Due to § 58 of the Vocational Training Act, which is defined by Article 232 (1) of the Regulation of 31 December 2008, October 2006 (BGBI. 2407), in conjunction with Section 1 (2) of the Jurisdiction Adjustment Act of 16 August 2002 (BGBl). § 1 Objective of retraining, retraining and the name of the retraining qualification

(1) The aim of vocational retraining is the acquisition of the ability to act within the meaning of Article 1 (3) of the Vocational Training Act in order to carry out the following operational tasks in the field of civil aviation at airports of different sizes. To be able to carry out independently and responsibly the handling of aircraft:
1.
Inject, take and secure aircraft,
2.
Verify and serve the equipment and vehicles required for the handling and use of information systems,
3.
Handling of aircraft,
4.
Handling of luggage,
5.
Handling of cargo and mail,
6.
Observe and comply with the regulations on occupational health and safety at work, health and safety at work; guarantee of occupational safety,
7.
Observe and comply with provisions of aviation regulations and other regulations,
8.
Communicate with the parties involved in the handling,
9.
Delegating tasks and managing staff members.
(2) In the retraining examination, the participants in the examination have to prove the professional capacity to act in order to qualify for qualified professional activity as a certified expert ground transport service in the air transport sector in a changing working world. Retraining examinations are carried out by the competent authority in accordance with the Vocational Training Act. (3) The successfully completed retraining examination leads to the recognised retraining qualification "Certified Speciality Ground Transport Service in Air Transport". Unofficial table of contents

§ 2 Admission requirements for the retraining examination

For the re-examination of the retraining period, the
1.
a successful completion or journeyman's examination in a recognised vocational training occupation or at least four years of professional activity, or by presenting certificates or otherwise credibly, skills, to have acquired knowledge and skills comparable to professional capacity for action and to justify admission to the re-examination of the retraining period; and
2.
a retraining in accordance with § 3, which has been completed after the acquisition of the conditions specified in point 1.

§ 3 Art, duration and content of retraining

(1) The retraining is divided into a retraining course and an in-company retraining course. (2) The retraining course comprises at least 616 hours of teaching. The skills, knowledge and skills described in Appendix 1 are to be found in the areas of skill set out there. (3) In-company retraining is carried out in the field of civil aviation at airports and includes: at least 28 practical weeks. The skills, knowledge and skills described in Appendix 2 are to be given in the qualification centres mentioned therein, taking into account the relevant regulations, standards and regulations. § 4 outline of the retraining examination

(1) The retraining examination is divided into two parts:
1.
"Theory of the ground traffic service" and
2.
"The practice of the ground transport service".
(2) The test parts may be tested in any order on different test dates, with the last test part starting at the latest one year after the first test day of the test part already filed. Unofficial table of contents

Section 5 Examination section "Theory of Ground Transport Service"

(1) In the section entitled "Theory of Ground Transport Service", the following examination areas shall be examined:
1.
aircraft,
2.
legislation,
3.
Communication and cooperation.
(2) In the "Aircraft" examination area, it is possible to examine:
1.
Knowledge of the characteristics of civil aircraft,
2.
Knowledge of the basic arrangement of the cargo spaces, the exits, the supply connections as well as the operating elements,
3.
Knowledge and use of loading instructions,
4.
Perform subject-specific calculations.
(3) In the examination area "Legislation" it is possible to examine:
1.
Knowledge of relevant aviation regulations,
2.
Knowledge of other regulations, in particular regulations on the handling of dangerous goods and special cargoes,
3.
Knowledge of relevant occupational safety, occupational safety and accident prevention regulations,
4.
Knowledge of relevant rules on health and environmental protection,
5.
Knowledge of the relevant foundations of labour and social law.
(4) In the examination area "Communication and Cooperation" it is possible to examine:
1.
Applying the English language as a foreign language in specialist tasks,
2.
Planning and editing tasks in the team, tuning and evaluating the results,
3.
Knowledge of the process sequences in the production process,
4.
Detect and report damage and special incidents.
(5) The examination in the section "Theory of the ground traffic service" shall be carried out in writing in the form of application-related tasks. (6) The processing time for the tasks shall be:
1.
in the "Aircraft" examination area, at least 120 minutes,
2.
at least 90 minutes in the "Legislation" examination area;
3.
in the examination area "Communication and Cooperation" at least 60 minutes.
All in all, the duration of the examination should not exceed 300 minutes. Unofficial table of contents

Section 6 Examination section "Practice of the ground traffic service"

