§ 1 Purpose of the law

As a contribution to the presentation of the energy supply and use of energy, in particular in the form of Energy balances of the federal and state governments, for purposes
1.
Design of energy policy Framework conditions for a secure, economical and environmentally friendly energy supply,
2.
the fulfilment of the European and international reporting requirements of the Federal Republic of Germany

§ 2 Surveys

The statistics include the surveys
1.
in the electricity industry (§ 3),
2.
in the gas industry (§ 4),
3.
in the heat industry (§ 5),
4.
about coal imports and exports (§ 6),
5.
about renewable energy sources (§ 7),
6.
about the energy use (§ 8).

§ 3 surveys in the electricity industry.

(1) The survey shall record at most 1 000 operators
1.
of Installations for the production of electricity, including electricity and heat generation plants, in coupling processes, monthly data on the following survey characteristics:
a)
Production of electricity or electricity and heat after used energy sources and Process types,
b)
Subversion of the decoupled heat to domestic buyers and exports,
c)
Operating and Own Usage, each of Electricity or Heat,
d)
Pumparbeit,
e)
bottleneck performance, available power, maximum power output for electricity or electricity and heat at a cut-off date,
f)
Usage notes of the plants in the coupling process,
g)
The reference, inventory and use of energy sources for the generation of electricity or of electricity and heat, in each case also by species and heat content;
2.
of installations for the transmission or distribution of Electricity per month Information on the following survey characteristics:
a)
Electricity of electricity from Domestic supplier groups and imports, separated by country,
b)
The removal of electricity by domestic consumer groups and exports, separately States,
c)
Power loss of electricity.
The feed-in of electricity is separated after generation from conventional and renewable sources. to expel energy sources.The survey shall cover all operators of installations for the production of electricity, including installations for the production of electricity and heat in coupling processes, for the transmission or distribution of electricity, and for third parties, which shall be responsible for: for distribution, annual information on the following survey characteristics for the previous year:
1.
Electricity for domestic consumer groups and exports,
2.
Operating consumption of Electricity,
3.
proceeds from the supply of electricity to domestic customer groups and value of export,
4.
for electricity and heat generation plants in coupling processes, the current characteristic C as defined in Annex II to Directive 2004 /8/EC of 11 June 2004. February 2004, taking into account the guidelines for the implementation and application of Annex II.
The groups referred to in paragraphs 1 and 3 shall cover the sectors of industry, transport, private households and other sectors.(3) The survey shall cover annually for the previous year information relating to the production of electricity, including electricity and heat generation plants, in the case of all operators of their own supply for the generation of electricity and heat. the following survey characteristics:
1.
Generation of electricity or electricity and heat after
2.
The use of electricity or heat from domestic supplier groups and imports,
3.
Power supply or heat to domestic consumer groups and exports,
4.
Operating and Self-consumption of electricity or heat,
5.
bottleneck performance and available power of electricity or electricity and heat production facilities on a Stitch tag,
6.
The reference, inventory and use of energy sources for the generation of electricity or electricity and heat, also by species and Heat content,
7.
for installations for the generation of electricity and heat in coupling processes, the current characteristic C as defined in Annex II to Directive 2004 /8/EC of 11. The information referred to in paragraph 1 (e) shall also be made for a period of 24 hours on a cut-off date, in compliance with the guidelines for the implementation and application of Annex II.
(4). The information referred to in paragraph 2 (1) and (3) shall also be reported by country. Non-official table of contents

§ 4 Surveys in the gas industry

(1) The survey shall cover at most 100 operators of installations for recovery, Gas production or distribution of gas per month, also according to gas types, to the following survey characteristics:
1.
Extraction and production by energy sources used,
2.
Related to domestic supplier groups and imports for domestic consumption, separated by States,
3.
Storage balance,
4.
Operating and Own Usage,
5.
Indomestic consumer groups and exports from domestic Production and imports, separately by country.
(2) The survey covers all operators of installations for the production, production, transmission or distribution of gas and third parties, which are responsible for the distribution of gas and gas. operate annually for the previous year's data, including by type of gas, on the following survey characteristics:
1.
Extraction and production by energy sources used,
2.
for domestic use Supplier Groups,
3.
Storage Saldo,
4.
Operating and Self-consumption,
5.
Submission to domestic customer groups,
6.
Inventory and use of Energy sources for the production of gas, in each case also by species and heat content,
7.
Imports and exports, also by value, separately by States, each without Transit quantities for other states,
8.
Transit quantities of others for other states,
9.
Revenue from the levy by domestic customer groups.
(3) The survey will cover a maximum of 130 companies that make liquefied gas to the final consumer or reseller, The annual survey feature of liquid gas according to domestic customer groups.(4) The information referred to in paragraph 2 (1) to (4) shall be collected only for those operators not covered by paragraph 1. § 5 Survey in the thermal economy

