§ 1 Purpose of the survey

The following federal statistics are to be found in order to determine the number and composition of the population, as well as their changes and their causes:
1.
the statistics of the natural population movement, broken down into the
a)
statistics of marriages,
b)
Statistics on the founding of life partnerships under the Life Partnership Act,
c)
Birth statistics,
d)
Mortality statistics, including cause of death statistics,
2.
the statistics of final decisions in the case of marriage resolved;
3.
the statistics of the legally enforceable repeals of life partnerships,
4.
Migration statistics and
5.
the continuation of the population.

§ 2 Statistics of the natural population movement

(1) The authorities responsible under national law for the management of civil status registers shall transmit to the statistical offices of the Länder at least monthly the data on marriages, the justifications of life partnerships, live and total-born children. Children and deaths. The data shall be transmitted electronically to the extent that the technical conditions are established for this purpose. In the case of electronic transmission, an encryption method corresponding to the state of the art is to be used. (2) In the case of marriages, the following data are transmitted:
1.
as survey characteristics
a)
Date of marriage and registry office, which registered the marriage,
b)
Nationality, place of residence, day of birth, family status of the family and the number of children of the spouses,
2.
as auxiliary characteristics
a)
register number,
b)
month and year of appraisal,
c)
Address of the Ehelers.
(3) The following data shall be forwarded for the setting up of life partnerships:
1.
as survey characteristics
a)
Day of establishment of the life partnership and authority which has registered the establishment of the life partnership,
b)
Nationality, sex, place of residence, day of birth and family status of the life partner or life partner,
2.
as auxiliary characteristics
a)
register number,
b)
month and year of appraisal,
c)
Address of life partners.
(4) The following data shall be transmitted in the case of live and in the case of stillborn children:
1.
as survey characteristics
a)
Day of birth and registry office, which registered the birth,
b)
Gender,
c)
Indication of whether the parents of the child are married to each other,
d)
Day, place and state of the birth of the parents and their nationality and place of residence,
e)
single or multiple births, in the case of multiple births, the number of boys and girls,
f)
Day of birth of the child of the mother who was born before, indicating the number of children born of the mother, the number of children born to the mother,
g)
in the case of children whose parents are married to one another: the date of marriage of the parents, the number of children born in the marriage, the number of children born in the marriage, the number of children born in marriage, the number of children born in marriage,
h)
in the case of live births, an additional indication as to whether the child has acquired the German nationality in accordance with Article 4 (3) of the Nationality Act,
2.
as auxiliary characteristics
a)
register number,
b)
month and year of appraisal,
c)
in the case of multiple births: the register number of the previously born multi-child child,
d)
Address of parents.
(5) In the case of deaths, the following data shall be transmitted:
1.
as survey characteristics
a)
Death date and registry office, which registered the death,
b)
Day, place and state of birth, sex, nationality, marionality, place of residence,
c)
in children who died within the first 24 hours of life: in addition to their lifespan,
d)
Day of birth of the surviving spouse or surviving life partner or surviving life partner,
2.
as auxiliary characteristics
a)
register number,
b)
month and year of appraisal,
c)
Address under which the deceased person was last registered.
(6) In the case of the assessment of an event occurring abroad in accordance with paragraphs 2 to 5 by a German registry office, it must also be stated as a survey feature that the event has occurred abroad; in the case of deaths, it is beyond that indicate the State in which death occurred. (7) The authorities responsible for receiving the confidential part of the medical certificate of death (death certificate) shall transmit to the statistical offices of the countries at least monthly with the register number of the death entry and the competent Information on the causes of death and the circumstances of death, according to the information on the death certificate. The transfer shall be carried out electronically, insofar as the technical conditions are established for this purpose. In the case of electronic transmission, an encryption method corresponding to the prior art is to be used. The register number of the death case entry serves as an auxiliary property. § 3 Statistics of final decisions in matrimonial matters and statistics of legally enforceable litigations of life partnerships

The courts of first instance responsible for matrimonial matters as well as for the repeal of life partnerships and the findings of non-existence of civil partnerships shall transmit to the statistical offices of the countries by the legal force of the decision at least monthly data as survey characteristics:
1.
in case of judicial decisions on matrimonial matters
a)
indication of whether the application has been made by the husband, the wife, both jointly or by an administrative authority, the respondent's statement, the content of the decision and the date of the decision's legal force,
b)
Nationality and date of birth of the spouses, date of marriage, number of children living in Community minors,
c)
A circle or city of a circle in which the normal residence for the place of jurisdiction is situated,
2.
in the case of waivers and findings of the non-existence of life partnerships
a)
the date of establishment of the life partnership, the content of the decision and the date of the decision's legal force,
b)
Nationality, day of birth and sex of life partners or life partners,
c)
A town or district in which the normal place of jurisdiction for the place of jurisdiction is located.

