Preamble

On the basis of
-
that Berlin is the capital of the united Germany on the basis of the unification treaty,
-
that the German Bundestag has repeatedly expressed its political will that, after the German reunification of Germany, Parliament and the government will once again be in the German capital Berlin, which in more than 40 years of German division will be a symbol of will to the German unity, to have their seat,

§ 1 Purpose of the Law

(1) The purpose of the law is to implement the decision of the German Bundestag on the completion of the unity of Germany of 20 June 1991 Principles for the relocation of the constitutional bodies Bundestag and federal government to the federal capital Berlin must be determined as well as the perception of governmental activities in the Federal Capital of Berlin and in the Federal City of Bonn and to ensure a compensation for the region of Bonn. Education and Science, Culture, Research and Technology, Telecommunications,
b)
environment and health,
c)
Food, Agriculture and Forestry,
d)
development policy, national, international and supranational institutions,
e)
Defense.
4.
Ensuring the political responsibility of the Federal Government vis-à-vis the German Bundestag and the Bundesrat, as well as the functioning capacity of the Federal Government and its authorities.
5.
Support of the Federal Capital of Berlin and the Federal City of Bonn with the special tasks assigned to them by the Federal Government for the performance of the general government representation.
6.
Adequate compensation for the Bonn region for the relocation of the constitutional bodies of the German Bundestag and the Federal Government to Berlin.
7.
Compensation for the disadvantages of the employees concerned, insofar as this is necessary and appropriate.

§ 2 Seat of the German Bundestag

(1) The seat of the German Bundestag is the Federal Capital of Berlin. § 3 The seat of the Federal Government

§ 4 Organisation of the Federal Government

§ 5 Measures of the Federal Government for the Federal Capital Berlin

(1) The Federal Government and the Land of Berlin cooperate in order to ensure the functioning of the Federal Capital of Berlin as the seat of the German Bundestag and the Federal Government. The federal state of Brandenburg is to be included in this cooperation, insofar as this is necessary in order to contribute to the functioning of the federal capital Berlin. (2) The federal government supports the federal state of Berlin in the case of the federal government for the perception of the federal capital Berlin. § 6 Measures of the Federal Government for the region of Bonn

(3) The Federal Government should endeavour, together with the countries concerned, to work towards the formation of policy areas in the Bonn region through the settlement of supplementary institutions. (4) The Federal Government also supports the Federal City of Bonn the special tasks assigned to it by the Federal Government for the exercise of the general state representation. (5) The detailed design remains contractual agreements between the Federation on the one hand and the countries concerned as well as the Local authorities of the Bonn region on the other hand. Section 7 Transfer of federal institutions and seat requirements

(1) The laws applicable to the following federal authorities
1.
Bundeskartellamt,
2.
Federal Insurance Office,
3.
Federal supervisory authority for the credit sector,
4.
Federal supervisory authority for insurance,
5.
Federal Office of Food and Forestry,
6.
Bundesanstalt für agricultural Marktordnung,
7.
Federal Court of Auditors,
8.
Federal Institute for Vocational Education and Training,
9.
Federal Health Office,
10.
Central Postbank,
11.
Central Office for Employment Services
shall be amended as follows:
a)-k) ... (2) The federal government will relocate the headquarters of the Federal Railway Authority and the main administration of the Federal Railway assets in the Federal City of Bonn, as well as to relocate parts of the following federal institutions to Bonn:
1.
Bundesforschungsanstalt für Landeskunde und Raumordnung (Federal Research Institute for Regional Studies and Spatial Planning) (Berlin branch office)
2.
Federal Department of Construction,
3.
Federal Statistical Office (Berlin branch office),
4.
Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources) (Berlin branch office)
5.
Federal Office for Radiation Protection (Foreign Office Berlin).
(3) The Federal Government shall endeavour to ensure that the following institutions take their seat in the Federal City of Bonn:
1.
German Foundation for International Development,
2.
German Development Service,
3.
German Development Institute,
4.
Max Planck Institute for Education Research,
5.
German Society for Food,
6.
Pedagogical office of the German Adult Education Association.
(4) The decision on the seat of the Federal Government pursuant to Section 3 (2) of the laws as amended by the provisions of paragraph 1 as well as the seating arrangements and the relocations in accordance with paragraph 2 shall be completed. § 8 Measures of service law

§ 9 Notices in the Federal Law Gazans

the statement of the President of the German Bundestag in accordance with Section 2 (2),

the date in accordance with section 3 (2) by the Federal Chancellor,

the date in accordance with section 7 (4) by the Federal Ministry of Regional Planning, Construction and Urban Development.

Section 10 Entry into force

This Act shall enter into force on the day after the announcement.
