§ 1 General

(1) This Regulation regulates the implementation of regular data transfers from the reporting authorities to the Kreiswehrersatzämter, the Federal Employment Agency, the data office of the pension insurance institutions, the Federal Office of Justice,-the The Federal Office of Power, the Federal Central Office for Taxes and the Federal Administrative Office. (2) For the purposes of this Regulation, the reporting authority is the reporting authority of the main apartment. § 2 Data transfers to the constituency replacement offices

(1) Data transfers from the reporting authorities to the Kreiswehrersatzämter for the purposes of sample preparation and civil service supervision (§ 24a des Wehrpflichtgesetz, § 23 para. 3 of the Civil Service Act) are up to 10. The date of each month by sending the data carriers to the data centers of the Bundeswehr in accordance with § 6 (1) sentence 1. (3) The reporting authority, which has the responsibility of the German inhabitants, shall transmit the following data (withdrawal notification) to the competent authority responsible for the constituency of the district sweeper:

3. Day of Birth 0601,
4. Birthplace 0602, 0603,
5. Address (future address) 1201-1206, 1208-1213,
6. Day of withdrawal 1306.
(4) In the event of a change in the data referred to in paragraph 2, or if the resident has died, the reporting authority shall inform the relevant constituency replacement office of this (change notification). In addition to the changed data or the date of death (1901) and the place of death (1904), the reporting authority shall transmit the following further data for the purpose of identifying the person who has been resident:
1. Family names (now and previous name with name components) 0101, 0102, 0201-0204,
2. First names 0301-0303,
3. Day of Birth 0601,
4. Birthplace 0602, 0603,

§ 2a Data transfer to the Federal Office for Military Administration

On the basis of § 58c (1) of the Soldatengesetz (Soldatengesetz), the reporting authorities transmit the following data to the Federal Office of Defence Administration for the purpose of sending information material annually until 31 March to persons with German nationality, who are going to become full year in the next year:

1. Family name 0101, 0102,
2. First names 0301, 0302,
3. current address 1201 to 1206, 1208 to 1212.


The data transfer shall not be transferred if the persons concerned have objected to it in accordance with Section 18 (7) of the Reporting Framework Act. Unofficial table of contents

§ 3 Data transfers to the Federal Employment Agency

(1) For the purpose of checking whether the reference to child benefit is legal (Section 69 of the Income Tax Act), the reporting authorities of the Federal Employment Agency shall transmit the data in an automated form, in accordance with paragraphs 2 and 3. (2) From the residents, Data of children under age are also stored once a year up to the age of 20. The following data are to be transmitted in accordance with the status of the reporting register of 20 September of the same year (Child-money-compensation notification):

If the minor child has died since the last child-money settlement, the death date (1605) must also be transmitted. (4) If the reporting authorities receive data from the family coffers for the purpose referred to in paragraph 1, they shall be sent within a Month

to inform the reporting authority of any changes and deviations identified, and of the reasons for the decision to be sent to the reporting authority and
3.
to transmit or to return the data to the issuing body.

§ 5 Data transfer to the data office of the institution of the pension insurance

(1) After the storage of a birth or a first-time recording of an individual for other reasons, or after a change of name, a change in address, a change in sex, a change in the degree of doctorate or a change of the day or place of the birth of a marriage or the establishment of a life partnership or in the event of death, the reporting authorities shall transmit to the data office the institution of the pension insurance institution pursuant to § 150 (1) and § 196 (2) and (2a) of the sixth Book Social Code for the identification of possible benefit claims, to avoid illegal provision of cash benefits and the updating of insured persons 'and members' holdings or for the purpose of updating the data stored by the institutions of the German Pension Insurance Act immediately following data in automated form (pension insurance communication):

(2) In order to carry out the insurance for the purpose of child rearing, the reporting authorities shall, in addition to the notification of the birth of the child referred to in paragraph 1, submit a communication on the mother with the relevant data referred to in paragraph 1 and in the case of multiple births the number of children born, otherwise the number 1 (birth notice). § 5a Data transfers to the Federal Central Register

According to § 20a of the Federal Central Register Act, the reporting authorities have, after a change of name, the Federal Central Register for the purpose of updating the data stored there via a person up to the 10th time. The date of each month to submit the following data of the resident in automated form (central register communication):

Section 5b Data transfers to the Federal Office of the Federal Republic of Germany

The reporting authorities have, on the basis of section 64 of the Road Traffic Act, after a change in the birth name or the first name of an Einwohner, who is the 14. for the purpose of updating the data stored there in the register of driving licences or in the central driving licence register via this inhabitant, by the time of the 10th anniversary of the year of life of the Federal Office of the Federal Republic of Germany. Submit the following data in an automated form every month (KBA-Register announcement):
1. Family names (now and previous name with name components) 0101, 0102, 0203, 0204
2. Birth Name 0201, 0202,
3. First names 0301-0303,
4. Day of Birth 0601,
5. Birthplace 0602, 0603,

§ 5c Data transfers to the Federal Central Office for Taxes

(1) After the storage of a birth or a first-time recording of a resident for other reasons or after the storage of a death, a name change, a change of address, a change of sex, a change of the Doctoral degree or a change of the day or place of birth shall be transmitted by the reporting authorities to the Federal Central Office for Taxes on the basis of Section 139b (7) and (8) of the Tax Code for the purpose of the allocation of the identification number or for the purpose of Update of the data stored by the Federal Central Office for Taxation without delay the following data in automated form (BZSt-Notice):

