(Section 3 (1) (2) of the Narcotics Act), which is entitled to participate in the traffic within the meaning of Section 3 (1) (1) of the Narcotics Act (Article 3 (1) (2) of the Narcotics Act), shall be entitled to do so by 1 September 2008. If, before the expiry of this period, he applies for a permit pursuant to Section 3 (1) of the Narcotics Act, the authorization shall continue until the application has been rejected without any objection. As from 1 March 2008, the person entitled under sentence 1 and 2 shall be bound, as the holder of a permit, to all the other provisions of the Narcotics Act and the regulations issued for that purpose.
