§ 1 Careers Offices

(1) The career of the middle service of the telecommunications and electronic education of the federal government with the fields of telecommunication reconnaissance (subject areas of radio and language) and Electronic Enlightenment comprises the preparatory service, the probational period and all posts of this career. (2) Officials are responsible for the following service and official names in the career:
1. Government Secretary of State/Government Secretary in the preparatory service,
2. Secretary of State for Ancreation (e.g. A.)/Government Secretary for the preparation (e.g. A.) in the probaation period up to the date of delivery,
3. Government Secretary/Government Secretary at the entrance office,
4. Government Secretary-General/Government Secretary in the first transport office,
5. Government Secretary/Government Main Secretary in the second transport office and
6. Office inspector/office inspector in the third transport office.
(3) The positions of the career path shall be regularly run through. Unofficial table of contents

§ 2 Objective of training

(1) The training shall lead to professional qualifications. It provides the civil servants with the basic vocational training they need for the performance of their duties in their careers. The officials will be prepared for their responsibilities in the democratic and social state of the rule of law and the importance of a stable law-abiding administration as well as a powerful telecommunications and electronic reconnaissance system for the Security of the free democratic basic order. The importance and impact of the European integration process will be taken into account. General vocational skills, in particular for communication and cooperation, for the critical examination of their own actions and for independent and economic activity as well as social competence are to be promoted. § 3 Settings authority

Recruitment agencies are the military area administrations and the Federal Intelligence Service. They are responsible for the tendering procedure and the implementation of the selection procedure, as well as the recruitment and supervision of the candidates; they take the decisions on the reduction and extension of the preparatory service. § 4 Conditions of recruitment

In the preparatory service can be hired who
1.
the legal requirements for the appointment to the federal civil service relationship are fulfilled and
2.
has at least the completion of a secondary school or the successful attendance of a primary school and a completed vocational training course or an educational level recognised as equivalent in the general education sector.

§ 5 Request for tender, application

(1) Applicants are determined by job vacancy. (2) Applications should be addressed to the recruitment authorities. The application must be accompanied by:
1.
a curriculum vitae in tabular form,
2.
a photograph that is not to be older than six months,
3.
The last school certificate and the testimonies concerning the activity since the release of the school, as well as
4.
where appropriate
a)
a declaration of consent of the legal representative or of the legal representative,
b)
a clearing of the disability card or the atrocity on equality as a severely disabled person,
c)
a clearing of the admission or inclusion certificate or the confirmation in accordance with § 10 (4) of the SoldatenSupply Act and
d)
The testimonies of the testimonies given at the end of the military service and on the military exercises.

§ 6 Selection procedure

(1) Prior to the decision on the recruitment to the preparatory service, a selection procedure shall determine whether the candidates, on the basis of their knowledge, skills and personal characteristics, are in favour of the acquisition in the Preparation service of the career path. (2) For the selection procedure, it is admitted who meets the requirements set out in the invitation to tender in accordance with the documents submitted. If the number of these applicants exceeds three times the number of traineeships, the number of participants in the selection procedure can be limited to three times the number of training places. In doing so, it is possible to ensure that the most appropriate information is available on the basis of the documents submitted, in particular taking into account the grades of certificates obtained in the subjects relevant to the training. Severely disabled persons as well as former soldiers on time with an admission or registration certificate, if they meet the conditions set out in the call for tenders, are admitted in principle to the selection procedure. Women and men are taken into account in a balanced relationship. (3) Those who are not admitted to the selection procedure will receive the application documents with a written rejection by the recruitment authority. (4) The selection procedure is carried out by an independent selection committee and consists of a written and an oral part with the German Federal Intelligence Service. The selection procedure can be carried out centrally by a joint selection committee at one of the recruitment authorities. (5) The selection committee consists of a senior official or an official of the higher education authorities. General administrative service as chairman or chairman and two officers of the upper service of the telecommunications and electronic reconnaissance of the federal government as co-chairmen. The members shall be independent and shall not be bound by instructions. The selection committee shall decide by majority vote. Abstention is not allowed. (7) The recruitment authority shall appoint the members and substitute members of the selection committee for a period of three years, and reorder shall be admissible. Section 7 Setting in the preparatory service

