ARRETE
Decree of 8 January 2004 on accounting rules for the designation of secondary authorising officers and their delegates

The Minister of the Interior, Internal Security and Local Freedoms and the Minister of Economy, Finance and Industry,
In light of Decree No. 62-1587 of 29 December 1962 Amending General Regulation on public accounting;
Having regard to Decree No. 66-912 of 7 December 1966, as amended by Decree No. 89-535 of 28 July 1989, relating to the accounting and revenue and imprest administrators responsible for carrying out the Income and public expenditure abroad;
In view of Decree No. 66-913 of 7 December 1966 on the procedures for the execution of public revenue and expenditure abroad;
In the light of Decree No. 79-433 of 1 June 1979 on the powers of Ambassadors and the organisation of state services abroad;
In view of the decree of 8 December 1993 amending the accounting rules for the appointment of secondary authorising officers and their delegates;
In view of the Order of 24 November 2003 designating secondary authorising officers abroad;
Having regard to the order of 24 November 2003 designating a secondary authorising officer in Iraq;
Having regard to the order of 23 December 2003 designating a secondary authorising officer to Taiwan,

Item 1


The modernization of accounting structures and procedures abroad is implemented as of January 1 2004 in the following countries: Afghanistan, Argentina, Armenia, Australia, Azerbaijan, Bahrain, Bangladesh, Belarus, Bolivia, Brazil, Canada, Chile, Cyprus, Egypt, United Arab Emirates, Eritrea, Estonia, Georgia, India, Iran, Israel, Japan, Jordan, Kazakhstan, Kuwait, Latvia, Libya, Lithuania, Mexico, Mongolia, Oman, Pakistan, Papua New Guinea, Paraguay, Peru, Qatar, Russia, Sri Lanka, Syria, Tajikistan, Turkmenistan, Ukraine, Uruguay, and Yemen.

Article 2


For the countries referred to in Article 1 and in accordance with the provisions of Article 1 of the aforementioned decree of 1 June 1979, The French ambassador is the secondary authorising officer for the revenue and expenditure relating to the budget of the Ministry of the Interior, Internal Security and Local Freedoms in the country in which he is accredited.

Article 3


The Permanent Representative of France to the Council of the International Civil Aviation Organization in Montreal (Canada) is the secondary authorising officer for the Revenue and expenditure relating to the budget of the Ministry of the Interior, Internal Security and Local Freedoms as part of its mission.

Article 4


The Ambassador of France to Kazakhstan is the secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, Internal Security and Local Freedoms for operations

Article 5


The French Ambassador in Papua New Guinea is the secondary authorising officer for the Revenue and expenditure relating to the budget of the Ministry of the Interior, Internal Security and Local Freedoms for operations in Solomon Islands.

Article 6


The French Ambassador in Sri Lanka is the secondary authorising officer for revenue and expenditure relating to the budget of the Ministry of the Interior, Internal Security and Freedoms Local for operations in the Maldives.

Article 7


The head of the French interests section in Iraq is the authorising officer Shall be secondary to the revenue and expenditure relating to the budget of the Ministry of the Interior, Internal Security and Local Freedoms in the country in which it is accredited, except those for which the Special Authorising Officer is established.

Article 9

Article 10


Delegates referred to in Article 9 may sub-delegate their signatures to their Assistants, liaison officers, or heads of office, solely for the purpose of making legal commitments and liquidating expenses, and for finding and liquidating revenue.

Article 11


The Director of Programming, Financial and Real Estate Affairs at the Ministry of the Interior, Internal Security and Local Freedoms and the The Director General of Public Accounts in the Ministry of Economy, Finance and Industry shall each have responsibility for the execution of this Order, which shall be published in the Official Journal of the French Republic.
