by "three long notes, a short sound", if they want to set their course to starboard before the entrance or after the exit;
b)
by "three long notes, two short notes", if they want to set their course to backbord before the entrance or after the exit;
c)
by "three long notes", if they want to cross the waterway after the exit; before the end of the crossing they must give, if necessary: "a long sound, a short sound" if they want to set their course to starboard, " a long note, two short notes ", if they want to set their course to backbord.

3.

§ 6.17 Drive on the same level, prohibition of approximation to vehicles

1.
Vehicles shall only be allowed to travel at the same level where the available space is permitted without any disturbance or danger to the shipping.
2.
Except in the event of overtaking or meeting, it shall be prohibited to travel closer than 50 metres to vehicles or associations which are designated pursuant to section 3.14 (2) or (3).
3.

1.
It is forbidden to grind anchors, trosses or chains.
2.

§ 6.19 Shipping by Drivers

Navigation by driving can be prohibited without the permission of the competent authority.
2.
The prohibition referred to in point 1 shall not apply to small movements on berths, loading and unloading stations and to reedes.

§ 6.20 avoidance of wave impact

1.
Vehicles must set up their speed in such a way as to avoid wastage or sogings which may cause damage to the vehicles or bodies which are in the form of stilts or bodies which are in driving or to installations. They must reduce their speed in good time, but not to the extent necessary for their safe control, and keep as wide a distance as possible:
a)
in front of port estuaries;
b)
in the vicinity of vehicles which are fixed on the shore or on runback, or which are loaded or erasable;
c)
in the vicinity of vehicles, which are located on the usual recumbering places:
d)
close to non-free ferries;
e)
on routes marked by A.9 (Appendix 7).
2.
In respect of small vehicles, the obligation referred to in the second sentence of paragraph 2 (b) and (c) shall not apply; § 1.04 shall remain unaffected
3.
In the case of vehicles carrying the signs in accordance with Article 3.25 (1) (c) and vehicles, floating bodies or floating installations leading to the signs in accordance with Article 3.29 (1), other vehicles shall be required to speed up their speed, as in point 1. Section 6.21 Compilation of associations

1.
Vehicles with a machine drive that move a bandage must have sufficient machine power to ensure the good maneuverability of the association. Confederations and coupled vehicles must be assembled in such a way that they do not require more than one lock. Their total width shall not exceed 11.45 m.
2.
Thrust associations and coupled vehicles with a length of more than 86,00 m must be able to stop in time to the valley and to remain fully maneuverable during the stoppage and after stopping. This also applies to vehicles with a machine drive with a length of more than 86.00 m, unless they have been laid on Kiel before 1 April 1960.
3.
Vehicles with a machine drive shall be used, except in the case of rescue or assistance in emergencies, only for towing, pushing or locomoting of coupled vehicles, if this is permitted in their ship test. The machine drive vehicle, which is the main driving force in the case of coupled vehicles, must be located on the starboard side.
4.
Passenger ships carrying passengers on board shall not be allowed to travel longitudinally; they shall not be dragged or towed unless this is necessary for the towing of a damaged vehicle.

Section 6.22 Locking of shipping and blocked water areas

1.
If the competent authority announcises a general sign A.1 (Annex 7) that the shipping is blocked, all vehicles must stop before the sign.
2.
The movement of water surfaces, which are caused by the plate
a)
A.1a (Appendix 7) shall be prohibited to all vehicles except for small vehicles without a propulsion machinery;
b)
A.12 (Appendix 7), all vehicles with a machine drive are prohibited.
3.
The prohibition referred to in point 1 or 2 shall also apply to swimming bodies.
4.
Persons who operate a water sport without the use of a vehicle shall not use the water area situated behind a table sign A.1.
5.
The restricted or restricted areas of water may be marked with a series of two or more table characters A.1, A.1a or A.12 or yellow tonnes with these tabular characters as a toppy. § 6.23 Behaviour of ferries

1.
Ferries may only cross the waterways if they have been satisfied that the rest of the traffic will leave a safe crossing and other vehicles will not be forced to change their course or speed immediately.
2.
For non-free-running ferries, the following shall also apply:
a)
as long as a ferry is not in operation, it must take the berth assigned to it by the competent authority; if it is not assigned a berth, it shall be so free that the water remains free;
b)
Ferries with longitudinal cable which are anchored in such a way as to be able to block the running water shall only be allowed to lie on the side of the waterway which is opposite to the anchorage of the rope, as is strictly necessary for loading and loading; during This time, more vehicles will be able to demand the release of the water from the ferry by giving "a long sound" in time;

