Describes:
The decree of 2 October 1985 referred to above is amended as described in Articles 2 to 10 below.
Article 1 is replaced by the following:
" Art. 1. -I.-The central administration of the Ministry of the Interior includes:
" (a) The General Secretariat;
" (b) Local community management;
" (c) National Police Directorate-General;
" (d) Management of Civil liberties and legal affairs;
" (e) The Directorate of Civil Defence and
. II. -Also reports from the headquarters of the Institute of Advanced Internal Security Studies. "
Article 3 is replaced by the following:
" Art. 3. - The Secretary-General assists the Minister of the Interior in the administration of the

" (a) To deploy and maintain, in all circumstances, the information and communication systems necessary for the operation of the Ministry, by coordinating the action of the services which Are loaded;
" (b) To propose, study, develop and implement developments in these systems for the implementation of the strategic directions adopted for the Ministry;
" (c) To ensure unity, coherence and Security of the department's information and communication systems, including the coordination of branch and service equipment policy;

Section 13 is repealed.
Article 14 is replaced by the following:
" Art. 14. - The Centre for Studies and Prospective Studies is responsible for the work and studies on the role of the Ministry of the Interior and its adaptation to national and international

Article 16 is replaced by the following:

The Minister of the Interior, Internal Security and Local Freedoms, the Minister of Public Service, State Reform and Spatial Planning, and the Secretary of State Reform of the State shall be responsible, as far as it is concerned, for the implementation of this Decree, which shall be published in the Official Journal of the French Republic.