§ 4 Migration statistics

(1) The transfer of the single flat or the main dwelling shall be followed by
1.
in the case of a move into a single flat or main apartment,
2.
in the case of an excerpt from a single flat or main apartment,
3.
in case of a change in the housing status of a secondary apartment to the single flat or main apartment
across municipal boundaries, the authorities responsible under national law for the reporting system shall transmit to the statistical offices of the Länder the information on the characteristics referred to in paragraphs 2 and 3. The transmission must be carried out electronically at least monthly by means of an encryption method corresponding to the state of the art. (2) The survey features are:
1.
Day of entry into the new single flat or main apartment or day of withdrawal from the previous single flat or main apartment or day of exchange of the apartment status of a secondary apartment to the single flat or main apartment,
2.
bisheriger and new place of residence as well as housing status in the former and new place of residence,
3.
Gender, day of birth and marianage,
4.
nationality, place of birth and, at birth abroad, also the state of birth,
5.
legal affiliation to a public-law religious society,
6.
in addition, in the case of access from abroad: the date of the last departure from the country to another country,
7.
in addition to the registration abroad, with the indication of the target area or in the case of a logout without specifying the target area: the date of the last train from abroad,
8.
Fact of registration and logout of officals.
(3) Auxiliary characteristics are:
1.
the name of the reporting authority,
2.
the regulatory characteristics of the reporting authority,
3.
last previous and current address.
(4) Where the reporting authority provides for a feedback procedure from the events listed in the first sentence of the first subparagraph of paragraph 1 to 3, the transmission of the data shall only take place after the conclusion of the feedback procedure. Unofficial table of contents

§ 5 Continuation of the population and population presupposes

(1) The population shall be
1.
according to the results of statistics of the natural population movement and migration statistics, and
2.
in accordance with the information referred to in paragraph 2, on the exchange of nationality and on divorces and withdrawals of marriages and civil partnerships.
The basis for the continuation is the last census in each case. The update is made for the population as a whole, as well as separately by sex, age, family status, place of residence and nationality. (2) The authorities responsible for the reporting system according to national law shall transmit the statistical offices of the Länder. at least monthly electronically using encryption methods corresponding to the state of the art:
1.
for the determination of the number of German and non-German people acquiring, in so far as it is not acquired by birth, or loss of German nationality as survey characteristics
a)
Place of residence, gender, day and place and state of birth, family status,
b)
Day of acquisition or loss of German citizenship,
c)
in the case of abandoners of German nationality: newly acquired citizenship,
d)
on the acquisition of German nationality: previous nationality,
2.
for the determination of family status in matrimonial matters and life partnerships as survey characteristics
a)
Indication of whether it was a divorce or the annulment of a marriage or a life partnership,
b)
Place of residence, gender, day of birth and nationality,
c)
Day of termination of marriage or civil partnership,
3.
as auxiliary characteristics for points 1 and 2
a)
the name of the reporting authority,
b)
the regulatory characteristics of the reporting authority,
c)
Address.
(3) The Federal Statistical Office shall carry out population forecasts on the basis of the data relating to § § 2 to 5. The responsibility of the countries to carry out the forecasts for their area of competence shall remain unaffected. Unofficial table of contents

§ 6 Transitional provision

The following information shall be provided for the period from 9 May 2011:
a)
Information in accordance with Article 2 (3), with the exception of the claim pursuant to section 2 (3) (2) (c) and
b)
Information in accordance with Section 3, first sentence, point 2, with the exception of information on the findings of non-existence of life partnerships.
The information referred to in § 4 (3) (2) and (3) and § 5 (2) (3) (b) and (c) shall be provided for the first time as of 1 May 2015. The data shall be transmitted electronically to the extent that the technical conditions for this are created and the data are available electronically. Section 7 Entry into force, external force

This Act shall enter into force on 1 January 2014. At the same time, the Population Statistics Act, as amended by the Notice of 14 March 1980 (BGBl. 308), as last amended by Article 1 of the Law of 18 July 2008 (BGBl I). 1290), except for force.
