DECRET
Signing delegation order of January 19, 2005

The Prime Minister,
On the report of the Minister of Agriculture, Food, Fishing and Rurality,
In light of Decree No. 47-233 of 23 January 1947 as amended authorizing the Ministers to delegate, by order, their signature;
In light of Decree No. 99-555 of 2 July 1999, as amended by Decree No. 2003-238 of 17 March 2003, establishing the organization of the central administration of the Ministry of Agriculture and Fisheries;
Vu The decree of 30 March 2004 appointing the Prime Minister;
Given the decree of 31 March 2004 on the composition of the Government;
Having regard to the Decree of 12 November 2004 on the appointment of the Director General of Food ;
In view of the decree of 29 November 2004 on the composition of the Government;
Having regard to the Decree of 13 December 2004 on the delegation of signature;
Having regard to the Order of 2 July 1999, as amended by the Order of 26 March 2002, on the organization and Remit of the Directorate-General for Food;
Having regard to the Order of 2 July 1999, as amended by the Order of 26 March 2002 concerning the organisation of the services of the Directorate-General for Food;
Having regard to the Order of 8 December 2004 Signing delegation,
Describes:

Article 1


Article 2 of the above-mentioned Decree of 13 December 2004 reads as follows:
" Art. 2. - In the event of the absence or incapacity of Mrs Sophie Villers and Isabelle Chmitelin, Mrs Valérie Baduel, Chief Veterinary Officer of the Veterinary Public Health, Mr Joël Mathurin, Engineer of Rural Engineering, Water and Forestry, MM. Olivier Faugere, Loïc Evain, Jean-Jacques Soula and Patrick Bonjour, Chief Inspectors of Veterinary Public Health, have signed on behalf of the Minister of Agriculture, Food, Fishing and Rural Affairs, with the exception of Decrees, acts, orders and decisions, within the limits of the powers entrusted to them. "

Article 2


Article 6 of the aforementioned Decree of 13 December 2004 reads as follows:
" Art. 6. - In the event of the absence or incapacity of Mrs Sophie Villers and Isabelle Chmitelin and Mr Joël Mathurin, Mr Yves Monnet, chief engineer of rural engineering, water and forestry, has delegated to sign, on behalf of the Minister of Agriculture, Food, fishing and rurality, with the exception of decrees, acts, orders and decisions, within the limits of the powers entrusted to it. "

Article 3


After Article 7 of the aforementioned Decree of 13 December 2004, a new Article 7-1 reads as follows:
" Art. 7-1. -In the event of the absence or incapacity of Mrs Sophie Villers and Isabelle Chmitelin and Mr Olivier Faugere, Mr Eric Dumoulin, the Chief Inspector of Veterinary Public Health, has signed, on behalf of the Minister of Agriculture, Food, fishing and rurality, with the exception of decrees, acts, orders and decisions, within the limits of the powers entrusted to it. "

Article 4


The Minister of Agriculture, Food, Fishing and Rurality is responsible for the execution of this Decree, which will be published in the Official Gazette of the French Republic.
