I. Conditions of the actuality hour

A current hour (§ 106) takes place when
a)
agreed at the Council of Elders,
b)
from a political group or from five of them present to the reply of the Federal Government to an oral question or from the hundred of the members of the Bundestag
c)
irrespective of a question tabled for Question Time by a political group, or five of the hundreds of Members of the Bundestag.

a)
The debate referred to in I. 1.b) must be requested and implemented immediately after the end of Question Time.
b)
The request for a debate (I. 1.c) shall be submitted to the President at the latest by 12 noon on the previous day, stating the subject. If the agenda is already distributed, its addition shall be communicated by the President.

II. Sequence of debate

Only one debate shall be held on a day of sitting of the Bundestag.

If a debate has been agreed (I. 1.a)), a further debate may not be required for this sitting.

A debate which shall be requested independently of a question tabled for Question Time (I. 1.c)), shall be postponed to the following day of sitting if a debate on the Federal Government's reply to an oral question (I) for a sitting day is postponed. 1.b)). The adorable debate will then be followed by the other options for debate.

III. The duration and the speaking order of the debate

(1) The debate shall take no more than one hour. If fewer members of a political group are able to speak in their own right, the debate shall be reduced by the speaking time allocated to them. (2) The members of the Federal Government, the Federal Council or their representatives shall be entitled to: Speaking time shall not be taken into account. If the speaking time used by members of the Federal Government, the Federal Council or their agents exceeds 30 minutes, the duration of the debate shall be extended by thirty minutes. (3) A member of the Federal Government shall take up the matter, the Federal Council or one of its representatives, after the end of the prescribed period of debate or in the debate, so late the word that a reply of five minutes is no longer possible, shall be given, at the request of a political group or of present five of the hundreds of members of the Bundestag once again a spokesperson for the Groups the word. In the event of a debate on request, the first speaker to one of the Members of the Bundestag shall be given the floor which required the debate (I. 1.b) and c)).

(1) The individual speaker shall not be allowed to speak for more than five minutes. If a speaker speaks for less than five minutes, the debate will be shortened by the amount of speaking time which has not been used. (2) A member of the Federal Government, the Bundesrat or one of their representatives shall be entitled to more than ten minutes, according to § 44 (3) (b) of the German Federal Council of Germany. 3 Application.
8.
Section 28 shall apply to the order in which the word is issued, with the proviso that the debate shall be opened by one of the members who have requested the debate.
9.
There is no question of putting an opinion on the matter.
