The European Convention for the Suppression of Terrorism, signed in Strasbourg on 27 January 1977 by the Federal Republic of Germany, is approved. The Convention shall be published below.

Type 2
In the examination of the admissibility of extradition, a serious act within the meaning of Article 2 (1) of the Convention or a serious offence within the meaning of Article 2 (2) of the Convention shall not be considered as a political offence, as a political offence, to be regarded as a criminal offence or as a criminal offence based on political motives, if, in the event of consideration of all circumstances, in particular the motivations of the perpetrator, and the nature of their implementation and their indebtedness, the offence is is not an adequate means of achieving the objective which it aspired to achieve. This is usually the case,

if by the act of death or serious bodily injury (§ 224 StGB) of the victim,

when the life or health of a large number of people endangers the life or health of a large number of people

when the deed is cruel or with a common dangerous means
has been made.

This law shall also apply in the Land of Berlin, provided that the Land Berlin determines the application of this law.

(1) This Act shall enter into force on the day following its announcement. (2) The date on which the Convention enters into force for the Federal Republic of Germany pursuant to its Article 11 (2) or (3) shall be disclosed in the Federal Law Gazans.