1. Family name (with name components) 0101 to 0106,
2. previous names 0201, 0202,
3. First names 0301, 0302,
4. Doctoral degree 0401,
5. (dropped)

If the Federal Central Office has not yet allocated an identification number, the reporting authority shall transmit the provisional processing property in accordance with section 139b (6) sentence 2 of the German Tax Code (2702) instead of the identification number. (2) The reporting authorities submit to the Federal Central Office for Taxes pursuant to the second sentence of section 39e (2) of the Income Tax Act in the case of a continuation of the data and references referred to in points 1 to 3, indicating the identification number (2701) and the day the birth (0601) of the data subject immediately following data in automated form (BZSt-Einkommensteuermitteilung):

The same applies to the first-time storage of the data in the reporting register. The data set out in point 7 of the first sentence shall be transmitted to the extent that the child is registered with the principal residence or any place of residence in the area of responsibility of the reporting authority. If the Federal Central Office has not yet allocated an identification number to the person concerned, to the spouse or to the child, the reporting authority shall, instead of the identification number, send the provisional processing characteristic in accordance with § 139b (6) sentence 2 of the Tax Code (2702, 2705, 2706). § 5d Data transfers to the Federal Administrative Office

(1) The reporting authorities shall have up to the tenth day of the calendar month, which is the month of completion of the 18. In accordance with Article 34 (2) sentence 1 of the Nationality Act for the implementation of the option procedure pursuant to Section 29 of the Nationality Act, the following data shall be submitted to the Federal Office for the Protection of the Rights of the affected person following the data of one of the parties concerned. Foreign nationals who are in danger of losing their German nationality are to be sent in an automated form (BVA option message):

1. Family names (now and previous name with name components) 0101 to 0106,
0201 to 0204
2. First names 0301, 0302,
3. Day and place of birth 0601 to 0605,

(2) The reporting authority, in which a person liable to be declared pursuant to section 29 (1) of the Nationality Act, who is the 18. Life year, but not yet the 23. I p. 446) retrieve the following data automatically:

§ 6 Procedure of data transfers

(1) Regular data transfers from the reporting authorities shall be carried out by:
1.
Data transmission via administrative communication networks or the Internet,
2.
the sending of data to CD or DVD, or
3.
the transfer in written form.
The procedural rules of this Regulation shall apply. Sent CDs or DVDs are to be deleted or destroyed within one month of receipt. Derogations shall be admissible if there is agreement on the details of the procedure between the reporting authority and the recipient. § 11 shall remain unaffected. (2) The data transfers shall take place
1.
to the constituency replacement offices in the format of the record description according to Appendix 1,
2.

to the Kraftfahrt-Bundesamt in the format of the sentence description according to Appendix 4b.
(2a) To the Federal Office for the Defence Administration, to the Federal Employment Agency, to the data office of the institution of the pension insurance, to the Federal Office of Justice, to the Federal Central Office for Taxation and to the Federal Administrative Office, the Data transfer through data transmission via administrative communication networks or the Internet. They are made directly or via exchanges. The data to be transmitted shall be provided with an advanced electronic signature in accordance with § 2 No. 2 of the Signature Act and shall be encrypted according to the state of the art. § 7 Transmission on machine-readable data carriers

(1) (omitted) (2) The data record of the reporting system (§ 1 paragraph 3) shall apply for the data transfer of data from the reporting system. Data must be transmitted according to the specifications of the data set for the reporting system using the character set according to ISO/IEC 10646:2003 in UTF-8 encoding in Latin script. For CDs and DVDs, the specifications of ISO 9660 or ISO 13346 apply. (3) A cover letter shall be attached to the data carriers to be sent, which shall contain the name of the data transmission under this Regulation and shall also contain information on:

the number of volumes,

the volume labels,

the serial number of the file created,

the number of records per volume,

§ 10 Transmission by transmission of CDs or DVDs

(1) In the case of data transmissions by CD, CDs are usually to be used in DIN EN 30149. The formats as well as the labelling of the CDs or DVDs and the encoding of the data are to be regulated by mutual agreement with the recipient. § 6 (1) sentence 4 shall remain unaffected. (2) The reporting authorities shall provide each CD or DVD to be sent with a sticker containing the following information:
1.
The issuing body,
2.
CD-or DVD-marks,
3.
File name,
4.
the receiving body,
5.
the serial number of the CD or DVD and the total number of other CDs or DVDs sent together with it,
6.
Creation date.
The CD or DVD is to be sent in a protective package. Associated CDs or DVDs are to be sent together. Unofficial table of contents

§ 11 Data transmission through data transmission

In the case of data transmission by data transmission, the data to be transmitted are forwarded by the reporting authorities to the respective recipient or are kept available in the same compilation for retrieval by the respective recipient. There shall be agreement between the reporting authority and the consignee on the date of the transfer or on the duration of the holding of the respective data, and on the further details of the procedure. § 12 Transitional provision on the occasion of the German Law on the Law of Amendment 2011

For data transfers to the Federal Office of Defensive Administration in accordance with § 2a are up to 31. In October 2012, the German Federal Ministry of Defence uses the record description as specified by the Federal Ministry of Defence and the transmission routes specified in accordance with § § 7 to 11, as well as the file format available to the reporting authorities. Section 1 (3) shall apply accordingly.
