This Regulation shall be used in conjunction with the Labour Protection Act
implementation of the following Directive:
Council Directive 90 /270/EEC of 29 May 1990 on the
Minimum requirements relating to safety and health protection

§ 1 Scope

(1) This Regulation shall apply to the work on display screen equipment. (2) This Regulation shall not apply to the work carried out on
1.
operations of machinery or at the driver ' s point of use of vehicles with visual display devices,

Display devices on board of transport,

Data processing installations intended primarily for use by the public,
4.
Visual display devices for mobile use, provided they are not regularly used in a workplace,

Calculating machines, cash registers or other means of work with a small data or measured value display device, which is necessary for the direct use of the work equipment, and

Typewriters of classic design with a display.

§ 2 Definitions

§ 3 Assessment of working conditions

In assessing the working conditions in accordance with § 5 of the German Labor Protection Act (Arbeitsschutzgesetz), the employer has the safety and health conditions in particular with regard to a possible endangering of the vision, as well as the conditions of health and safety. to identify and assess physical problems and mental stress. § 4 Requirements for design

(1) The employer shall take appropriate measures to ensure that the workstations correspond to the requirements of the Annex and other legislation. Display device and keyboard
1.
The characters shown on the screen must be sharp, clear, and sufficiently large, and must have an appropriate character and line spacing.
2.
The image displayed on the screen must be stable and free of flickering; it must not have any distortion.
3.
The brightness of the screen display and the contrast between the sign and the character background on the screen must be easily adjustable and be adapted to the conditions of the working environment.
4.
The screen must be free of disturbing reflections and glare.
5.
The display screen must be free and easily rotatable and tiltable.
6.
The keyboard must be separate and tiltable from the display screen, so that users can take an ergonomically favourable working position.
7.
The keyboard and the other input means must be able to be variably arranged on the working surface. The working surface in front of the keyboard must allow a laying on of the hands.
8.
The keyboard must have a surface that is low in reflection.
9.
The shape and the stop of the keys must allow ergonomic operation of the keyboard. The lettering of the keys must be clearly lifted off the ground and can be read in the normal working position.
Other work equipment
10.
The work table or the working surface must have a sufficiently large and low-reflection surface and permit a flexible arrangement of the screen device, the keyboard, the records and the other working means. Sufficient space for an ergonomically favourable working position must be provided. A separate stand for the screen device can be used.
11.
The work chair must be ergonomically designed and stand-proof.
12.
The document holder must be stable and adjustable and can be arranged in such a way that uncomfortable movements of the head and eye are restricted as far as possible.
13.
A footrest can be made available on request if an ergonomically favorable working position without footrest cannot be achieved.
Work Environment
14.
There must be sufficient space for changing working positions and movements at the work station.
15.
The lighting must correspond to the type of vision and must be adapted to the visual ability of the users, thereby ensuring an appropriate contrast between the screen and the working environment. Due to the design of the display workstation as well as the design and arrangement of the lighting, disturbing glare effects, reflections or reflections on the screen and the other working media are to be avoided.
16.
Screen workstations shall be set up in such a way that luminous or illuminated surfaces do not cause glare and that reflections on the screen are avoided as far as possible. 21.
In the case of development, selection, acquisition and modification of software as well as in the design of the work on display screen equipment, the employer shall take account of the following principles, in particular with regard to user-friendliness:
21.1
The software must be adapted to the task to be performed.
21.2
The systems must provide users with information about the respective dialogue flows either directly or on request.
21.3
The systems must allow users to influence the respective dialogue runs, as well as describe possible errors in handling and allow them to be eliminated with limited work effort.
21.4
The software must be able to be adapted to the knowledge and experience of the users with regard to the task to be performed.
22.
No device for qualitative or quantitative control may be used without the knowledge of the user.
