Section 1 Establishment of the Fund

§ 2 Purpose and appropriation of funds; authorisations for regulations

§ 3 Position on legal transactions

Section 4 Financing of the Fund

(1) The Federal Government shall make available to the Fund an appropriation of 8 billion euros. The liquidity of the Fund is ensured by the Federal Government. (2) The countries participate in the financing in accordance with the provisions of paragraph 3. (3) The financial participation of the countries in the Fund in the years 2014 to 2019 shall be effected by the change of the Amounts within the scope of the turnover tax distribution in accordance with § 1 sentence 5 of the Financial Equalization Act of 20 December 2001 (BGBl. 3955, 3956), which was last amended by Article 2 of the Law of 15 July 2013 (BGBl I). 2401). Section 5 Economic plan and budgetary law

All revenue and expenditure of the Fund shall be entered in an economic plan. The economic plan shall be in balance in revenue and expenditure. It will be published for the 2013 marketing year as an annex to the legal regulation to be adopted in accordance with § 2 paragraph 4 and will be published as an annex to the federal budget from the financial year 2014 until the dissolution of the fund. § 6 Accounting

At the end of each accounting year, the Federal Ministry of Finance shall, at the end of each financial year, draw up the revenue and expenditure account in accordance with the federal budget and shall add the statements to the revenue and expenditure account of the Federal government.