(1) In the "Practice of the Ground Transport Service" examination section, the following examination areas shall be considered:
1.
Inject, take and secure aircraft,
2.
Verify and serve the equipment and vehicles required for the handling and use of information systems,
3.
Manufacture of aircraft,
4.
Baggage handling,
5.
Communicate and co-operate with the parties involved in the handling and take over responsible organisational tasks.
(2) In the examination area "Einwise, Antake und Save von LuftVehicles" you can check:
1.
the introduction of aircraft to the pre-field position;
2.
Take on aircrafts, communicate with the cockpit,
3.
Installation and removal of safety devices.
(3) In the examination area "Examining and serving the equipment and vehicles required for handling and applying information systems", it is possible to examine:
1.
Check the operational readiness and traffic safety of equipment and vehicles,
2.
Use of equipment and vehicles in accordance with the provisions thereof,
3.
Detect and report faults and damage to devices and vehicles,
4.
Check the functionality of information systems and apply information systems.
(4) In the examination area "finished aircraft" can be examined:
1.
Loading and unloading of aircraft in accordance with loading instructions,
2.
Cargo and Mail Handling,
3.
Securing the load,
4.
Manufacture of dangerous goods and special cargo.
(5) In the examination area "Baggage Handling" you can check:
1.
Finished luggage, editing special features,
2.
Loading and unloading of the loading units, taking into account the sorting criteria,
3.
Service of baggage handling equipment,
4.
Edit special features, write damage reports.
(6) In the examination area "Communicating and cooperating with the parties involved in the handling as well as taking over responsible organizational tasks" can be examined:
1.
to communicate in a situation-oriented way,
2.
Coordinate tasks.
(7) The examination in the examination part "Practice of the ground traffic service" shall be carried out in the form of practice-oriented working samples and a situational expert discussion. The situational dialogue can be divided into several stages of discussion and can be carried out in the context of the working samples. (8) The work samples must be designed in such a way that they relate in each case to an examination area in accordance with paragraphs 1 to 5 of paragraph 1. A number of work samples can also be carried out for each examination area. The working time for the work samples is at least 240 minutes and a maximum of 330 minutes. (9) In the situational discussion, the examination participant or the examination participant is to prove that he or she is able to is to analyze operational tasks and to develop solutions for this purpose. The situational dialogue should relate to situations that arise during the execution of the work samples and support their evaluation. As a rule, the situational discussion will take 20 minutes. § 8 Evaluation of the examinations; passing of the examination

(1) The examination has been passed if the examination performance in each of the examination areas examined has been assessed according to § § 5 and 6 with at least "sufficient". (2) The two parts of the examination "Theory of the Ground Transport Service" and " Practice of the In the test section "Theory of the ground traffic service", the examination areas are to be weighted as follows:
1. Aircraft with 50 percent,
2. Legislation with 25 percent,
3. Communication and cooperation with 25 percent.
(4) In the examination section "Practice of the ground traffic service", the respective practice-oriented working samples shall be evaluated for each examination area, taking into account the situational expert discussion. A note is to be made from the scores of the individual examination achievements. (5) In the examination section "Practice of the ground traffic service" the examination areas are to be weighted as follows:
1. Introduction, take-up and securing of aircraft with 20 percent,
2. Review and use of the equipment and vehicles required for the handling and use of information systems
with 20 percent,
3. Handling of aircraft with 30 percent,
4. Baggage Handling with 20 percent,
5. Communicate and co-operate with those involved in the handling and taking over responsible organizational tasks
with 10 percent.
(6) A total note should be taken from the notes of the "Theory of the ground transport service" and "Ground Transport Service Practice" ("Theory of the ground transport service"). In doing so, the test parts shall be weighted as follows:
1. "Theory of the ground traffic service" with 40 percent,
2. "The practice of ground traffic service" with 60 percent.
(7) On passing the examination, the competent authority shall issue a certificate in each case in accordance with Annexes 3 and 4. In the case of the exemption pursuant to § 7, the place and date of the examination which has otherwise been filed and the name of the examination board shall be indicated. § 9 Repeal of the examination

(1) A part of the examination which has not been passed during the first examination may be repeated twice. Section 10 Transitional provisions

(1) Before 1 May 2015, the examination procedure for the recognised qualification of certified aeroplane manufacturer has begun in accordance with the Regulation on the examination of the recognised qualification of aeroplane handlers of 15 August 1977 (BGBl. 1565), as defined by Article 1 of the Regulation of 15 July 1980 (BGBl). 1014), may be completed by 30 April 2018 in accordance with the provisions of the previous legislation. In the case of exams which are registered by the end of December 31, 2015, the examination participant or the examination participant may apply for the application of the previous regulations; these tests must be completed by 30 April 2018. Section 11 Entry into force, external force

This Regulation shall enter into force on 1 May 2015. Appendix 1 (to § 3 (2))
Retraining course

The retraining course is divided into the following five main areas of qualification:
1.
aircraft,
2.
Aviation regulations and other regulations;
3.
Regulations on occupational safety, health and safety at work, guarantee of occupational safety,
4.
communication and cooperation,
5.
Labour and social legislation.


