On the basis of section 46 (2) and section 21 (1) of the Vocational Training Act of 14 August 1969 (BGBl. 1112), as last amended by Article 35 of the Regulation of 21 September 1997 (BGBl I). 2390), in conjunction with Article 56 of the Jurisdiction Adjustment Act of 18 March 1975 (BGBl I). 705) and the organisational decree of 27. October 1998 (BGBl. 3288), the Federal Ministry of Education and Research, after consulting the Standing Committee of the Federal Institute for Vocational Education and Training and in agreement with the Federal Ministry of Economics and Technology, is responsible for: Unofficial table of contents

§ 1 Objective of the examination and designation of the financial statements

(1) In order to demonstrate the knowledge, skills and experience acquired through professional training as a certified bank specialist, the competent authority may carry out exams in accordance with § § 2 to 10. (2) The examination shall determine whether the examination participant possesses the necessary qualifications, which shall enable him to take on qualified technical tasks in the credit industry on his own responsibility. In doing so, he is to assess credit-economic issues on the basis of economic, economic and legal correlations, and to implement the findings in practical action in the credit institution. In the context of in-depth knowledge, he is to demonstrate organizational-methodological and dispositive knowledge as a basis for the assumption of organisational and managerial tasks. (3) The successfully completed examination leads to the recognised Certified Banking Specialist/Certified Banking specialist. Unofficial table of contents

§ 2 outline and conduct of the examination

(1) The examination shall be divided into the test parts:
1.
Basic qualifications,
2.
Special qualifications.
(2) The examination part "Basic Qualifications" is divided into the examination areas:
1.
General banking industry,
2.
business administration,
3.
Economy,
4.
Right.
(3) In the examination section "Special Qualifications", the examination subject elects one of the examination areas:
1.
private customer business,
2.
real estate,
3.
Corporate customer business.
(4) The examination shall be carried out in writing and orally. (5) The written examination shall be carried out in the examination areas referred to in paragraph 2 and in the selected examination area referred to in paragraph 3 from practice-oriented tasks under supervision. shall be carried out and shall be at least 90 minutes and not more than 120 minutes for each examination area. The written examination results in the examination areas, which have been evaluated with less than 50 points but at least 40 points, must be supplemented by an oral examination at the request of the examination participant. The application for this supplementary examination must be rejected if an examination performance of less than 50 points has been assessed in more than one examination area. The evaluation of the written examination performance and the oral supplementary examination are summarised. In doing so, the evaluation of the written examination performance is doubly weighted. As a rule, the oral examination should not take more than 15 minutes. (6) The oral examination consists of a practice-oriented situation interview. Admission to the oral examination is to be refused if there is no sufficient performance in the written examination in more than one examination area. The duration shall not exceed 20 minutes. The test participant shall demonstrate, on the basis of one of two overlapping practice-related cases presented to him, from the examination section referred to in paragraph 2 and the selected examination area referred to in paragraph 3 that he is in a position to:

to systematically analyze facts, to process them in a targeted way, and to present them as well as
-
to prepare and carry out discussions in a situation-related manner.
The examination participant is entitled to 20 minutes of preparation time. Unofficial table of contents

§ 3 Admission requirements

(1) For the purpose of examination, it shall be possible to
1.
a final examination completed with success as a "Bankkaufmann/Bankkauffrau" or "Sparkassenkaufmann/Sparkassenkauffrau" and thereafter an at least two-year professional practice or
2.
a successful final examination in another recognised commercial or administrative training profession and a further professional practice of at least three years, or
3.
a minimum of six years of professional experience.
(2) The professional practice referred to in paragraph 1 shall have essential references to the tasks in the credit industry referred to in Article 1 (2). (3) By way of derogation from paragraph 1, it may also be admitted to the examination who is responsible for the presentation of certificates or in any other way, believable that it has acquired knowledge, skills and experience that justify the admission to the examination. (4) To allow an additional examination area from the "Special Qualification" section of the examination, who has already passed an examination as a bank economist/bank specialist. § 4 Basic qualifications

