Order of 16 January 2002 fixing the composition of the jury, the nature of the tests and the arrangements for the professional examinations provided for in Article 12 of Decree No. 2001-1207 of 19 December 2001 Special status of the body of the attachés d' hospital authority and amending Decree No. 90-839 of 21 September 1990 on the special status of administrative staff of the hospital public service

Minister of Employment and Solidarity and the Minister of Health,
In light of the amended Act No. 86-33 of January 9, 1986 laying down statutory provisions relating to the public service Hospital;
Having regard to Decree No. 88-386 of 19 April 1988 on the conditions of physical fitness and sick leave of officials of the hospital public service;
Having regard to Decree No. 2000-232 of 13 March 2000 on the special status of The ranks and jobs of the management staff of the establishments mentioned in Article 2 (1 °, 2 ° and 3 °) of the amended Act No. 86-33 of 9 January 1986 laying down statutory provisions relating to the hospital public service;
Given the decree n ° 2001-1207 of 19 December 2001 on the special status of the body of hospital administrative officers and amending Decree No. 90-839 of 21 September 1990 on the special status of administrative staff in the civil service Hospital;
Having regard to Decree No. 2001-1343 of 28 December 2001 on the special status of the heads of health and social institutions of the hospital public service;
Having regard to Decree No. 2001-1345 of 28 December 2001 Special status of the body of social and medico-social institutions in the hospital public service,

Item 1
The professional examinations provided for in Article 12 of the Decree of 19 December 2001 are open:
(a) On behalf of several establishments of the same department, by decision of the Director of The establishment of the department with the largest number of beds in this department, or, after agreement of the representative of the State or departments concerned:
(b) On behalf of a single establishment of the department, by decision of the Director of this institution;
(c) On behalf of several institutions located in different departments, by decision of the director of the institution with the largest number of beds
Public hospitals in Paris, they are opened by the Director General.
The opening decision must specify the number of posts examined. It shall also indicate the establishments in which these posts are to be filled and designate the centre of the examination.

Professional exams are announced at least two months in advance by insertion in the Official Journal of the French Republic and by posting in the establishments where the posts are to be filled.
In this case: Concerning the Assistance Public Hospitals of Paris, the advertising results from the insertion in the Official Gazette of the French Republic and the Official Gazette of the City of Paris and of the display organized in the establishment by the Director General.

Applications for participation in the examination must, one month before the test date, be sent to the Director of the Host Institution of the Examination and, in the case of the Paris Public Hospital Assistance, To the Director General.
In support of their application and, at the latest, on the date of publication of the results, applicants must attach the following documents:
1 ° A statement of the administrative certificates justifying the duration of the services Public by the candidate;
2 ° Resume prepared by the candidate on free paper.

The list of candidates entitled to take part in the professional examination shall be drawn up by the Director of the Host Institution of the Examination and, in the case of the Paris Public Hospital Assistance, by The Director General.

The jury is composed as follows:
1 ° The departmental director of health and social affairs in the headquarters department of the institution of the examination, or its representative, president. With regard to the Public Hospital Assistance of Paris, the Director General or his representative, President;
2 ° Two members of the management staff governed by the Decree of 13 March 2000 or Decree No. 2001-1343 of 28 December 2001, above, in Functions in the relevant department (s), including at least one external to the institution where the positions are to be filled, selected by the director of the institution of the examination. In the absence of this, members of the executive staff are used in a neighbouring department.
In the case of the Paris Public Hospital Assistance, two members of the management staff, governed by the decree of 13 March 2000 Referred to above, shall be designated by the Director General;
3 ° A member of higher education or, failing that, a teacher of secondary education, chosen by the director of the host institution of the examination. In the case of public hospitals in Paris, a member of higher education or, failing that, a trainer in charge of teaching by the training centres under this administration is chosen by the Director General

Examinations include the following tests:


A. -Written and anonymous evidence of eligibility


Writing a note from a file, whether or not containing numerical data, legislative or regulatory texts, relating to the management and operation of the Health and social institutions, which may include proposals for solutions (duration: 4 hours; coefficient 3).
The written test is marked by two markers.


B. -Intake Oral Evidence


Conversation with the jury. The conversation includes:
-on questions that are within the remit of the institution in which the candidate is in office;
-on questions posed by the selection board and designed to assess the administrative knowledge of the Candidate and his/her ability to perform
coaching duties (maximum 20 minutes; coefficient 2).

The board completes its assessment by consulting the candidates' individual files.

It is assigned for each test a score ranging from 0 to 20. Each note is multiplied by the coefficient fixed in item 6 above. The sum of the products thus obtained forms the total points for all the tests. Any score equal to or less than 5 in one of the tests is eliminatory, after deliberation by the jury.

Candidates who have obtained a mark set by the jury for the eligibility test, which cannot be less than 30, participate in the admission test.
Candidates who have been awarded for all of the Tests a total of points fixed by the jury, and which cannot be less than 50, can only be declared valid.

The jury lists the successful candidates in alphabetical order.

Article 11
The Director of Hospitalization and Organization of Care is responsible for the execution of this Order, which will be published in the Official Gazette of the French Republic.
