ARRETE
Decree of 27 December 2002 designating a national secondary authorising officer with a view to the management of laboratories

The Minister of Economy, Finance and Industry, the Minister for Budget and Budget Reform, and the Secretary of State for Small and Medium Enterprises, Trade, craft, liberal professions and consumption,
In light of Decree No. 62-1587 of 29 December 1962 on the general regulation of public accounts;
In the light of Decree No. 85-1152 of 5 November 1985 establishing a General direction of competition, consumption and the suppression of fraud in the Ministry of Economy, Finance and Budget by deleting a Directorate-General, Directorate, Mission and Service;
In view of Decree No. 97-464 of 9 May 1997 on the establishment and organisation of services under national jurisdiction;
In view of Decree No. 2001-1178 of 12 December 2001 on the Directorate-General for Competition, Consumption and Suppression of Fraud ;
In view of the Decree of 12 December 2001 concerning the management of the laboratories for competition, consumption and the enforcement of fraud;
In view of the Decree of 12 December 2001 concerning the organisation of the management of laboratories in the General direction of competition, consumption and fraud enforcement,
Stop:

Article 1


The Director responsible for laboratory management, a service with national competence, shall be the secondary authorising officer to The national budget of the Minister of Economy, Finance and Industry for revenues and operating and investment expenses related to his or her business.
The Minister has the authority to negotiate and transfer contracts and Markets. It exercises its authority over all staff who are assigned to the management of laboratories by the Directorate-General for Competition, Consumer Affairs and Fraud Prevention. It does not assume the management of the personnel assigned to it and the service of their remuneration.

Article 2


In its capacity, the The Director may delegate his signature to the officials and agents of the Category A State of his service and to the following units:
-the director of the laboratory at Massy (Essonne);
-the director of the laboratory Villeneuve-d ' Ascq (Nord);
-the director of the laboratory of Illkirch-Graffenstaden (Bas-Rhin);
-the director of the laboratory at Rennes (Ille-et-Vilaine) ;
-the director of the Bordeaux-Talence laboratory (Gironde);
-the director The laboratory of Marseille (Bouches-du-Rhône);
-the director of the laboratory of Montpellier (Hérault);
-the director of the laboratory of Oullins (Rhône);
-the director of the laboratory of Saint-Denis-de-la-
. Laboratory directors may delegate its signature to a Category A public servant.

Section 3


Accountable accountants Operating and investment expenditure referred to in Article 1 shall, each as far as it is concerned, the general payer of the Treasury in Paris and the general paymaster of the department of the place of establishment of the laboratories of that service.

Article 4


The Director General of Competition, Consumer Affairs and Enforcement and the Director General of Fraud Public accounts shall each have responsibility for the execution of this Order, which shall take effect on 1 January 2003 and shall be published in the Official Journal of the French Republic.
