Chapter 8a regulations for the installation of type approved engines in vehicles § 8a.01 definitions within the meaning of this provision shall apply as: 1. 'competent authority' the Central ship inquiry/ship gauging Office for the water and shipping Directorate South West;
2. "Engine" means an engine which works on the compression-ignition principle (diesel engine);
3. a "Vehicle drive motor" engine, which is installed in a vehicle as a main or auxiliary propulsion;
4. "Help engine" means an engine; not used for special applications in machines on board a vehicle as a vehicle drive motor
5. "Replacement engine" a used, refurbishers engine, which will replace one in operating w lichen engine and which is, has the same number of cylinders of the same design as the engine to be replaced and whose power and speed to no more than 10% of the motor to be replaced depart;
6 "Type-approval" the decision according to section 3 of the inland waterway exhaust emission Regulation by August 20, 2005 (BGBl. I p. 2487) in amended competent authority certifies that an engine type, engine family or engine group with regard to the level of the emission of gaseous and particulate pollutants from the engine meets the technical requirements of inland waterway exhaust emission Regulation;
7 "Installation test" the procedure by which the competent authority ensures that the engine installed in a vehicle meets the technical requirements of this regulation and the provisions of the inland waterway exhaust emission Regulation even after any changes made since the type-approval and/or preferences with regard to the level of the emission of gaseous and particulate pollutants;
8 "Intermediate" the procedure by which the competent authority ensures that the engine in a vehicle meets the technical requirements of this regulation and the provisions of the inland waterway exhaust emission Regulation even after any changes made since the installation testing and/or preferences with regard to the level of the emission of gaseous and particulate pollutants;
9 "Special audit" the procedure by which the competent authority ensures that the engine in a vehicle meets the technical requirements of this regulation and the provisions of the inland waterway exhaust emission Regulation also after any significant change in terms of the level of the emission of gaseous and particulate pollutants;
10 a defined according to annex 1 part I of a manufacturer and approved by the authority under section 3 of the inland waterway exhaust emission Regulation summary of motors, which should have construction similar characteristics with regard to the level of the emission of gaseous and particulate pollutants and the requirements of this regulation and the inland waterway exhaust emission Regulation in accordance with "Engine group", which has an adjustment or modification of individual engines after the type approval within fixed limits;

In this, the engine manufacturer to be created and to be approved the competent authority instructions, the emission related components, settings, and parameters are to be specified, compliance ongoing compliance with the emission limit values and using their be assumed; It must at least contain: a) engine type with specification of the rated power and rated speed;
b) collection of emission relevant components and engine parameters;
(c) identifying characteristics for the identification of approved emission related components (such as on the components part numbers);

§ 8a.02 principle following general rules apply to all engines: 1 the provisions apply to all engines with a rated power (PN) of 19 kW or more, which is installed in vehicles or machines on board. Without prejudice to the provisions of paragraph 2 and paragraph 3 Article 7a (1) and 5 of the directive as regards the limit values and the type-approval also applies for vehicle auxiliary engines with a rated power of more than 37 kW. Excluded are: a) vehicle propulsion and vehicle auxiliary engines of the following categories according to annex I section 4.1.2.4 of Directive: aa) vehicle auxiliary engines with constant speed and a nominal power greater than 19 kW and less than 37 kW, up to 31 December 2006;
BB) V1: 1 to V1: 3, up to 31 December 2006;
CC) V1: 4 and V2: 1 to V2: 5, up to 31 December 2008;
b) engines, which comply with the limit values of stage I of annex XIV of the directive and until June 30, 2007.
c) replacement engines, which were built until December 31, 2011, in vehicles or machines on board. Replacement engines must have been also installed in vehicles, which were until December 31, 2007 in operation.
2. the Motors must not exceed the exhaust emission limits for carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOx) and particulate (PT) laid down in the directive.
3. compliance with the emission limit values for an engine type, a group of engine or engine family is through a type-approval has been granted pursuant to paragraph 3, to prove. A copy of the type approval certificate and the motor parameters log shall be carried on board.
4. for installation testing, the following applies: a) an installation check is carried out after the installation of the engine on board, but before his commissioning,. § 8a.03 type-approvals 1 are following approvals to recognise if the motor is covered by the type-approval: a) type-approvals according to Directive;
b) type-approvals pursuant to chapter 8a of the Rhine vessel inspection regulations;
c) type-approvals are recognised pursuant to annex XII of Directive or according to § 8a.07 of the Rhine vessel inspection regulations as equivalent.
2. the assignment of the motor application for testing according to the type-approval procedure is based on the following table.

§ 8a.05 installation, and special examination 1.
The competent authority checks on the occasion of the installation check referred to in paragraph 2 No. 4, at intermediate examinations referred to in paragraph 2 No. 5 and special inspections pursuant to paragraph 2 No. 6 specified the current state of the motor in the motor parameters log components, settings and parameters on the basis of the control instructions specified by the manufacturer. 5. on motors, which belong to a group of motor, setting changes or modifications which are permitted in accordance with the type test, may be carried upon installation or operating on board.
6.
If setting changes or modifications to the engine are made according to the type-approval, these are in the motor parameters log note.
7. the competent authority can reduce the amount of installation - or midterm for a motor for a type-approval has been granted. The entire test must be performed for at least one cylinder or an engine of an engine family or engine group and may only be reduced if it is expected that all other cylinders or motors have the same performance as the tested cylinder or engine.

§ 8a.06 technical services 1.
The technical services must be the European standard about the General requirements for the competence of testing and calibration laboratories (DIN EN ISO/IEC 17025: 2000) meet the following conditions: a) engine manufacturers can not be recognized as technical services.
(b) for the purposes of this rule, a technical service with the consent of the competent authority can use facilities outside of the own body.
2. technical services must demonstrate at the request of the competent authority that they are recognized within the European Union for activities under this provision. Services in third countries can be named only in the framework of a bilateral or multilateral agreement between the European Union and the third country as a recognized technical service.

Section 10.03 portable fire extinguishers 1.
At the following points based on a portable fire extinguishers according to the European standard EN there must be 3:1996: a) in the wheelhouse;
(b) near each entrance from deck to residential premises;

Article 15.09 life-saving appliances 1.
