ARRETE
Decree of 24 January 2003 establishing the simplification committee at the Ministry of Agriculture, Food, Fisheries and Rural Affairs

The Minister of Agriculture, Food, Fisheries and Rural Affairs,
In light of the amended Decree No. 90-437 of 28 May 1990 setting out the terms and conditions of Regulation of the costs entailed by the movement of civilian personnel on the metropolitan territory of France when they are in charge of the budgets of the State, of national public institutions of an administrative nature and of certain Subsidised bodies, and in particular Article 3 thereof;
Having regard to Decree No. 98-1083 of 2 December 1998 on administrative simplifications;
Having regard to Decree No. 99-555 of 2 July 1999 fixing the organisation of the central administration Ministry of Agriculture and Fisheries,
Stop:

Article 1


A committee is created at the Ministry of Agriculture, Food, Fisheries and Rural Affairs
This committee is responsible for proposing to the Minister measures to simplify administrative procedures and procedures, including the Ministry of Agriculture, Food, Fisheries and Rural Affairs. Responsibility.
It can create working groups that it defines the object and the composition. The members of these working groups shall be appointed by the Chair of the Committee.
Proposals made by the Committee shall, before being submitted to the Minister, have collected the reasoned opinion of a group of users, the composition of which shall be adopted By the Minister responsible for agriculture, after the proposal of the chairman of the committee.

Article 2


The committee is thus composed:
M. Jean-François Carrez, Senior Adviser at the Court of Auditors, President;
Mr Marcel Deneux, Senator;
Mr Jean Auclair, Member of Parliament;
Mr Luc Guyau, President of the Permanent Assembly of Chambers of Agriculture;
Mr Jean Salmon, Vice President of the Permanent Assembly of Chambers of Agriculture;
M. Albert Finet, Regional Director for Agriculture and Forest of Lower Normandy;
Mr. Philippe Quevremont, Departmental Director of Agriculture and Forestry De Ille-et-Vilaine;
Mme Joëlle Feliot, Departmental Director of Veterinary Services, Drôme;
M. Christian de Lavernée, Director General, Administration;
Ms Catherine Geslain-Lanéelle, Director General of Food;
Mr. Alain Moulinier, Director of Operations, Social Policy and Employment;
Mr. Bruno Hot, Director of Economic and International Policy;
Mr. Pierre-Olivier Drege, Director General of the Office National Interprofessional Grains;
M. André Barbaroux, Director General of the National Centre for the Management of Farm Structures;
Mr. Martin Gutton, Secretary General for Regional Affairs Basse-Normandie;
M. Benoît Pons, consultant;
M. Yves Van Haecke, Secretary General of the simplification committee.

Article 3


The Committee shall meet at least every two months upon convocation by its Chairperson. The work of the Committee and its working groups is prepared by the General Secretariat. The Assistant to the Secretary-General may supplement the Secretary-General in the event of incapacity.

Article 4


Travel costs of Persons participating in the meetings of the Committee and of the groups shall be covered, where appropriate, under the conditions set out in Article 3 of the decree of 28 May 1990.

Article 5


The Director General of the Administration is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
