§ 1 competent authorities and verification of online collection systems

(1) The Federal Administrative Office shall be the competent authority within the meaning of Article 15 (2) in conjunction with Article 8 (2) of Regulation (EU) No 211/2011 of the European Parliament and of the Council of 16 February 2011 on the citizens ' initiative (OJ L 139, 30.4.2011, p. Fees and expenses shall not be levied for the activities referred to in paragraphs 1 and 2. § 2 Collection of statements of support

(1) Only forms referred to in the second subparagraph of Article 5 (1) in conjunction with Annex III, Article 6 (1), third subparagraph, of Regulation (EU) No 211/2011 shall be used for the collection of statements of support. Section 3 Verification of statements of support

§ 4 Invalidity of statements of support

A statement of support is invalid if:
1.
the undersigned person is not a citizen of the Union or a citizen of the Union,
2.
the undersigned person is not yet 18 years old,
3.
it has not been made on the form provided for in Article 5 (1) in conjunction with Annex III, Article 6 (1), third subparagraph, of Regulation (EU) No 211/2011,
4.
it contains illegible or incomplete information in the mandatory fields of the form which the signatory person does not have to reveal without doubt,
5.
it contains incorrect information in the mandatory fields of the form, which the signatory person does not have any doubts about,
6.
it contains a caveat,
7.
it has been made several times,
8.
it has not been collected within 12 months of the registration of the citizens ' initiative.

§ 5 Penal rules

(1) A breach of Article 12 (3) of Regulation (EU) No 211/2011 of the European Parliament and of the Council of 16 February 2011 on the citizens ' initiative (OJ L 327, 27.12.2011, p. 1) does not ensure that the data are not used for purposes other than those specified therein, or that a statement of support or a copy is not destroyed or is not destroyed in good time. (2) The order is in breach of the law.
