§ 1 Acquisition of the Basic Qualification

(1) The prior acquisition of the respective driving licence shall not be required for access to the acquisition of the basic qualification. (2) The examination of the basic qualification shall consist of a theoretical and a practical examination in accordance with the conditions laid down in the Annex 2. § 2 Acquisition of the accelerated basic qualification

(1) For access to the acquisition of the accelerated basic qualification, the prior acquisition of the respective driving licence is not required. (2) The duration of the teaching is 140 hours in total, 60 minutes each. During the course of the teaching, the necessary basic knowledge and skills must be given in each of the areas of knowledge listed in Appendix 1. § 3 Requirements for teaching and testing in special cases

§ 4 Training

(1) In the course of further training, the areas of knowledge listed in Appendix 1 shall be deepened and repeated, with particular emphasis on road safety and fuel economy. § 6 Recognition of training centres

Appendix 2 (to § 1 para. 2 sentence 1)
Examinations for the acquisition of the basic qualification

1.
The theoretical examination shall consist of a written examination of the same parts.
a)
Multiple-choice questions,
b)
Questions with a direct answer,
c)
a discussion of practical situations. All areas of knowledge under Annex 1 must be adequately covered. The theoretical examination takes 240 minutes.

The practical test consists of a driving test, a practical test piece and the management of critical driving situations. If the driving licence required for the driving of the test vehicle is not available in the course of the acquisition of the basic qualification, the applicant and the applicant must be accompanied by a person who has a valid driving licence in accordance with the driving instructing law for the respective driving licence class. In the case of these journeys, the accompanying person shall be considered to be the driver of the motor vehicle in the sense of the road traffic law. The aim of the driving test shall be to assess the applicant's driving practical abilities. It must take place on roads inside and outside closed towns, on highways and highways, and in situations of different traffic density. The journey time is to be used to assess the abilities of the applicant in all different traffic situations. The driving test takes 120 minutes. The objective of the practical test part is the evaluation of the number 1.4 (driving licence classes C1, C1E, C, CE), 1.5, 1.6 (driving licence classes D1, D1E, D, DE), 3.2, 3.3 and 3.5 (driving licence classes C1, C1E, C, CE, D1, D1E, D, DE) of Appendix 1 to the knowledge areas mentioned. The practical test piece lasts 30 minutes. In dealing with critical situations, the control of the motor vehicle, in particular, with different conditions of the road, is checked, depending on weather conditions, as well as day and night time. This test piece will take place either on a special terrain or in a powerful simulator. The duration of the tests shall be determined in such a way that the examiner or the examiner can carry out the said assessments and shall not exceed 60 minutes. The motor vehicle used in the practical test shall be subject to the criteria for Test vehicles corresponding to points 2.2.6 to 2.2.13 and 2.2.16 of Appendix 7 of the driving licence regulation.

General provisions

This certificate shall be drawn up in accordance with Directive 2003 /59/EC of the European Parliament and of the Council of 15 July 2003 on the initial qualification and periodic training of drivers of certain motor vehicles for the carriage of goods or passengers by road and on the Amendment of Council Regulation (EEC) No 3820/85 and Council Directive 91 /439/EEC and repealing Council Directive 76 /914/EEC (OJ L 139, 30.4.1996, p. EU No L 226 p. 4).
It is confirmed that the driver, whose name is indicated on the certificate, satisfies the conditions of qualification or training for the period of validity of the certificate, which the Directive applies to: 2003 /59/EC for the conduct of commercial passenger transport operations in the territory of the Member States of the European Union or of the States Parties to the Agreement on the European Economic Area.
The certificate may be withdrawn by the competent German authority which issued it, in particular if the holder of the certificate relating to facts which were significant for the issuing of the certificate was incorrect Evidence has been made.
