Having regard to Decree No. 66-913 of 7 December 1966 on the procedures for the implementation of the Income and public expenditure abroad;
In light of Decree No. 69-473 of 27 May 1969 concerning the execution of financial operations in Great Britain and the United States of North America, in particular Article 3 thereof;
Given Decree No. 79-433 of 1 June 1979 on the credentials of ambassadors and the organisation of state services abroad;
In view of the decree of 9 December 2002 designating secondary authorising officers abroad,
Stop:
The modernization of structures and the reform of accounting procedures abroad are being implemented Experimental, effective January 1, 2003, in Great Britain, Norway, Poland and Switzerland.
For countries Referred to in Article 1, the Ambassador of France shall be the secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of Social Affairs, Labour and Solidarity and the Ministry of Health, Family and Persons with disabilities in the country in which they are accredited.
Ambassador, Permanent Representative of France to The United Nations Office at Geneva, Switzerland, is the secondary authorising officer for the income and expenditure of the Ministry of Social Affairs, Labour and Solidarity and the Ministry of Health, Family and Disabled Persons in the Framework for its mission.
Pursuant to Article 5 of the decree of 1 June 1979 above, the business advisors Persons appointed in the countries listed in Article 1 may receive delegation of signature from the Ambassador of France for the appropriations entered in the budget of the Ministry of Social Affairs, Labour and Solidarity and of the Ministry of Health, Family and persons with disabilities.
The Ambassador, Permanent Representative of France to the Office of the United Nations, may give delegation of signature to the Counsellor for Social Affairs to the Permanent Representation of France to the United Nations and the International Labour Organisation in Geneva for the appropriations entered in the Ministry of Social Affairs, Labour and Solidarity and the Ministry of Health, Family and Disabled Persons.
The Director General, Personnel and Budget, Ministry of Social Affairs, Labour and Solidarity, and the Ministry of Health, Family and Disabled Persons and the Director General of Public accounts in the Ministry of Economy, Finance and Industry shall each be responsible for the execution of this Order, which shall be published in the Official Journal of the French Republic.