(1) In the examination area "Allgemeine Bankbetriebswirtschaft" (General Bank Business Management), the examination participant is to prove that he is systematically and decisionoriented in the field of banking objectives and tasks, taking into account prudential regulations and can analyze and derive appropriate action steps from this. In this context, it is possible to examine:
1.
Banking framework conditions,
2.
Annual accounts of credit institutions,
3.
Bank controlling,
4.
Banking policy,
5.
Bank marketing.
(2) In the examination area "Business Management", the examination participant is to prove that he can interpret and analyse processes in the company on the basis of business fundamentals. It is intended to be able to assess and take into account company goals, organizational and cooperation forms in the interaction of employees, customers and companies. In this context, it is possible to examine:
1.
General business administration:
a)
Operating accounting,
b)
cost and benefit calculation,
c)
Balance Sheet,
d)
investment and financing of farms;
2.
Staff and communications:
a)
Personnel management,
b)
labour law,
c)
Communication and project work.
(3) In the examination area "Economics", the examination participant is to demonstrate that he can identify the effects of economic policy measures on economic issues and assess their fundamental influences on the banking business. In this context, it is possible to examine:
1.
Economic framework data,
2.
goods and capital markets,
3.
money, credit, currency,
4.
economic and social policy,
5.
Economic relations and competition.
(4) In the examination area "Law", the examination participant is to prove that he has a basic knowledge of civil law, commercial and corporate law, the right of credit protection, as well as the broad guidelines of procedural and insolvency law. and assess their importance in practice-related matters. In this context, it is possible to examine:
1.
Civil law,
2.
Commercial and company law,
3.
credit security law,
4.
Basic principles of procedural and insolvency law.

§ 5 Special Qualifications

(1) In the "Private customer business" examination area, the test participant is to demonstrate that he is aware of the economic importance of banking products and services for the retail banking business, to assign them as needed and to strategies for money- and asset investments can develop in a customer-oriented way. It is intended to be able to assess legal and contractual provisions in the production of services and to coordinate customer and corporate interests in the decision-making process. In this context, it is possible to examine:
1.
Selected problems of account and payment transactions,
2.
Money and wealth investments.
(2) In the "Real Estate Business" examination area, the test participant is to demonstrate that he is aware of the economic importance of banking products and services for the real estate business, to assign them as needed and to finance real estate financing. and investments in real estate funds can develop in a customer-oriented way. It is intended to be able to assess legal and contractual provisions in the production of services and to coordinate customer and corporate interests in the decision-making process. In this context, it is possible to examine:
1.
Selected problems of account and payment transactions,
2.
Private and commercial real estate financing,
3.
Investment in real estate funds.
(3) In the "Corporate Customer Business" examination area, the test participant is to prove that he knows the economic importance of banking products and services for the corporate customer business, and that he/she is able to assign these to meet the needs of the company. Financing strategies and investments can be developed in a customer-oriented way. It is intended to be able to assess legal and contractual provisions in the production of services and to coordinate customer and corporate interests in the decision-making process. In this context, it is possible to examine:
1.
Selected problems of account and payment transactions,
2.
credit business,
3.
Selected questions of the foreign business of corporate customers.

§ 6 Invoice of other exams

From the filing of individual written examinations in accordance with § 2 (5), the examination participant may, on request, be exempted from the competent authority if he/she is before a competent authority, a public service or a public service. has successfully completed an examination in the last five years prior to the application, which meets the requirements of the respective examination areas, before a state examination board has been submitted to a state examination board. Section 7 Existence of the Examination

(1) The individual examination achievements in the examination areas according to § 2 (2) and (3) and in the oral examination pursuant to § 2 (6) are to be assessed separately. The evaluation shall be based on the points assessment scale listed in Appendix 2. The overall grade of the examination results from the average of the points evaluation of the individual examination achievements. (2) The examination is passed if the examination participant in all examination achievements at least sufficient performances (50 points) (3) On the existence of the test, a certificate shall be issued in accordance with Appendix 1 and a certificate according to Appendix 2. In the case of the exemption pursuant to § 6, the place and date of the examination as well as the name of the examination board shall be indicated in the certificate in accordance with Appendix 2. (4) On the result of an additional examination in accordance with § 3 para. 4 in a The examination areas listed in section 2 (3) must be issued with a certificate. Section 8 Repeal of the examination

(1) The examination which has not been passed can be repeated twice. (2) With the request for repetition of the examination, the examination subject shall be exempted from individual examination achievements if he/she with his achievements in the previous examination at least 50 points, and he has registered for the re-examination within two years, calculated from the date of completion of the examination which has not been passed. The examination participant may apply for the examination to be carried out again. In this case, the last result for the existence shall be taken into account. Unofficial table of contents

§ 9 Ausbildereignung

Those who have passed the examination for the "audited bank specialist/certified bank specialist" under this regulation are exempt from the written part of the examination of the Trainers Suitability ordinance issued under the Vocational Training Act. Section 10 Transitional provisions

(1) The examination procedure commenced until 31 December 2000 may be completed by 1 July 2002 in accordance with the provisions of the previous regulations. (2) The competent authority may, at the request of the examination participant, also take the repeat examination in accordance with of this Regulation; § 8 (2) shall not apply in this case. Section 11 Entry into force