(1) The "Aircraft" qualification centre shall include the following qualification levels: 32 days
a) Knowledge of aircraft types and versions,
b) Knowledge and application of names and codes,
c) Knowledge and consideration of the structure of aircraft,
d) Knowledge of the arrangement, characteristics and functions of the cargo spaces and units and of the exits,
e) Knowledge and assignment of control elements and supply connections,
f) Knowledge and application of loading instructions.


(2) The qualification priority "Aviation law provisions and other regulations" shall include the following qualification contents:
11 days
a) Consideration of legal bases in air transport, in particular administrative provisions, airport use regulations and relevant provisions of the Air Safety Act,
b) Knowledge and application of technical terms and abbreviations in air transport,
c) Observe rules on dangerous goods and special cargoes,
d) Knowledge of transport geography.


(3) The focus of the qualification "Regulations on occupational health and safety at work, health and safety at work" includes the following qualification contents:
11 days
a) Apply occupational safety, occupational safety and accident prevention regulations,
b) Observe the rules of health protection, understanding health management,
c) Applying environmental protection rules, understanding environmental protection management,
d) Initiate and apply first-aid measures,
e) Apply fire protection regulations and take measures to combat firefighting.


(4) The "Communication and Cooperation" qualifiers focus on the following qualification levels:
21 days
a) Knowledge and application of teamwork and cooperation with other fields,
b) Dominate the communication behavior and deal with conflicts,
c) Apply subject-specific foreign language skills in English,
d) Detect and report damage and special incidents,
e) Knowledge of process sequences during the production process.


(5) The qualification priority "Labour and Social Law Provisions" shall include the following qualification levels:
2 days
a) Understanding the fundamentals of vocational training law,
b) Understanding the fundamentals of labour and social law, in particular labour contract law, labour constitutional and collective bargaining law as well as social security law.

Appendix 2 (to § 3 (3))
Corporate retraining

The company retraining comprises the following six qualification priorities:
1.
Inject, take and secure aircraft,
2.
Verify and serve the equipment and vehicles required for the handling and use of information systems,
3.
Manufacture of aircraft,
4.
Baggage handling,
5.
Communicate and co-operate with the parties involved in the handling,
6.
Take over responsible organizational tasks.


(1) The "Einwise, Anoccupy und Save von LuftVehicles" qualification focus includes:
13 working days
a) the introduction of aircraft to the pre-field position;
b) Take on aircrafts, communicate with the cockpit,
c) Installation and removal of safety devices.


(2) The qualification priority "Review and operation of the equipment and vehicles required for the production and the use of information systems" shall include:
32 working days
a) Check the operational readiness and traffic safety of equipment and vehicles,
b) Use of equipment and vehicles in accordance with the provisions thereof,
c) Detect and report faults and damage to devices and vehicles,
d) Check the functionality of information systems and apply information systems.


(3) The qualification priority "completed aircraft" includes: 75 working days
a) Open, close and secure the loading space doors,
b) Loading and unloading of aircraft in accordance with loading instructions,
c) Cargo and mail handling on aircraft,
d) Securing the load,
e) Manufacture of dangerous goods and special cargo.


(4) The "Baggage Handling" qualification centre includes: 15 working days
Outbound:
a) Make luggage and edit special features,
b) loading the loading units, taking into account the sorting criteria and safety procedures,
c) Operate the baggage handling facilities,
d) Edit special features, write damage reports;
Inbound:
a) Make luggage and special luggage and edit other special features
b) unloading the load units, taking into account the sorting criteria,
c) Operate the baggage handling facilities,
d) Edit special features, write damage reports.


(5) The focus of the "Communicating and Cooperative with the participants in the handling of the parties" qualifiers is:
3 working days
a) Situation-friendly communication in the team as well as with internal and external partners,
b) Give instructions and information in English, too,
c) Situation-oriented application of communication means and rules.


(6) The focus of the qualification "Assuming responsible organizational tasks" includes:
2 working days
a) delegating tasks,
b) Employees and employees,
c) Coordinate tasks and teams.