§ 6.26 passage of the boat locks and boatgassen

All vehicles with a length of less than 18.00 m, a width of less than 3.30 m and a draught of less than 1.50 m must use the boat locks, provided that the lock inspection does not determine anything else. This provision shall not apply to passenger ships when passengers are on board.
2.
The boat locks and boat alleyways can only be used in the day. At night only the local professional fishermen are allowed to use.
3.
On the trip to the boat lock or to the boat alley, the shore is to be kept at the separation plant.
4.
The shooters and gates of the boat locks must be operated by the users themselves, in compliance with the rules of the operating regulations. The entrance to the boat locks and the exit are only allowed when the lock gates are fully open. The users of the boat lock must take account of the boats running out of the boat lane.
5.
The boat alleyways at the dams, Fankel, Enkirch, Zeltingen, Wintrich, Grevenmacher and Palzem must be served by the users themselves and by the observance of the operating regulations themselves. The entrance to the boat alley is only allowed for as long as the green light is shown. In the rest of the time, red light is shown. If the boat lane is out of service, no light will be shown.
6.

When approaching the sluice ports, the vehicles must slow down their journey. If they are not allowed to enter the lock immediately, they shall have to stop before the sluice on the shore of the table sign B.5 (Appendix 7). In the lock area, vehicles equipped with a communication system for the Nautical Information traffic circle must have switched the channel of the lock to receive the reception.

When approaching the lock area and within this area, overtaking is prohibited. However, vehicles or associations waiting for smuggling outside the ports may be overhauled to reach the Dalben in the ports. This does not alter the smuggling of overhauled vehicles and associations.
5.
In the locks, the anchors have to be completely taken up. This is also true in the lock ports, as long as the anchors are not used.
6.
In the case of the journey in the lock ports and the entry into the locks, the vehicles must reduce their speed in such a way that a safe stopping by means of wire ropes, ropes or other appropriate measures is possible under all circumstances and an impact to the lock gates or to the protective devices, as well as to other vehicles or to swimming bodies is excluded.
7.
In the sluices
a)
the vehicles have to be kept within these limits, provided that borders are marked on the lock walls;
b)
the vehicles must be fixed during the filling and emptying of the lock chamber and until the exit is released, and the fastening means must be operated in such a way that impacts against the sluice walls, the sluice gates or the protection devices and against other vehicles or floats;
c)
Fender shall be used, which must be able to swim if they are not firmly connected to the vehicle;
d)
it shall be prohibited from taking water from the vehicles or floating bodies to the floodgates, to the other vehicles or bodies, or to allow them to be drawed out;
e)
it shall be prohibited to use the machine drive after the vehicle has been arrested until the exit is released;
f)
Small vehicles must be kept at a distance from the other vehicles.
8.
The usable chamber length of the locks from the city bredimus-Palzem to Koblenz is 170,00 m (except south lock Koblenz with 122.50 m). The useable chamber length is marked by white markings.

Drawers with lengths of more than 170,00 m to 172,10 m may pass through the locks with the permission of the lock inspection system, subject to the following special precautions:

Drawers must first stop at 10 m before the shock protection or the beam of the undertore and must not slow until after the rope has been removed or on arrangement of the sluice personnel until the special marking of the outermost parts is to be marked. Prefer to limit at the head.

In the case of locks not fitted with a protective device (shock protection or beam), all vehicles must stop at 10.00 m before the outer limit of the chamber length. They may not move slowly until the end of the border is marked by the human lock.

The outer boundary of the chamber length of the locks is marked at the top and bottom by red and white markings.
9.
In the lock area, a distance of at least 10 m must be observed for vehicles and associations which lead to the designation according to § 3.14 No. 1. However, this does not apply to vehicles and associations which have the same name, and to the vehicles referred to in § 3.14 (7).
10.
Vehicles and associations which have a name in accordance with Section 3.14 (2) or (3) shall be sexed alone. Excluding dry cargo vessels to ADN, which carry only containers, bulk packaging (IBC), bulk packaging, multi-element gas containers (MEGC), tank containers and mobile tanks, according to ADN subsection 7.1.1.18, and the name referred to in section 3.14 (2). These can be combined with or with dry goods vessels carrying only containers, bulk packaging (IBC), large packaging, multi-element gas containers (MEGC), tank containers and transportable tanks according to ADN subsection 7.1.1.18 and the name referred to in section 3.14 (1), or with the vehicles referred to in Section 3.14 (7), shall be carried out. A minimum distance of 10,00 m must be maintained between the bow and the rear of the vehicles that are being thrown together.
11.
Vehicles and associations which lead the name in accordance with section 3.14 (1) shall not be taken together with passenger ships.
12.
For reasons of safety and lightness of traffic, to speed up transit or to take full advantage of the locks, the control of the lock may give orders which supplement or deviate from the provisions of this paragraph. The vehicles have to follow these arrangements in the locks and in the sluice ports.

