In order to implement Article 77 of the Basic Law, the Bundestag, with the approval of the Federal Council, has adopted the following Rules of Procedure for the Conciliation Committee: Unofficial table of contents

§ 1 Permanent Members

The Bundestag and the Bundesrat each send 16 of their members, which form the permanent mediation committee. Unofficial table of contents

§ 2 Presidency

The Committee shall elect a member of the Bundestag and of the Bundesrat, who shall alternate each quarter and represent each other on a quarterly basis. Unofficial table of contents

§ 3 Representation

His representative shall be appointed for each member. The representatives must also be a member of the sending body. They may participate in the meetings only in so far as a representation is necessary. Unofficial table of contents

§ 4 Change of members and alternates

The members and their deputies may be dismissed, but the change of a member or his deputy by way of dismisation shall only be allowed four times within the same parliamentary term of the Bundestag. Unofficial table of contents

§ 5 Federal Government

The members of the Federal Government have the right and, at the Committee's decision, the duty to attend the meetings. Unofficial table of contents

§ 6 Participation of other persons

Other persons may be allowed to attend the meetings only by decision of the committee. Unofficial table of contents

§ 7 Decision-making capacity

(1) The Committee shall be quorum if the members are invited to the agenda with a period of at least five days and at least 12 Members are present on the agenda. (2) The charge period shall begin with the charge of the charge in respect of the the postal distribution authorities of the Bundestag and Bundesrat. (3) A proposal for an agreement can only be made if at least seven members of the Bundestag and the Bundesrat are present. Unofficial table of contents

§ 8 majority

The Committee shall take its decisions by a majority of the votes of its members present. Unofficial table of contents

§ 10 Procedure in the Bundestag

(1) A proposal for an agreement to amend or repeal the law adopted by the Bundestag shall be placed on the agenda of the Bundestag as soon as possible. A member appointed by the committee shall report in the Bundestag and in the Bundesrat. (2) The Bundestag shall only vote on the proposal for an agreement. Explanations of vote may be made before the vote. Another amendment to the case is not admissible. (3) If the draft proposal provides for a number of amendments to the legislative decision, it shall determine whether and to what extent the Bundestag shall be jointly responsible for amendments. If the proposed agreement contains amendments to the Basic Law, any deviation of the proposal from the agreement is to be voted on individually by the wording of the law adopted by the Bundestag pursuant to Article 79 (2) of the Basic Law. If there is a single vote on a number of amendments, a final vote on the proposal for an agreement shall be taken as a whole. Unofficial table of contents

Section 11 Procedure in the event of a proposal for a consent to the confirmation of the decision

If the proposal for an agreement provides for confirmation of the law passed by the Bundestag, no further decision-making by the Bundestag shall be required. The chairman of the committee shall immediately inform the President of the Bundestag and the Bundesrat of the proposal. Unofficial table of contents

§ 12 Concludes of the procedure

(1) If, in the second part-session convened on the same matter, an agreement is not adopted, each Member may request the conclusion of the proceedings. (2) The procedure shall be concluded if the following meeting does not include: (3) In other ways, the procedure cannot be concluded without a proposal for an agreement. (4) The Chairman has to establish the conclusion of the proceedings and immediately the President of the Bundestag and of the Federal Council. Unofficial table of contents

Section 13 External force

These Rules of Procedure shall enter into force if the Bundestag or Bundesrat decides to repeal it, six months after the decision is taken, unless the Bundestag, with the consent of the Bundesrat, decides to amend it.