(1) The recruitment authorities shall decide on the recruitment of applicants according to the outcome of the selection procedure. (2) Before the recruitment, the candidates shall have the following additional documents to teach:
1.
an official health certificate or a health certificate issued by an official veterinarian or a medical officer or a staff doctor or a staff doctor from the latest, in which also the official and/or Capability for shift work-if necessary also in protective buildings-to be taken into account,
2.
a copy of the birth certificate, upon request also proof of nationality,
3.
where appropriate, a copy of the marriage certificate and the copies of the birth certificates of the children,
4.
a certificate of management pursuant to Section 30 of the Federal Central Register Act for immediate submission to the recruitment authority,
5.
a statement by the applicant, whether or not it is
a)
is accused in an investigation or other criminal proceedings, and
b)
lives in an orderly economic situation, and
6.
a declaration of consent that it or he is also available for assignments and exercises outside of the federal territory.
The costs of the health certificate shall be borne by the recruitment authority. Instead of taking over the costs, the recruitment agency can carry out the recruitment investigation itself. Unofficial table of contents

Section 8 Legal status during the preparatory service

(1) With their recruitment, they are appointed to government secretaries of government for government secretaries, on the basis of the civil servant relationship on revocation. § 9 Duration, shortening and extension of the preparatory service

(1) The preparatory service lasts two years. (2) A shortening of the preparatory service in accordance with § 16 (1) of the Federal Railways Ordinance is only permissible if the achievement of the training target does not appear at risk. In doing so, the appropriate design of the preparatory service may be allowed to deviate from the teaching and training plan. (3) If the training is interrupted due to illness or for other compelling reasons, it may be possible to: Training sections are shortened or extended and deviations from the teaching and training plan are allowed in order to allow for a targeted continuation of the preparatory service. (4) The preparatory service is to be extended in individual cases if: the training
1.
because of a disease,
2.
in the event of a ban on employment for the period before or after maternity leave, or on grounds of parental leave,
3.
by the performance of the basic service or a replacement service, or
4.
for other compelling reasons
(5) The preparatory service, after hearing the candidates, may, in the cases referred to in paragraph 4, be subject to the following conditions: No 1 and 4 shall be extended at most twice by no more than a total of twelve months. The extension should be calculated in such a way that the runway test can be taken together with the candidates who have been hired at a later date. § 10 Holidays during the preparatory service

Section 11 Training Act

For the candidates, staff parts are to be held "training", in which the training plan, all performance certificates, contributions to performance certificates, supervisory work as well as all other assessments are to be included. Unofficial table of contents

§ 12 severely disabled persons

(1) Disabled persons shall be granted the facilities appropriate to their handicap in the selection procedure and for the provision of performance certificates and for the participation in examinations. They shall be pointed out in good time. The nature and scope of the facilities to be granted shall be discussed in good time with the severely disabled persons and the representatives of the severely disabled persons, if this is possible in time. The facilitation must not lead to the requirements being reduced. Sentences 1 to 4 are also applied to current disabilities, which do not fall under the protection of the ninth book of the Social Code. (2) In the selection procedure, the disabled person's representation is not involved if the severely disabled person (3) Decisions on the facilitation of examinations are taken by the Examination Office. Section 13 Outline of the preparatory service

(1) The technical theoretical and practical training shall be carried out as follows:
1. First Training Section Instruction at the training base-place 1 month,
2. Second Training Section Basic 5 months,
3. Third Training Section practical training 14 months,
4. Fourth Training Section Administrative training course at a federal administration school 2 months
and
5. Fifth Training Section Final course 2 months.
The order of the fourth and fifth sections of the training can be changed. (2) The third section concludes with the practical examination (§ 27), the existence of which is a prerequisite for the continuation of the preparatory service. § 14 Principles of theoretical training

(1) The technical theoretical training is carried out at schools and training institutions of the federal government. It is practical and application-oriented in such a way that it requires the cooperation and co-design of the contenders. It shall be used to impart knowledge and deepen the knowledge acquired through practical training, to the knowledge and deepening of the career path. The recognition of relationships and the ability to work independently are to be encouraged. (2) The courses are 1020 teaching hours, of which 600 teaching hours are available on the basic course, 180 teaching hours on the administrative course and 240 teaching hours on the final course. (3) The educational institutions and schools draw up the curricula; these require the approval of the Federal Ministry of Defence. The curricula determine the learning objectives of the teaching areas and determine the number of hours and the type of evidence of achievement. § 15 Basic Course

(1) In the basic course, the general principles of telecommunication and electronic reconnaissance will be taught to the candidates. In addition, the candidates are introduced into the broad guidelines of the individual disciplines. (2) In the following teaching areas, basic knowledge and in sub-areas will also be taught in-depth knowledge:
1.
the general principles of electronic warfare,
2.
the general principles and principles of application of the telecommunications and electronic education system,
3.
the basic principles and characteristics of the telecommunications declaration;
4.
Basics and special features of the Electronic Enlightenment,
5.
mathematical and physical fundamentals and
6.
Exchange of information and security.

