Given the decree of 14 May 1990 Amending the procedure for the recruitment of lecturers from hospital-practice hospitals in the centres of dental care, teaching and research and the teachers of the hospital-practice hospitals in the care centres, Teaching and dental research;
In view of the Decree of 27 December 1999 laying down the list of subjects in which a practical pedagogical test is organised pursuant to Article 12 of Decree No. 90-92 of 24 January 1990 Status of teaching and hospital staff in the centres of care, teaching and dental research in hospital and university centres;
In the light of the December 18, 2006 decree on the equivalence or dispensation of certain Diplomas required for the recruitment of teaching and hospital staff in hospital and university centres and dental care, teaching and research centres,
Stop:
University-Medical Professorship in Care, Teaching and Research Centres Of the list annexed to this Order (Annex I) shall be declared vacant and may be filled in the following conditions.
Professors of hospital-based practitioners who meet the seniority requirement of Article 20 of the aforementioned decree of 24 January 1990 May request their transfer to the jobs listed in Annex I under the conditions set out below.
In the Period of twenty-one days following publication in the Official Journal of this Order, candidates for deployment must address to the Director of the Odontology Training and Research Unit and to the Director General of the Hospital Centre University:
-a transfer request, which can be downloaded from the website http://www.education.gouv.fr under " Tools, forms ", then" For National Education Officers "," Applications in hospital-university "," Hospitalo-university recruitment forms (3) " ;
-a detailed curriculum vitae;
-a list of their titles and jobs.
The candidates, within the same time frame, send a copy of the letter of application and the Curriculum vitae:
-on the one hand, to the Ministry of National Education, Higher Education and Research, Directorate-General for Human Resources (Office of Health Personnel [DGRH A2-4]), 34, rue de Châteaudun, 75436 Paris Cedex 09;
-on the other hand, to the Ministry of Health and Solidarity, direction of hospitalization and the organization of care (office of the hospital medical and hospital policy [DHOS M2]), 14, avenue Duquesne, 75350 Paris 07 SP.
At the end of the period laid down in Article 3 of this Order, the following procedure shall be applied :
For each job to be filled:
-the director general of the university hospital centre immediately submits the application (s) received to the medical school board, which meets in limited training limited to the Hospital-university personnel performing duties at least equivalent to those to which the person concerned is entitled;
-the Director of the Odontology Training and Research Unit immediately seizes the board of the unit that meets In restricted training for teachers at least equal to that of a teacher.
These two bodies have a period of twenty-one days to make their opinions known by, in the case of multiple applications, a classification of the Candidates who have received a favourable opinion.
The opinions expressed are attached to the applications and addressed, in The period of six weeks from the date of publication in the Official Journal of this Order, by the Director of the Odontology Training and Research Unit in the Ministry of National Education, Higher Education and Research and By the Director General of the University Hospital Centre at the Ministry of Health and Solidarity
Persons of French nationality and nationals of the European Union or other States party to the Agreement on the European Economic Area or of the Swiss Confederation May apply to the competitions for the recruitment of professors at the hospital-medical, teaching and dental research centres, under the following conditions defined by type of competition.
Type 1 contests organized pursuant to Article 21
of Decree No. 90-92 of 24 January 1990
(cf. Annex II)
Candidates must, on the closing date for applications:
1 ° Be the holder of the credentials to conduct research or doctoral degrees.
Foreign degrees and diplomas for access to functions A teacher-researcher of the same rank in the higher education institutions of the country in which they are issued may be admitted in equivalence or in waiver of the diplomas referred to in the preceding paragraph. Equivalencies or waivers are granted by the competent sub-section of the National Council of Universities for the odontological disciplines sitting on jury training.
2 ° Masters of University Conferences, Hospitalies Dental care, teaching and research centres or first-or second-degree dentistry-odontologists of dental consulting and treatment services and justify at least three years of service In the position of activity, secondment or delegation in one of these bodies.
Services performed in the body of the heads of work of the Assistant Odontologists of the dental consultation and treatment services are Assimilated to services performed in the body of the conference masters of the hospital-practice hospitals in the centres of dental care, teaching and research.
3 ° Etre aged fifty-five years to no more than 1 January of the year In the course of which the session of the competition is held or for a period of at least five years the appointment of a lecturer at the University-Medical Practitioner of the Centres of Care, Teaching and Dental Research Or a professor of the first or second degree of dentaire-odontologist surgery for dental consulting and dental services.
may also apply for the nomination of Associate Professors of French nationality or Nationals of the European Union or other States party to the Agreement on the European Economic Area or of the Swiss Confederation who have performed in this capacity at least three years of effective service either full-time or part-time (art. (29).
