DECRET
Signing delegation order of January 17, 2003

The Prime Minister,
On the report of the Minister of Equipment, Transportation, Housing, Tourism and the Sea,
Given the administrative justice code;
Given the code of the Public procurement;
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by order, their signature;
In light of Decree No. 85-659 of 2 July 1985 establishing the organization of the central administration of the Ministry of Urban planning, housing and transport, as last amended by Decree No. 2001-1205 of 18 December 2001;
In the light of the decree of 8 September 2000 appointing the central administration of the Ministry of Equipment, Transport and Accommodation;
Given the January 16, 2002, Order-in-Council Appointment to the Departmental Headquarters of the Department of Equipment, Transportation and Housing;
Given the May 31, 2002, Delegating of Signing Order;
Given the June 17 Order in Council 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-983 of 12 July 2002 on the powers of the Minister for equipment, transport, housing, Tourism and the sea;
In view of the decree of 16 March 1998 amending the organisation and remit of the Directorate-General for Town Planning, Housing and Construction,
Décrète:

Article 1


Article 1 of the aforementioned decree of 31 May 2002 reads as follows:
" Art. 1. -In the event of the absence or incapacity of Mr François Delarue, Director General of Town Planning, Habitat and Construction, and of Ms Nicole Klein, Director, Deputy Director General, Town Planning, Habitat and Construction, Delegation shall be given to sign, on behalf of the Minister for equipment, transport, accommodation, tourism and the sea and within the limits of the powers entrusted to them, not all acts or decisions of a regulatory nature Or in principle and all contracts, contracts and endorsements, excluding Orders in Council:
A Mr. Patrice Lanco, Inspector General of Construction, MM. Hervé Dupont, Philippe Grand and Alain Jacq, chief engineers of the bridges and roadways, Mr. Daniel Bazin, engineer of the bridges and pavements, and Mr. Jean Orain, civil administrator, directly under the authority of Mr. Delarue and Ms. Klein;
A Mrs. Claire Lanly, chief engineer of bridges and pavements, Mr. Emmanuel Moulin, chief engineer of bridges and pavements, Mr. Hervé Berrier, engineer of bridges and pavements, and Mr. Christian Levy, architect and chief planner of the state. "

Article 2


The Minister of Equipment, Transport, Housing, Tourism and the Sea is responsible for the execution of this Decree, which will be published in the Official Gazette of the French Republic.
