Considering Decree No. 85-659 of July 2, 1985 amended fixing the Organization of the central administration of the Ministry of urban development, housing and transport;
Seen the Decree of 17 June 2002 appointing the Prime Minister;
Seen the Decree of 17 June 2002 relating to the composition of the Government;
See Decree No. 2002 - 983 of July 12, 2002 related to the powers of the Minister of equipment, transport, housing, tourism and the sea;
Seen the Decree of 19 December 2002 appointing the Director of maritime transport, ports and the coastline.
Given the Decree of 30 May 1997 amended on the Organization of management of maritime transport, ports and coastline;
Given the Decree of 30 May 1997 amended fixing the Organization of branches in the executive offices of maritime transport, ports and the coastline, stop: Article 1 within the limits of its powers, permanent delegation is given to Mr. Didier Simonnet, Director of maritime transport, ports and the coastline, in order to sign, on behalf of the Minister of equipment, transport housing, tourism and the sea, all acts, orders and decisions as well as all markets, contracts and endorsements, excluding the decrees.


Article 2 in case of absence or impediment of Mr. Didier Simonnet, Director of maritime transport, ports and coastline, the delegation of signing scheduled in article 1 above is devolved, within the limits of its powers, to Mr. Jean-Claude Paravy, Deputy Director.


Article 3 in the absence or inability of Mr. Didier Simonnet, Director of maritime transport, ports and the coastline, and Mr. Jean-Claude Paravy, Deputy Director, delegation is given to Mr. Emmanuel Vernier, civil administrator, Mr. Denis Clérin, Attaché main central administration, and Mr. Yvon Lebascle, attached to Headquarters, to the effect of sign, within the limits of their powers and on behalf of the Minister of equipment public transport, housing, tourism and the sea, all acts, orders and decisions, excluding the decrees.


Article 4 this order will be published in the Official Journal of the French Republic.
