Decree of 16 January 2007 on the organisation of the Directorate-General for Administration and the Public Service

The Prime Minister and the Minister of the Public Service,
In light of the amended Decree n ° 59-210 of 3 February 1959 setting out the duties of the Directorate-General for The administration and the public service;
In light of Decree No. 87-389 of 15 June 1987 on the organisation of central administrative services, as amended by Decree No. 2005-124 of 14 February 2005;
In view of the opinion of 9 November 2006 of the Prime Minister's Corporate Services Joint Technical Committee;
As of October 20, 2006, of the Special Joint Technical Committee of the Administration and Public Service Branch;
On Proposal by the Director General of Administration and the Public Service,

Item 1
The Director General of the Administration and the Public Service is assisted in all of his or her duties as a Director and a Head of Service.
The Director shall be replaced by the Director General Absence or impediment. The Chief of Service will replace the Director under the same conditions.
The Director General of Administration and the Public Service is also assisted by a Chief of Staff.

The Directorate-General for Administration and the Public Service includes:
-the Information and Legation Branch;
-the Careers and salaries;
-the interdepartmental policy branch;
-the general secretariat.

The Information and Legation Branch:
-is responsible for monitoring, studying and disseminating information and knowledge on developments in public employment and resources Human resources;
-develops and implements a program of studies and research on human resources management in the public service;
-ensures knowledge of the European and international environmental management environment Human resources and participates in international administrative cooperation activities;
-brings together, establishes or establishes and makes available to the Directorate-General and Human Resources Branches of departments, studies, Statistical data and resource materials;

-ensures the quality of public service law and its accessibility;
-participates in defining the inter-departmental functionality that must be provided by Human resources information systems in the Public Service;
-develops and implements internal and external communications policy.

Career and Remuneration Branch:
-contributes to the development of predictive management of public employment at the national and deconcentrated levels;

-contributes to the promotion of the personal management of senior management in Liaison, as appropriate, with the General Secretariat of Administration;
-coordinates the statutory, indicial and compensating provisions applicable to agents of territorial and hospital public functions;
- Participates in the definition of wage policy and in the definition of the rules on remuneration and working time of public officials;
-assesses and adapts the provisions relating to employee-specific pension plans And the manner in which these agents cease to operate.

The interdepartmental policy branch:
-prepares and coordinates projects relating to the general status of public servants as well as the general texts necessary for its implementation and ensures the Conformity of public service law with the requirements of Community law;
-defines the legal framework for the ministerial and interdepartmental social dialogue;
-pilot recruitment, diversity and training policies Professional;
-promotes interministerial training activities, as well as those contributing to the quality of human resources management in administrations;
