Pursuant to § 46 (2) of the Second Book of the Social Code-Basic Insurance for jobseekers-which was last amended by Article 3 (2) of the Law of 5 December 2012 (BGBl. 2467), the Federal Ministry of Labour and Social Affairs, in agreement with the Federal Ministry of Finance, is responsible for: Unofficial table of contents

§ 1 Distribution measures for the funds for inclusion in work

(1) For the distribution of the funds available in the Federal Budget 2015 in Chapter 1101 Title 685 11 for inclusion benefits of basic insurance for job-seekers, minus the funds to be distributed separately for the federal programmes and model projects the other and supplementary standards set out in paragraphs 2 to 4 shall be defined. (2) The remaining appropriations referred to in paragraph 1, less the appropriations referred to in the first sentence of paragraph 4, shall be allocated to the Jobcentres in accordance with the proportion of the Responsibility for maintainers of working-age benefits for the basic insurance Job-seekers (labour market share) shall be distributed in accordance with the average basic security quota referred to in paragraph 3. The calculation is based on the average of the months July 2013 to June 2014 for the calculation. (3) For each Jobcenter, the numerical ratio of the eligible recipients of the basic insurance benefits for job-seekers is to be paid. of the number of persons of working age (basic safety rate). Job centres with an above-average basic guarantee rate are awarded a percentage supplement in the distribution of the funds to their earning capacity. This amounts to one quarter of the percentage deviation of the basic safety rate of the job centres in question from the average rate of all Jobcenters. In the case of job centers with an under-average low basic safety rate, a drop is made in the same way. The distribution shall be based on the percentage values contained in Appendix 1. (4) Part of the remaining funds referred to in paragraph 1 shall be used for the financing of benefits under § 16e of the Second Book of the Social Code, as amended by the Notice of 13 May 2011 (BGBl. 850), in accordance with the obligations reported for these services by the Jobcenters as of December 31, 2014, due in 2015, separately. A further strengthening of the funds under sentence 1 by the Jobcenter is not permitted. § 2 Distribution of appropriations for administrative costs

(1) For the distribution of the funds available in the Federal Budget 2015 in Chapter 1101, Title 636 13, for administrative costs of basic insurance for job-seekers, minus the funds for the implementation of the Federal Programme " Perspective 50plus- The employment pacts in the regions " of EUR 3 million shall be set out in the other and supplementary standards set out in paragraphs 2 to 5. (2) An amount of EUR 2.5 million shall not be released for distribution at first; and is available for extra regional and regional special needs. To the extent that it is foreseeable until 31 August 2015 that funds under sentence 1 will not be forgiven, these can be distributed among the Jobcenters, taking into account regional special charges. (3) The Federal Employment Agency will be responsible for the implementation of the project. A total of 24 million euros allocated separately to tasks that are to be carried out over time, which affect all the job centres. These verbal tasks include the collection and processing of data as well as the statistics in accordance with § § 51b and 53 of the Second Book of Social Code, the refund in accordance with § 52 (4) of the Second Book of the Social Code in conjunction with the German Social Code. § 5 of the Ordinance on automated data reconciliation in the case of benefits of basic insurance for jobseekers, the reimbursement procedure for assessments by the Medical Service of the Health Insurance pursuant to § 56 (2) of the Second Book The Social Code and the Federal Employment Agency Procedure for the internal control of the Jobcenter. (4) A comparison is made in order to determine the distribution of the remaining funds in accordance with paragraphs 1 to 3 to the Jobcenter. For each Jobcenter, the average number of communities in the period from July 2012 to June 2013 will be compared with the average number of communities in the period from July 2013 to June 2014. The proportion of the respectively higher value of the Jobcenter (maximum value) at the sum of the maximum values of all Jobcenters forms the basis for the distribution of the administrative means. On the basis of the shares thus determined, the distribution shall be made to the Federal Employment Agency and the approved municipal institutions in accordance with the provisions of Appendix 2. (5) The funds made available to the Federal Employment Agency in accordance with paragraph 4 are distributed to the central office of the Federal Employment Agency and the joint institutions, according to the expected level of administrative tasks to be carried out over the course of time and locally. The central office of the Federal Employment Agency receives an amount of up to 155 million euros for administrative tasks that are to be carried out over time, resulting from a demand of EUR 161 million, minus an amount of EUR 6 million. on the basis of expected revenue from the Federal Employment Agency. The remaining means are distributed among the common facilities in accordance with the maximum values determined. The distribution is carried out according to the percentage values contained in Appendix 3. To the extent that it is foreseeable by 31 August 2015 that funds under the second sentence shall not be forgiven, these may be distributed among the common institutions, taking into account regional special charges. § 3 Recalculation of the shares after changes in the competence of job centers

If the responsibility of job centres for the implementation of the basic insurance for jobseekers is changed in the course of the year, the Federal Ministry of Labour and Social Affairs can make a recalculation of the shares for the relevant job centres. The standards are taken into account in accordance with § 1 (2) and (3) and in § 2 (4) to (5). Unofficial table of contents

§ 4 Entry into force, external force