The survey covers a maximum of 1 000 operators of heat supply plants , including absorption installations for the production of refrigeration, insofar as these are not already covered by § 3, and in the case of third parties using these installations for distribution, annual data on the following survey characteristics for the previous year: style="font-weight:normal; font-style:normal; text-decoration:none; ">
1.
Heat generation by energy sources used,
2.
Reference heat to domestic supplier groups,
3.
Heat supply to domestic Customer groups,
4.
Inventory, reference and use of energy sources for the generation of heat, also by type and heat content,
5.
Operating and in-house consumption of heat,
6.
installed heat pass performance on a Stitch tag,
7.
net loss of heat.
The information specified in point 3 is also to be reported by country. The groups referred to in point 3 shall cover the sectors of industry, transport, private households and other sectors. Non-official table of contents

§ 6 Coal imports and exports survey

The survey is collected by all companies that have lignite, Brown coal products, hard coal, coal coke or briquettes, on or off, monthly data on the following survey characteristics:
1.
Imports and exports, also according to species and values free German border including costs, insurance and freight, after heat retention, after delivery contract period, in each case after States separated,
2.
Inventory by species,
3.
levy, also after cohort, and National consumer groups.

§ 7 Surveys on renewable energy sources

The surveys cover annually for the previous year
1.
with all operators of networks for general care:
a)
the electricity fed into your network exclusively from hydroelectric power, wind power, solar power, solar power, solar power, solar power, solar power, Radiation energy, geothermal energy, bio-, landfill gas, sewage or mine gas, or from solid or liquid biomass,
b)

Gas delivery to domestic customer groups and countries,
d)
Generation of electricity by country
3.
with a maximum of 100 operators of Installations for the use of geothermal energy Information on the following survey characteristics:
a)
The type and performance of the Appendix,
b)
generated heat by type of use,
c)
Heat supply to domestic Customer groups and countries
4.
with no more than 500 operators of biomass fuel-producing plants Information on the following survey characteristics:
a)
asset type and performance,
b)
The use of bio-energy carriers by type and by origin from home and abroad,
c)
produced Bio-fuels by species,
d)
dispensing of biofuels by species, by domestic customer groups and countries, and by import and export.
The energy content of the of the fuel is measured in accordance with Annex III of Directive 2009 /28/EC of the European Parliament and of the Council of 23 The European Parliament and the Council of 27 April 2009 on the promotion of the use of energy from renewable sources and amending and subsequently repealing Directives 2001 /77/EC and 2003 /30/EC (OJ L 136, 31.5.2001, p. 16) in its current version.

§ 8 Energy usage survey

The The survey covers a maximum of 60,000 enterprises in the mining industry, the extraction of stones and earth and of the manufacturing industry annually for the previous year's data on the following survey characteristics: style="font-weight:normal; font-style:normal; text-decoration:none; ">
1.
Reference, inventory, consumption, and release of energy sources by species,
2.
energetic and non-energy use of energy sources.

§ 9 Help Properties

Help characteristics are:

§ 10 obligation to provide information

(1) The information in accordance with § 9 No. 2 is voluntary; moreover, the obligation to provide information exists.(2) The information required is
1.
for the surveys according to § 3:
a)
the lines of companies, businesses, or other facilities that supply others with energy, supply electricity to another energy supplier or operate a general supply network,
b)
the lines of undertakings, establishments or other undertakings Equipment used for distribution purposes,
c)
the lines of undertakings, establishments or other facilities for the thermal utilization of wastes,
d)
for the purposes of the survey in accordance with § 3 (3), in addition, the lines of undertakings or establishments in the mining sector, the extraction of stones and the earth, or the Manufacturing industries in so far as they operate power generation plants to meet their own needs;
2.
for the surveys according to § 4:
a)
the lines of gas utilities,
b)
for the survey according to § 4 paragraph 2 in addition the lines of other facilities that use the facilities for distribution,
c)
for the survey according to § 4 paragraph 3, the lines of companies that make liquefied petroleum gas to the last consumer or reseller;
3.
for the survey according to § 5:
a)
the

§ 11 Forwarding of securities

§ 12 Collection and processing

§ 13 Regulation empowerment

§ 14 Delivery control
