Given the Decree of 24 November 2003 on the designation of a secondary authorising officer in Iraq.
Given the Decree of 23 December 2003 on the designation of a secondary authorising officer to Taiwan, stop: Article 1 the modernization of accounting procedures and structures abroad is being implemented as of January 1, 2004, in the following countries: Afghanistan, Saudi Arabia, Argentina, Armenia, Australia, Azerbaijan, Bahrain, Bangladesh, Belarus, Bolivia, Brazil, Canada, Chile, Cyprus, Egypt, United Arab Emirates, Eritrea, Estonia, Georgia , India, Iran, Israel, Japan, Jordan, Kazakhstan, Kuwait, Latvia, Libya, Lithuania, Mexico, Mongolia, Oman, Uzbekistan, Pakistan, Papua New Guinea, Paraguay, Peru, Qatar, Russia, Sri Lanka, Syria, Tajikistan, Turkmenistan, Ukraine, Uruguay and Yemen.


Article 2 for the countries referred to in article 1 and in application of the provisions of article 1 of the Decree of June 1, 1979, referred to above, the Ambassador of France is secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, internal security and local freedoms in the country where he is accredited.


Article 3 the permanent representative of the France to the Council of the international civil aviation organization in Montreal (Canada) is secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, internal security and local freedoms as part of its mission.


Article 4 the Ambassador of France to the Kazakhstan's secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, homeland security and local freedoms for operations performed in Kyrgyzstan.


Article 5 the Ambassador of France in Papua New Guinea is secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of Interior, internal security and local freedoms for operations in the Solomon Islands.


Article 6 the Ambassador of France in Sri Lanka is secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, homeland security and local freedoms for operations performed in the Maldives.


Article 7 the Chief of the section of french interests in Iraq is secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, internal security and local freedoms in the country where he is accredited, with the exception of those for which special officer is established.


Article 8 the Director of the french Institute in Taipei to Taiwan's secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, internal security and local freedoms in the country where he is accredited, with the exception of those for which a special authorising officer is established.


Article 9 ambassadors of France in the country referred to the article 1, 4, 5 and 6, the permanent representative of France to the Council of the Organization of international civil aviation in the Canada Montreal, the head of the french in Iraq interests section and the Director of the french Institute in Taipei in Taiwan can give delegation of signature, regarding their competence of secondary authorising to homeland security attachés, liaison officers or heads of antenna for the appropriations entered in the budget of the Ministry of the Interior, internal security and local freedoms, on the chapters and articles including list will be stopped by ministerial decision.


Article 10 the delegatees referred to in article 9 may sub-delegate their signatures to their assistants, to liaison officers or heads of antenna, only for the purpose to proceed to legal commitments and liquidation of expenditures, to see and to liquidate the revenue.


Article 11 the Director of programming, financial and real estate business to the Ministry of the Interior, internal security and local freedoms and the Director general of public accounting in the Ministry of economy, finance and industry are responsible, each which is concerned, of the execution of this order, which will be published in the Official Journal of the French Republic.