§ 6.28a Schleuseneinfahrt und -ausfahrt

1.
The entrance into the lock is controlled by signal lights at day and at night, which are shown on one side or on both sides of the lock. These signal lights have the following meanings:
a)
two red lights on top of each other: driveway forbidden, lock out of service;
b)
a red light or two red lights side by side: driveway forbidden, lock closed;
c)
the extinguisher of one of the two red lights shown next to each other or a red and a green light side by side: driveway forbidden, opening of the lock is prepared;
d)
a green light or two green lights side by side: entrance allowed.
2.
The exit from the sluice is regulated by the following signal lights at night and by day:
a)
a red light or two red lights: exit forbidden;
b)
a green light or two green lights: exit allowed.
3.
In place of the red light or the red lights referred to in points 1 and 2, the table symbol A.1 (Appendix 7), instead of the green light or the green lights according to points 1 and 2, may be set at the table symbol E.1 (Appendix 7) .... If no signal lights or any table signs are shown, the entry into the lock or the exit from the lock is prohibited without a special arrangement of the lock inspection.

Section 6.29 Right to smuggling

1.
a)
Sex will be in the order of arrival.
b)
Small vehicles do not have the right to demand a special lock. They are not allowed to enter the lock until they are requested by the lock inspection. In addition, small vehicles, if they are towed together with other vehicles, may not enter the lock until after they have been introduced.
c)
The control of the lock can, however, grant deviating arrangements in order to exploit the lock in the best possible way or, for safety reasons, to carry vehicles with dangerous goods individually if necessary.
2.
By way of derogation from point 1 (a) and subject to the application of point 1 (c), a right to smuggling shall be:
a)
the vehicles of the water and shipping management, the fire brigade, the police or the customs of the States of the States which are travelling on the road to carry out urgent service tasks;
b)
the vehicles to which the competent authority has expressly granted the prerox.
3.
The preroe referred to in point 2 (b) shall be granted only:
a)
vehicles which, owing to the nature of their cargo or for safety reasons, must be able to speed up the smuggling;
b)
vehicles used for mountaineering or other urgent work;
c)
Passenger ships approved for at least 100 passengers when they have a regular service. Passenger ships provide a regular service if they have at least four journeys within four weeks (passenger cabin ships) Carry out four journeys within one season) on certain routes with fixed stops, in accordance with a timetable previously announced by the competent authority and announced at least one month in advance by the competent authority. The same procedure shall apply to any subsequent modification of this road map. The preroe shall be valid only for the locks which shall be passed through according to the agreed timetable.
4.
For passenger ships which do not comply with all the conditions laid down in point 3 (c), the competent authority may, in exceptional circumstances, grant the prerox:
a)
when these passenger ships are carried along with other passenger ships which provide a regular service and which have the preroe referred to in point 2 (b), or
b)
if the total number of daily pre-locks in each direction of travel does not exceed four at a certain lock.
The timetable for each special voyage must be approved by the competent authority and notified to the shipping industry. The prerox applies only to the locks which are passed through according to the approved timetable.
5.
The right to smuggling referred to in point 2 (b) shall give the vehicle concerned the right to be hauled in front of other vehicles waiting for smuggling, provided that the vehicle is less than 1 500.00 m away from the lock, whether or not that it is sighted by the human traffickers or that it has been informed of its location by radio. In no event shall the vehicle be allowed to be hauled at a pre-established time. The right to smuggling referred to in point 2 (b) shall be valid only in the period from 07:00 to 20:00. Vehicles covered by this time restriction shall be exempt from the provisions of point 3 (a) and (b) and shall be subject to the special authorisation of the competent authority.
6.
After each mountain or The transfer of vehicles by vehicles which have claimed their preroe must be carried out once in the same direction without any prerox. In comparison with vehicles and pusher groups of more than 1 500 t, the carrying capacity of vehicles and their driving forces shall be a timetable agreed with the competent authority, the preroe of passenger ships may be invoked only once at each sluice.

