(1) The unquestionability or the legal force of a decision before the proclamation of this Regulation shall not be contrary to a new decision under this Regulation. (2) Insofar as claims by If the person concerned has been authorized by a decision or by a final court decision without reservation, it shall retain the right to apply for the benefit of the entitled person.
