Pursuant to Section 6 (3) of the Rules of Procedure of the Federal Council of 1 July 1966 (BGBl), the President of the Federal Council shall adopt the provisions of the Federal Council's Rules of Procedure. 437) in the version of the Notice of 26 November 1993 (BGBl. 2007) the following general arrangement: Unofficial table of contents

§ 1 Scope

This arrangement applies to all buildings, parts of buildings and land that serve the Federal Council in order to carry out its constitutional tasks. Unofficial table of contents

§ 2 Access authorization

(1) Access to the buildings, parts of buildings and land according to § 1
1.
a)
the members of the Federal Council and the plenipotentiaries of the Länder, as well as the representatives of the State Governments,
b)
the members of the German Bundestag,
c)
the members of the Federal Government,
2.
the employees of the Secretariat of the Federal Council and the administration of the German Bundestag,
3.
on the basis of their house ID of the German Bundestag, employees of the parliamentary groups of the German Bundestag,
4.
Persons who have a Federal Council's ID card.
(2) Access on the basis of legitimate grounds shall also be permitted to persons who have
1.
a service pass of a supreme federal or state authority,
2.
a Diplomat passport from Group D (Diplomat) or IO (International Organizations),
3.
an annual press pass of the German Bundestag, an annual accreditation of the Press and Information Office of the Federal Government, or a day accreditation of the Federal Council
(3) Other individual visitors will have access to the ground
1.
a visitor's note entitled to a one-off temporary admission, issued at the doors of the event, and to be returned there after the visit has been completed,
2.
a visitor card ("Einlasskarte") of the Visitor Service, unless the Visitor Service has permitted access in any other way.
These persons have to prove their identity-as far as these are not known without doubt. If they are constantly accompanied by persons entitled to access pursuant to paragraph 1 (1) (a) or by employees of the Secretariat of the Federal Council, the issue of a visitor's ticket or a visitor card may be waiver. (4) Groups of visitors are admitted to the Secretariat of the Federal Council in the company of employees who are responsible for their supervision. They shall be responsible for ensuring that only the members of the respective group of visitors are granted access to the service and, if the group of visitors is headed, with their management. (5) At the request of the order staff (§ 5), all Persons who are staying in the area of the Federal Council according to § 1 to prove their access authorization. Unofficial table of contents

§ 3 Chamber

(1) Access to the plenary hall of the Federal Council during the meetings of the Bundesrat
1.
the members of the Federal Council and the plenipotentiaries of the Länder, as well as the representatives of the State Governments,
2.
the members of the Federal Government and of the representatives of the Federal Government,
3.
the staff of the Secretariat of the Federal Council, as well as the contract staff of the Stenographical Service, who have been assigned to serve in the Chamber,
4.
Other persons whose participation is authorised by the President of the Federal Council or the President of the Federal Council.
(2) During the meetings of the Federal Council, access to the press tribunals of the Chamber shall be subject to persons who have an identity card referred to in § 2 (2) (3). (3) During the meetings of the Federal Council, access to the press tribunals shall also be provided by the Press officers from the highest national authorities and national representative offices. Persons who have an identity card referred to in Article 2 (1) (2) to (4) may allow the press office to enter the press stands in individual cases in individual cases. (4) Records may be written during the meetings of the The Federal Council shall only be distributed by employees of the Federal Council in the galleries. (5) Individual visitors pursuant to § 2 para. 3 no. 2 and visitor groups according to § 2 para. 4 may be allowed to attend the meetings of the Federal Council according to the existing seats. § 4 Code of conduct

(1) In the area of the Federal Council in accordance with § 1, any act that is likely to affect the activities of the Federal Council and its institutions and bodies shall be omitted. In particular, it is not permitted to:
1.
to show or distribute information material, unless it is authorised for distribution,
2.
Unfold sprue bands,
3.
to organize collections or to offer goods without authorization,
4.
Animals to bring.
(2) In the tribunals of the Chamber during the sessions of the Federal Council shall be applant and accident manifestations, incidents, violations of order or decency as well as acts which are suitable for the undisturbed conduct of the meetings. (3) The representatives of the press, radio and television (Article 3 (2)) may, during the plenary sessions, only authorise the recording, transmission, transmission and reproduction of images or sound with the authorisation of the Use the Press Office. At meetings of the committees of the Bundesrat, the authorisation shall be granted by the committee chair. It is to be requested from the Press Office. (4) Visitors to the Federal Council have to hand over items such as coats, bags, backpacks, umbrellas, cameras or recording devices for image or sound at the cloakroom. The Visitor Service may allow exceptions for cameras or recording devices for image or sound. In plenary sessions, exemptions may only be allowed after coordination with the security officers and not for flash units. Mobile telephones are to be switched off during the meetings of the Federal Council before entering the visitors ' gallery. (5) The orders of the order person (§ 5) must be observed. At the request of the visitors, the staff of the order shall have to be identified, unless it is to be seen as such by means of service clothing or in any other visible manner. § 5 Order personnel

(1) belong to the order personnel of the Federal Council
1.
a)
the staff of the Pforte Service,
b)
the staff of the Visitor Service and the staff employed in the service area of the Administration,
c)
the security officer or the security officer,
2.
on the days of the meeting of the Bundesrat or its committees, also those who have been assigned to the meeting service
a)
employees of the parliamentary service or of the committee offices,
b)
Employees of the service area of the administration.
(2) In the event of danger in default, all employees of the Secretariat of the Federal Council shall be entitled to carry out the tasks of the ordaing person. Unofficial table of contents

§ 6 Tasks and powers of the Order's staff

(1) The administrative staff (§ 5) shall ensure compliance with the provisions of this order and shall be entitled and obliged to intervene in the event of infringement. (2) In order to fulfil his duties as referred to in paragraph 1, the order personnel shall be entitled to:
1.
to refuse access to the Federal Council pursuant to § 1, and to refer troublemers from this area to potential storms,
2.
to identify the personals of storks.
(3) Where measures in accordance with paragraph 2 do not lead to the defence of the disturbance, the management of the Secretariat of the Federal Council or a person instructed by it shall arrange for the measures necessary to repel the disturbance. Unofficial table of contents

§ 7 Special Facilities

For the use of the special facilities of the Federal Council, such as the Library and the Archives, in addition to this arrangement, their terms of use are in addition in the respective valid version. Unofficial table of contents

§ 8 Exceptions and limitations

The President of the Federal Council decides on exceptions or deviations from this order on a case-by-case basis, as well as on the restriction or extension of the access authorization of visitors on special occasion. Unofficial table of contents

Section 9 Penal and penal provisions

A violation of the provisions of these orders can be prosecuted under the conditions of § 106b of the Criminal Code or § 112 of the Law on Administrative Offences as a criminal offence or as an administrative offence. Unofficial table of contents

Section 10 Entry into force

This arrangement shall enter into force on the day following the notice in the Federal Law Gazprom.