§ 6.31 Stationary vehicles

1.
In the event of insecure weather, vehicles which are still in the driving trough or their proximity must have switched to reception during the course of the breast-feeding period. As soon as they hear that other vehicles are approaching, or as soon as and as long as they hear the sound signals of an approaching vehicle as prescribed in § 6.32 (2) (d) or in § 6.33 (b), they must be informed of: Voice radio announcits its position.
2.
Vehicles referred to in point 1 which cannot use speech radio shall, as soon as and as long as they hear the sound sign of an approaching vehicle as prescribed in § 6.32 (2) (d) or in § 6.33 (b), a group of Glockenstrikes give. These sound signals shall be repeated at intervals of not more than one minute.
3.
The numbers 1 and 2 do not apply to pushed vehicles in a wheelset. In the case of coupled vehicles, they are only valid for one of the vehicles of the compilation.

Section 6.32 Vehicles Travelling With Radar

1.
Vehicles may only travel with radar if a person who has both a certificate provided for by the Regulation on the driving of vehicles on the Mosel and the radar patent in accordance with the Regulation on the driving of vehicles on the Mosel the granting of radar patents or equivalent certificates, and a second person who is sufficiently familiar with the use of radar in the shipping industry, shall be kept constantly in the tax house. In the case of thrust and coupled vehicles, points 1 and 2 shall apply only to the vehicle on which the operator of the association or of the vehicles being coupled is located.

Section 6.33 Vehicles not travelling with radar

Vehicles and associations which cannot use radar and have to visit a berth must be aware of the following during the journey to this place:
a)
You have to drive as far as possible at the edge of the driving channel.
b)
Each individually moving vehicle, and any vehicle on which the leader of an association is located, must be "a long sound" as a fog sign; this sound symbol shall be repeated at intervals of not more than one minute. § 7.01 General principles for the style

1.
Without prejudice to other provisions of this Regulation, vehicles and floating bodies shall choose their berth as close to the shore as their draught and local conditions permit. They must not hinder the shipping of ships.
2.
Where, as a result of the waterways, shipping must approach the shore to less than 40.00 m, vehicles shall be allowed to lie along the shore only if their total width does not exceed 11.45 m.
3.
Without prejudice to the conditions laid down by the competent authority on a case-by-case basis, the berth for a floating facility shall be chosen so as to allow the navigation channel to remain free for shipping.
4.
Stillying vehicles, associations, floating bodies and floating installations must be anchored or fixed in such a way that they cannot change their position in such a way as to endanger or impede other vehicles. In particular, wind and water level fluctuations, as well as sog and wave impact, must be taken into account.
5.
Vehicles may only be entered or abandoned via safe access. If suitable land installations are available, no other facilities may be used. If there are distances between the vehicle and the country, land webs shall be designed and securely fastened in accordance with section 10.02 (2) (d) of the Rhine Navigation Ordination Order, whose railing must be set. § 7.03 Anchor and use of stilts or anchorage piles

1.
Vehicles and floating bodies, as well as floating installations, shall not be allowed to anchor:
a)
on the sections of the waterway for which there is a general ban on anchorage;
b)

Section 7.07 Minimum distances for the transport of certain dangerous goods during the standstill

1.
For a vehicle, a thrust assembly or a vehicle to be coupled, a vehicle, a thrust combination or coupled vehicles must comply with the following minimum distances when the vehicle is still in its standstill:
a)
10 m, if one or one of them leads the name according to § 3.14 No. 1;
b)

Section 7.08 Wache and supervision

1.
On board stationary vehicles, which must lead a designation in accordance with § 3.14, an operational guard must be permanently in place. However, the competent authority may exempt the vehicles which are still in a port basin from this obligation.
2.
On-board passenger ships, on which passengers are located, must be permanently on an operational guard.
3.

§ 8.01a Driving speed

Without prejudice to § § 1.04 and 1.06, the maximum permitted speed shall be 30 km/h in relation to the shore, including the waste water in the French section and 15 km/h on the French canal lines.
This speed limit does not apply:
a)
For small vehicles on free river routes, as long as the water area visible in the direction of travel is free from other users of the waterway. In this case, the speed shall not exceed 60 km/h on the shore;
b)
for small vehicles towing one or more water skiers to the routes released for the water skillet by the sign E.17;
c)
for vehicles with special permits issued by the competent authority within the framework of an event approved in accordance with section 1.23;

