ARRETE
Order of 17 January 2003 concerning the organisational arrangements and the nature of the tests for the professional examination of access to the body of the administrative secretaries of the deconcentrated services of the Ministry of Equipment, Transport, Housing, Tourism and the Sea

In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-16 of 11 January 1984, as amended, amending the statutory provisions relating to the public service of the
; Amending Decree No 94-1016 of 18 November 1994 laying down the common statutory provisions applicable to various bodies of category B officials;
Having regard to the amended Decree No 94-1017 of 18 November 1994 laying down the statutory provisions Provisions applicable to the body of the administrative secretaries of the administrations of the State and to certain similar bodies;
Having regard to Decree No. 2002-1562 of 23 December 2002 laying down the temporary arrangements for access to the body of administrative secretaries Department of equipment, transportation, housing, tourism, and sea equipment services,
Stop:

Article 1


The provisions of this Order shall apply to the professional examination of access to the body of secretaries Administrative services for the decentralised services provided for in Article 1 of the decree of 23 December 2002.

Article 2


The professional examination, as provided for in Article 1 of the aforementioned decree of 23 December 2002, includes written tests for eligibility and an oral admission test.
I.-Written tests include:
1 ° Writing a note or a Administrative letter from an administrative record (duration: three hours, coefficient 3).
The purpose of this test is to verify the suitability of the candidates for the analysis of a file, the understanding of an administrative problem, and Their writing skills;
2 ° Analysis of a working situation through the study of a concrete case of administrative professional life (duration: three hours, coefficient 3).
This test allows to assess the capacity of the Candidate to understand a work organisation problem and to take initiatives and their ability to propose solutions demonstrating their professional expertise.
II. -The oral test consists of an interview with the jury: after a presentation of his professional career of up to five minutes, the candidate (s) will be interviewed on this presentation and on his professional motivations, then he or she will be Placed in a situation of current administrative life (duration: twenty minutes, coefficient 3).
This test aims to assess the professional value of the candidates in their bodies of origin, their openness, their capacity to To express themselves clearly and their discernment.
It must also be able to assess their ability to dialogue.

Article 3


The jury Stops the subjects of the tests. It assigns, for each test, a note expressed by a number varying from 0 to 20 which is multiplied by the corresponding coefficient. Any score less than 6 out of 20 is eliminatory.

Article 4


The composition of the jury shall be fixed, for each competition session, by Order of the Minister of Equipment. The selection board shall include a chairperson in accordance with the department of equipment selected in the body of the general inspectors of the equipment, the civil administrators or the engineers of the bridges and roadways and the members selected from among the Officials of the department responsible for the equipment or among personalities designated by their qualifications. Correctors and proofreaders for the written tests and reviewers for the oral tests may be assistant to the jury.

Article 5


For each session, the jury shall draw up:
1 ° After the eligibility tests, the list in alphabetical order of the eligible candidates;
2 ° After the admission test, the list in order of merit of the Candidate (s).
Under no circumstances can candidates be declared admitted with a total score of less than 90 points, an average of 10 out of 20.
When multiple candidates have the same number of points The outcome of the admission tests, priority shall be given to that of those who have obtained the highest number of points in the oral test and, if necessary, to eligibility test 1.

Article 6


A joint order of the Minister responsible for the Public Service and the Minister responsible for equipment determines the number of positions offered in the competition as well as the Deadline for submission of registration files.
The date of the written tests shall be fixed by the Minister responsible for the equipment. The list of examination centres for the written and oral tests and the venue and time of the tests shall be determined by the Minister responsible for the equipment.

Article 7


The Director of Personnel, Services and Modernization of the Ministry of Equipment, Transport, Housing, Tourism and the Sea shall be responsible for the execution of this Order, which shall be published in the Official Journal of the French Republic.
