In view of the Decree of 30 December 1999 appointing the General Delegate to Employment and Vocational Training;
In the light of the Decree of 14 September 2000 appointing the Deputy Commissioner for Employment and Training Professional;
Given the amended Order in Council of May 29, 2002;
Given the June 17, 2002, Order-in-Council appointing the Prime Minister;
In the light of the June 17, 2002 decree on the composition of the Government;
Vu Decree No. 2002-976 of 12 July 2002 on the duties of the Minister for Social Affairs, Labour and Solidarity;
Having regard to the orders of 15 May 1997 on the organisation of the general delegation to employment and training Professional;
Given the May 21, 2002 signing delegation order,
Describes:
After Article 1 of the decree of 29 May 2002, it is inserted an article 2 thus written:
" Art. 2. - In the event of the absence or incapacity of Ms. Catherine Barbaroux and Mr. Stéphan Clément, delegation is given to Mr. Patrice Borel, Head of Service, to the effect of signing, within the limits of the remit of the Department for the Financing of Business The Department of the European Social Fund and of the Community programmes and the Department for the animation and monitoring of the territorial action and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, Decisions or conventions, excluding Orders in Council. "
Sections 3 to 6 of this Order read as follows:
" Art. 3. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément and Mr. Patrice Borel, delegation is given to Ms. Marie Dudome, Senior Head of Central Administration, Head of the Human Resources Mission, to the effect To sign, within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in
. Art. 4. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément and Mr. Patrice Borel, delegation is given to Ms. Anne Le Moal, Head of the Financial Affairs Mission, to the effect of signing, in the Limit of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than decrees.
" Art. 5. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément and Mr. Patrice Borel, delegation is given to Ms. Michèle Pascua, Senior Central Administration Officer, Head of the Logistics Mission, to the effect of Sign, within the limits of its powers and on behalf of the Minister for Social Affairs, Work and Solidarity, all acts, orders and decisions or conventions, excluding Orders in Council.
" Art. 6. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément and Mr. Patrice Borel, delegation is given to Mr. Alain de Lorgeril, contracting officer, head of the computer mission, to the effect of signing, within the limits of his Duties and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council. "
After Article 6 of the same decree, an Article 7 shall be inserted as follows:
" Art. 7. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément and Mr. Patrice Borel, delegation is given to Mr. Jean-Louis Fornaro, Director of Labour, Head of the Department for the Facilitation and Monitoring of Territorial Action, To the effect of signing, within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council. "
Article 8 of the same decree reads as follows:
" Art. 8. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément, Mr. Patrice Borel and Mr. Jean-Louis Fornaro, delegation is given to Ms. Elisabeth Pascaud, Contracting Officer, Head of the Mission of Territorial Action, to The effect of signing, within the limits of its powers and on behalf of the Minister for Social Affairs, work and solidarity, all acts, orders, decisions or conventions, other than decrees. "
Articles 10 to 12 of the same decree read as follows:
" Art. 10. - In the event of the absence or incapacity of Mrs Catherine Barbaroux, Mr Stéphan Clément and Mr Patrice Borel, delegation is given to Mr Bertrand Gaudin, civil administrator, head of the department of the European Social Fund and of the programmes Community, to the effect of signing, within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than

After Article 18 of the same decree, it is inserted an article 19 thus written:
" Art. 19. - In the event of the absence or incapacity of Ms. Catherine Barbaroux, Mr. Stéphan Clément, Mr. Bernard Legendre and Ms. Maryse Chaix, delegation was given to Ms. Christine Rigodanzo, Deputy Director of Labour, Head of Mission Orientation, and Validation, to the effect of signing, within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council. "
Articles 26 to 28 of the same decree read as follows:
" Art. 26. - In the event of the absence or incapacity of Ms. Catherine Barbaroux and Mr. Stéphan Clément, delegation is given to Miss Caroline Gadou, Head of the Mission for the Compensation for Unemployment, to the effect of signing, within the limits of her Duties and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in

Sections 16, 20, and 25 of the Order are repealed.
The Minister for Social Affairs, Labour and Solidarity is responsible for the execution of this Decree, which will be published in the Official Journal of the French Republic.