Section 16 Administrative course

In the administrative course, the candidates are familiarized with the legal provisions and administrative provisions applicable to their work. The knowledge of the general legal and administrative bases should also be helpful to the contenders in the exercise of their own claims from their service relationship. § 17 Final course

(1) The final course builds on the teaching contents of the basic course as well as on the knowledge acquired in practical training. (2) In addition, knowledge is taught in the teaching areas
1.

News processing and analysis of electronic reconnaissance as well as
4.
technical basics.

§ 18 Objective of practical training

(1) In practical training, the candidates acquire professional knowledge and experience as a basis for the theoretical training, deepen the knowledge acquired in the previous subject-related theoretical training and learn to apply them in practice. (2) The candidates are familiarized with the main tasks in the focal areas of the career of the middle service of the telecommunication and electronic education of the federal government. Depending on their level of training and the organisational possibilities, they should carry out individual work processes, which are typical for their careers, independently or in accordance with the instructions, and at the official events which are the subject of their training. (3) In the first section of the training programme, a first impression of their future activities will be given to the candidates. In doing so, they should have the opportunity to get to know the basics, the mission, the organization and the means and possibilities of telecommunication and electronic education. (4) In the third section of the training, the candidates are to be given the opportunity to learn more about the acquire practical knowledge, skills and skills for the requirements set out in the subject areas. The practical training in this training section is carried out at the workplace as well as in the form-bound form of training institutions of the federal government; the subject-theoretical shares are thereby dependent on the need by the Training officers of the telecommunications areas in the Command Strategic Enlightenment and the Federal Intelligence Service (demand carrier). The practical training can only be carried out in a course-bound form for candidates who are candidates for the field of telecommunications education-specialist languages. Section 19 Implementation of practical training

(1) The training management is responsible for the design, implementation and monitoring of practical training at the place of training in consultation with the training officers of the needs. (2) The training places will be provided by the training centre. (3) Activities which do not correspond to the objective of the training must not be transferred to the candidates for the purpose of training. Unofficial table of contents

§ 20 Training Manager, Training Officer, trainers and trainers

(1) The Federal Ministry of Defence, acting on a proposal from the Command Strategic Enlightenment, appoints a civil servant or an official of the high-end service of the telecommunications and electronic education of the Federal Government as a training guide for the Federal Intelligence Service and the Bundeswehr. The training management directs and monitors the training of the contenders. In coordination with the training representatives of the needs-holders, the Commission lays down the basic training guidelines for the candidates in a training framework plan; the candidates will receive a copy. (2) The The training management leads the personnel division "Training". (3) The needs-holders appoint an official in each case or an official of the higher or higher service of the telecommunication and electronic education as a training officer or Training officers. § 21 Performance certificates during the course of the theoretical training

(1) During the course of the subject-related theoretical training, the candidates must provide proof of performance. Performance certificates can be:
1.
written supervisory work,
2.
other written arrangements and
3.
Refereed.
In addition, performance tests can be requested in written and oral form. The results are evaluated in accordance with § 34. (2) During the basic course, four written supervisory work are to be made from the teaching areas listed in § 15 (2) and four further performance certificates are to be provided. (3) During the course of the basic course, four additional performance certificates are to be prepared. Two written supervisory work are to be completed. (4) During the closing course, two written supervisory work from the teaching areas listed in § 17 (2) are to be completed and a further proof of performance is to be provided. (5) The training management shall, after consultation with those of the respective school, provide shall be responsible for the tasks of the supervisory work to be carried out in accordance with paragraphs 2 and 4. The management of the management school shall determine the tasks for the supervisory work referred to in paragraph 3. In the case of the tasks referred to in paragraphs 2 and 4, a summary of individual teaching areas shall be permitted. For the tasks, a uniform evaluation scale and a processing time of three hours in each case shall be determined. (6) Each proof of performance shall be announced at least one week prior to execution. The proof of performance is evaluated by the respective lecturer or lecturer in accordance with § 34 and submitted to the supervisor or the management of the respective management school. These can change points in order to ensure a uniform evaluation; a change in the number of points is to be justified in writing. § 22 Reviews during practical training

(1) The benefits and qualifications of candidates during practical training shall be allocated for each training area to which the candidate shall be allocated for at least one month in accordance with the training plan, a written evaluation according to § 34. (2) The evaluation referred to in paragraph 1 shall be discussed on the basis of a draft with the candidates. It is to open up to the contenders. Audit

