SECTION A: GENERAL
(a) Scope and responsibilities (1) This Regulation shall apply to regular and narrow-gauge railways. It does not apply to the operation or use of the railway lines of a non-public railway infrastructure company. (2) The ESO signals must be applied at least to the extent to which the railway construction and operating regulations (EBO and ESBO). (3) Deviations from ESO can be permitted in individual cases.

the competent national transport authorities for the non-national railways (NE) in agreement with the Federal Ministry of Transport, Building and Urban Development.
(4) Signals deviating from the ESO with temporary validity can be used by the Federal Railway Authority (Bundesamt) in the case of railways of the Federal Republic of Germany, and the competent authority of the national transport authority in the case of non-national railways in agreement with the Federal Ministry for Economic Cooperation and Development Transport, construction and urban development. (5) Instructions for the implementation of the ESO can be issued by the Federal Railway Authority (Federal Railway Authority), in the case of the non-federal railways by the highest national transport authority, on the basis of instructions for the implementation of ESO. The instructions and their amendments shall be notified to the Federal Ministry of Transport, Building and Urban Development in good time before the date of entry into force. (b) Definitions (6) The signals of ESO may only be used in the prescribed forms, colours and (7) The description of the signals is decisive for the appearance of the signals. The illustrations serve to explain. (8) The night signs of the form signals are to be applied with the entrance of the twilight up to the entrance full of daylight. I. Main Signals (Hp) (10) Main signals indicate whether the subsequent track section may be driven. The signal Hp 0 applies to train and shunting journeys. The signals Hp 1 and Hp 2 apply only for train journeys. (11) The signals are either form signals and show one or two wings as day signs and as many lights as night signs, or they are light signals with one or two lights as day- (12) (13) A main light signal may be combined with a light input signal for the following main signal at a signal carrier. The main signal is then above the pre-signal. If several such signals follow one another, they are at fixed intervals. The distance between them is usually from 1,000 to 1,300 m.

The signal Vr 0 can also announce a protective signal (Sh 0 or Sh 2). (15) The presignals are either stationary form signals or light signals or heat signals. (16) The presignals are as a rule spaced from the braking distance of the distance before the associated one. Signal. If they are at a shorter distance, this is particularly indicated. (17) The stationary shape presignals generally show a yellow round disk with a black ring and a white edge, which can be folded around a horizontal axis, under which it is intended to be announced. A main and pre-signal connection is a light signal of a special type, which combines the main signal and the pre-signal on a signal screen next to one another. The left lights correspond to the main signal images Hp 0, Hp 1 or Hp 2, and indicate whether the subsequent track section may be driven by a train. The right lights correspond to the pre-signal images Vr 0, Vr 1 or Vr 2 to the main signal image glowing at the next Sv signal.

-measures in respect of the territory which has been acceded (Art. 3 Unification)-

Section III
Federal law shall enter into force in the territory referred to in Article 3 of the Treaty, with the following measures:

Railway signalling system 1959 of 7. October 1959 (BGBl. 1021), as last amended by the Regulation of 7 July 1986 (BGBl). 1012), with the following proviso: Section C No 2 of the Annex is extended to include the signals from Section B of the DV 301 of the Deutsche Reichsbahn, introduced with the approval of the Minister of Transport, of 16 September 1970, valid from 1. October 1971.

The application of the Regulations under points 6 to 8, in particular the establishment of new installations and the substantial modification of existing installations and vehicles, shall be accompanied by a harmonisation of the rules.

In so far as individual provisions of the legislation referred to in points 1 to 9 cannot be used, or are not directly applicable, in the light of particular circumstances, they shall apply mutatily to the Deutsche Reichsbahn. The same applies to other federal laws and regulations which provide for special regulations for the Deutsche Bundesbahn (German Federal Railways).