Candidates must also, in order to satisfy the mobility obligation, have for at least one year, outside the university hospital in which they are assigned, care or teaching activities or Research in France or abroad, excluding dental activities in private health care facilities that do not participate in public hospital or city-based public service.
Type 2 competition Organised pursuant to Article 21-2
of Decree No. 90-92 of 24 January 1990
(cf. Appendix II)
A candidate who has been a member of a foreign institution for at least two years Of higher education or research of teaching or research functions at least equivalent to those assigned to conference masters.
Candidates in these competitions must have the authority to conduct Research or doctorate of state.
Foreign degrees and diplomas allowing access to teaching-researcher functions of the same rank in the higher education institutions of the country in which they are issued may be admitted in Equivalence or waiver of the diplomas referred to in the preceding paragraph. Equivalencies or waivers are granted by the competent sub-section of the National Council of Universities for the odontological disciplines on jury formation.
The application package is addressed, preferably with a simple recommended mailing (without notice of receipt), no later than February 16, 2007, at midnight (the postmark), To the Ministry of National Education, Higher Education and Research, Directorate-General for Human Resources, Office of Health Personnel (DGRH A2-4), 34, rue de Châteaudun, 75436 Paris Cedex 09.
The application package must include the following documents:
a) A nomination form, which can be downloaded from the website Http://www.education.gouv.fr under " Tools, forms " Then " For National Education Officers "," Applications in the hospital-university sector "," Hospitalo-university recruitment forms (3) " ;
(b) Photocopy of the national identity card or, failing that, a certificate of nationality;
(c) A photocopy of diplomas (for foreign degrees and diplomas: attach a free paper application to obtain equivalencies or Exemptions mentioned in Article 6);
d) An administrative certificate showing the duration of the duties required to present themselves, a copy of the appointment or integration orders;
e) For candidates in the type 2 competitions Pursuant to Article 21-2 of the Decree of 24 January 1990 referred to above, an attestation by one or more Heads of a foreign institution of higher education or research expressly certifying that the teaching or Research conducted at their institution is at a level equivalent to that assigned to the lecturers of the university-hospital-practice hospitals in the centres of dental care, teaching and research. Applications that do not include this certification cannot be declared admissible;
f) For candidates who wish to be registered in a hospital discipline different from the academic discipline, an application Written on a free paper specifying the heading of the academic and hospital disciplines considered (the academic discipline being that indicated on the declaration of application) and tending to include that hospital discipline In the case of registration on the list of admissions mentioned in Article 25 of the aforementioned decree of 24 January 1990; only those candidates registered in the relevant hospital discipline will be able to apply for jobs marked Hospital discipline;
g) A detailed curriculum vitae;
(h) Two envelopes of format 162 x 229 mm, labelled at the address of the applicant and cleared at the rate in effect;
i) For persons requesting a decrease or Waiver of age limit, an application, which can be downloaded from the website http://www.education.gouv.fr under " Tools, forms " Then " For National Education Officers "," Applications in the hospital-university sector "," Hospitalo-university recruitment forms (3) " ;
j) In order to satisfy the mobility obligation laid down for type 1 competitions organised under Article 21 of the aforementioned decree of 24 January 1990, an attestation of the Director of the host institution specifying the nature and duration of the activities performed.
Any documents in the foreign language must be translated into French.
Only files containing all the required documents will be the subject of a Examination.
For the purposes of Articles 21, 21-2 and 22 of the aforementioned decree of 24 January 1990, the date of commencement of the Tests is scheduled for April 6, 2007.
Candidates in a discipline whose job at least has been filled by deployment shall be notified, by individual letter, either of the decrease in the number of jobs offered or of the elimination of the Competition if all of the jobs offered have been filled by deployment. In the latter case, the application is automatically cancelled.
Candidates who wish to withdraw their applications may do so before the date fixed for the start of the tests, exclusively by registered letter, to the office that registered Registration.
The list of candidates allowed to compete is jointly decided by the Minister of Education National, Higher Education and Research and the Minister of Health and Solidarity.
Candidates Permission to compete is required to send directly, to a date and to the addresses to be given to them:
1 ° To all members of the competent jury:
a) A statement of their titles and works;
b) If applicable, a copy of the Application referred to in the f of Article 8, above;
(c) If applicable, a copy of the application for equivalence or exemption for foreign degrees and diplomas;
2 ° To the chairman of the competent jury and to the rapporteurs, in addition to the document Designated above:
(a) A copy of the certificates, diplomas and certificates deposited at the time of registration;
(b) In their choice, all or part of their works and from their publications.
The Director General of Human Resources and the Director of Hospitalization and Organization of Care are responsible, each as far as it is concerned, Of the execution of this Order, which shall be published, and its annexes, in the Official Journal of the French Republic