§ 8.10 Bleib-weg-Signal

In the event of an incident or an accident which may cause the transported dangerous goods to be released, the lead-away signal shall be triggered at
a)
tankers which have to be designated pursuant to section 3.14 (1) or (2); and
b)
vehicles which have to be designated in accordance with section 3.14 (3);
if the crew is not in a position to take the risks arising from the free movement of persons or navigation, except in the case of thrust and other vehicles without a machine drive. However, if these belong to an association, the lead-away signal must be given by the vehicle on which the leader of the association is located.
2.
The lead-away signal consists of a sound-and light-sign. The sound signal consists of the continuous repetition of a short and a long tone, which is continuous for at least 15 minutes. At the same time as the sound sign, the light sign must be given in accordance with § 4.01 No. 2. After the release, the lead-away signal must be automatically executed; the trigger must be such that it cannot be actuated unintentionally.
3.
Vehicles that perceive the lead-away signal must take all measures to avert the imminent danger. In particular,

The following measures shall be taken immediately on the vehicles referred to in point 3:

d)

e)

5.

Section 8.11 Safety on board of vehicles registered for the carriage and overnight accommodation of more than 12 passengers

For vehicles registered for the transport and overnight stays of more than 12 passengers, the following shall apply:
a)
on board must be a safety role containing the duties of the crew and personnel in the event of an emergency. In addition, there is a need for standards of conduct for passengers in the event of a leak, a fire and the clearance of the vehicle. The safety role and the rules of conduct must be suspended at several appropriate places;

Section 8.12 Arbering points for passenger ships

1.
Passenger ships may only be placed at landing points approved by the competent authority in general, in individual cases or for the operation of the ship.
2.

§ 9.01 Driving restrictions

§ 9.03 Traffic regulation in the subchannel of the Koblenzer locks

Section 10.02 Rules applicable to the journey when the flood marks are reached or exceeded

Section 11.04 Collection and treatment of waste on board

Section 11.05 Oil control book, delivery to acceptance points

1.
Each engine-driven vehicle must have, as far as gas oil is used, a valid oil control book on board which is issued by a competent authority in accordance with the model of Appendix 10. This control book shall be kept on board. After renewal, the previous control book shall be kept on board at least six months after the last entry.
2.
The oil and fat-containing ship operating waste, slops and other hazardous wastes shall be subject to regular intervals, determined by the condition and operation of the vehicle, to the points of acceptance approved by the competent authorities against proof of proof of the presence of the vehicle. , The proof shall consist of a note from the point of acceptance in the oil control book.
3.

ensuring the functioning of the system in accordance with Article 8.05 (11) of the Rhine Navigation Ordinance or an equivalent rule of the Moselufer-States and a communication between the ship and the bunkerstelle,
b)
the quantity to be bunkering per tank and the filling power, in particular with regard to possible tank venting problems,
c)
the order of the tank filling and
d)
the speed of travel when bunkered during the journey.
3.
The skipper of a bunker shall not begin the bunker operation until the provisions of point 2 have been laid down.

Section 11.07 Collection, discharge and acceptance of waste from the cargo area

1.
In the case of the residual discharge and the discharge and acceptance of waste from the cargo area, the skipper shall comply with the provisions of Part B of the application of the CDNI.

Each vehicle unloaded on the Mosel must have a valid unloading certificate on board for each discharge, which must be issued in accordance with the model of Annex IV to Appendix 2 of the CDNI. General
1.
Shipping signs

Signs of shipping for the designation of the waterway, the driving channel and the dangerous places and obstacles are not continuously set on the Moselle.

Floating shipping signs shall be anchored at about 5,00 m outside the limits specified by them.

Burones and parallel works can be designated by floating or fixed shipping signs. These are generally applied in front of or on the poppy heads and parallel works.

A sufficient distance must be kept from the characters, otherwise there is a risk of raking or running up.
2.
Terms
Driving channel: Part of the waterway in which there are certain latitudes and depths for the continuous shipping, the conservation of which is sought.
Right side/left side: The name "right hand side" and "left side" of the waterway/driving channel refers to the direction "descent".
Fire: Light with an identifier that is used for firing.
Bonfire: Uninterrupted light appearance of constant strength and colour.

Après son renouvellement, le carnet précédent doit être conservé à bord durant au moins six mois à compter de la dernière inscription.Exhibition of the Oil Control Book The first oil control book, marked on page 1 with the serial number 1, is provided by issued by a competent authority on presentation of the valid ship ' s test or of a certificate recognised as equivalent. It shall also bear the information provided on page 1. All subsequent oil control books shall be numbered and issued by a competent authority with the sequence number. However, they may only be handed over against presentation of the previous control book. The previous control book will be marked "invalid". After its renewal, the previous one must be kept on board at least six months after the last entry.