§ 23 Examination Office

(1) The examination office established at the Federal Ministry of Defence is responsible for carrying out the career examination; it is responsible for the development and uniform application of the evaluation standards and is responsible for the decisions of the Examination Board. Section 24 Examination Commission

(1) The runway examination shall be filed before an examination board; separate examination commissions may be set up for the practical, written and oral examination. A number of audit commissions, including subject-specific examination boards, may be established if the number of candidates to be examined and the timing of the timely completion of the examination or technical aspects relating to the Evaluation of the written examination papers required; the uniform application of the evaluation standards must be guaranteed. The members and substitute members of the examination boards appoint the Examination Office with the participation of the training management on a proposal from the recruitment authorities; the top organisations of the trade unions and professional associations of the public Service may propose members. Members and substitute members shall be appointed for a maximum period of three years. A re-appointment is permissible. (2) The Examination Committee for the practical examination in the fields of telecommunications education-Technical field of radio and electronic reconnaissance are part of the following:
1.
an official or an official of the upper service of the Federal Telecommunications and Electronic Enlightenment of the Federal Government as chairperson or chairman,
2.
an official or an official in the upper service of telecommunications and electronic information provided by the Federal Government as a sitting or co-chair, and
3.
a civil servant or a civil servant of the Central Service of Telecommunications and Electronic Education of the Federal Government as a co-sitter or a co-sitter.
(3) For the practical examination of the subject area of telecommunication information-subject area languages-the provisions for language examinations and performance levels of the Federal Language Office shall apply. (4) The examination board for the written examination shall be part of:
1.
for the evaluation of the supervisory work from the audit area General legal and administrative bases
a)
an official or an official of the upper non-technical administrative service as chairperson or chairman; and
b)
at least one other official or other official of the upper non-technical administrative service, as a co-sitter or a co-sitter;
2.
for the evaluation of the written supervisory work from the other audit areas
a)
an official of the upper service of the Federal Telecommunications and Electronic Enlightenment Service of the Federal Republic of Germany as Chairperson or Chairman; and
b)
at least one other official or another official of the high-end service of telecommunication and electronic reconnaissance of the federal government as a co-sitter or a co-sitter.
(5) The Examination Committee for the oral examination belongs to:
1.
an official or an official of the senior general administrative service as chairperson or chairman,
2.
two officers of the upper service of the telecommunications and electronic reconnaissance of the Federal Government as co-siting and
3.
a civil servant or a civil servant of the Central Service of Telecommunications and Electronic Education of the Federal Government as a co-sitter or a co-sitter.
(6) The members of the examination commissions are independent in their audit work and are not bound by instructions. The chairpersons of the audit commissions ensure the application of a uniform assessment scale. (7) The examination board is quorum if more than half, but at least two members, including the chairman, are present. It shall decide by majority vote. § 25 career examination

(1) The runway test shall determine whether the candidates are qualified for the intended career. In this respect, the examination is also directed at the determination of individual knowledge. (3) For the career examination, it is admitted who has undergone the training. (4) The runway test consists of a practical test (1. Partial examination) and a written and oral examination (2). (5) Examination and consultation are not public. Members of the Examination Office may participate. The Examination Office may, in exceptional cases, include representatives of the Federal Ministry of Defence and the recruitment authorities, and in exceptional cases other persons involved in the training, the attendance at the oral examination in general or in the Allow individual cases. In the course of the oral part of the examination, the representatives of the severely disabled may be present at the request of severely disabled candidates. § 26 Examination site, examination date

(1) The Examination Office shall determine the place and time of the practical and the written and oral examination. (2) The practical examination shall be completed by the end of the third section of the training. The written examination is to be completed at the latest one week before the start of the oral examination, the oral examination is to be completed by the end of the preparatory service. (3) The examination office shall inform the contenders and the place and time of the examination. practical as well as the written and oral examination in good time. Unofficial table of contents

§ 27 Practical Examination

(1) In the practical test, the following proof of performance must be provided by the candidates:
1.
In the field of telecommunication information-Fachgebiet Tastfunk-a telegram auditory output of at least 24 words per minute,
2.
in the field of telecommunications education-Specials in languages-
a)
In languages of difficulty groups I and II, a standard performance profile of at least 3231 or
b)
in languages of difficulty groups III, a standardized performance profile of at least 2221 and
3.
In the field of Electronic Enlightenment, recording, measuring, documenting and coding current signals in a given time.
