Signing delegation order of January 29, 2004

The Minister of the Interior, Internal Security and Local Freedoms,
In light of Order No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by Arrested, their signature;
In light of Decree No. 85-1057 of 2 October 1985 on the organization of the central administration of the Ministry of the Interior;
Given the decree of 17 June 2002 on the appointment of the Prime Minister;
Seen the Decree of 17 June 2002 on the composition of the Government;
In the light of the decree of 29 January 2004 appointing a director to the central administration of the Ministry of the Interior, Internal Security and Local Freedoms ;
In view of the Order of 20 February 2002 on the internal organisation of the Directorate-General for Administration;
In view of the Decree of 26 January 2004 laying down the duties and organisation of the Secretariat-General,
Stop:

Article 1


Permanent Delegation to Mr Henri-Michel Comet, Director of Modernisation and Territorial Action, To sign, within the limits of its powers and on behalf of the Minister for the Interior, internal security and local freedoms, all acts, orders, decisions and accounting documents, excluding Orders in Council.

Article 2


In case of absence or incapacity of Mr Henri-Michel Comet, Director of Modernisation and Territorial Action, Mr Yannick Blanc, Head of Service, MM. Denis Robin and Michel Aubouin, Deputy Directors, have signed, within the limits of their duties, all acts, orders, decisions and accounting documents, except Orders in Council.

In case of absence or incapacity of Mr. Yannick Blanc, Mr. Pascal Sanjuan, Civilian Administrator, Chief of the Bureau of Elections and Political Studies, Mr. Jean Benet, civil administrator, head of the group and association office, Mr Vianney Sevaistre, civil administrator, head of the central office of the cults, Mr Jacques Miet, civil administrator, head of the office of the cults of the departments of the Bas-Rhin, of the Upper Rhine and Moselle, and Mr Alex Merali, civil administrator, head of the legal deposit service of the Ministry of the Interior, Internal Security and Local Freedoms, directly under the authority of Mr Yannick Blanc, are entitled to Sign all acts, orders, decisions and accounting documents within the limits of their duties.

Article 4


In case of absence or To prevent Messrs. Pascal Sanjuan, Jean Benet, Vianney Sevaistre, Jacques Miet and Alex Merali, the delegation which is granted them, is exercised, within the limits of their respective powers, by Ms Anne Robert and Mr Etienne Stoskopf, civil administrators, directly Placed under the authority of Mr Pascal Sanjuan, by Mrs Marie-Jeanne Gaxie, principal central administrative officer, directly under the authority of Mr Jean Benet, by Mr Jean-François Simon, Central Administrative Attaché, Directly placed Under the authority of Mr Vianney Sevaistre, by Miss Bernadette Muckensturm, prefecture attached, directly under the authority of Mr Jacques Miet, and by Ms Andrée Buxeraud, principal central administrative officer, directly under The authority of Mr Alex Merali.

In the event of the absence or incapacity of Mr Denis Robin, Deputy Head of the Prefectoral Corps and Civil administrators, Mr Michel Hurlin, civil administrator, in charge of the mobility and opportunities mission, Mr Eric Morvan, civil administrator, head of the Office of the Management of the Prefectoral Corps and of the civil administrators, and Mr Arnaud Cochet, Civil administrator, head of the management office of the prefectural corps and of the civil administrators, directly under the authority of Mr Denis Robin, are empowered to sign all acts, orders, decisions and accounting documents, within the limits of Their respective powers.

In the event of the absence or incapacity of Mr Arnaud Cochet, Mrs Marie-Françoise Le Moing, Civil administrator, directly under his authority, is empowered to sign current correspondence, within the limits of his duties.
In the event of absence or incapacity of Mr. Eric Morvan, Ms. Annie-Claude Crochemore and Ms. Dominique Edmond-Nirennold, and Mr Jacques Pecchioli, Central Administrative Attachments, directly under the authority of Mr Eric Morvan, are empowered to sign current correspondence and accounting documents, within the limits of their duties

This Order will be published in the Official Journal of the French Republic.
