Décrète:
Agreement between the Government of the French Republic and the Swiss Federal Council acting on behalf of the cantons Of Bern, Vaud, Neuchâtel and Jura, concerning the creation of the " Transjurassian Conference ", signed in Besançon on 12 October 2001, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign Affairs shall each have responsibility for the execution of this Decree, which shall be published in the Official Journal of the French Republic.

BETWEEN THE GOVERNMENT OF THE THE FRENCH REPUBLIC AND THE SWISS FEDERAL COUNCIL, ACTING ON BEHALF OF THE CANTONS OF BERNE, VAUD, NEUCHÂTEL AND JURA, CONCERNING THE CREATION OF THE " TRANSJURY CONFERENCE "
Preamble
In Today's Europe, the cross-border relations of neighbourhood are entering a new phase, due to a long-term practice of cooperation promoted within the framework of the Council of Europe. The mutual knowledge of the interlocutors, the deepening of the problems encountered, in matters of daily life or the medium-and long-term development of the common space, now allow the public authorities on both sides On the border to work in a more concrete and readable way.
Building on the acquis and perspectives of the Community de Travail du Jura (CTJ), which for fifteen years is reflecting on common issues, a solution is proposed Institutional structure that is simple in its structure and representative of all the players involved in regional and local development. Indeed, the current conditions of cooperation lend themselves well to the identification of problems, but not as much as we would like them to be treated. As a result, the Government of the French Republic and the Swiss Federal Council, below Parties, have agreed to the following provisions:
Article 1
1. A Transjurassic Conference is set up to promote cross-border cooperation and contribute to the resolution of neighbourhood problems in the following border regions:
-the cantons of Bern, Vaud, Neuchâtel and Jura ;
-the Franche-Comté region.
2. This Agreement shall in no way affect the activities of existing bodies or to be established under international agreements.
Article 2
The Conference shall consist of two delegations which shall
: For Switzerland: the representatives of the cantons of Bern, Vaud, Neuchâtel and Jura;
-for France: the representative of the state in the region Franche-Comté, the President of the Regional Council of Franche-Comté, the representatives of the state In the departments of Doubs, Jura, Haute-Saône and the territory of Belfort, the Presidents of the General Councils of Doubs, Jura, Haute-Saône and the territory of Belfort, a representative of the municipalities by department

Article 3
Partners organize by convention their participation in the Conference.
Article 4
The Conference shall draw up a rules of procedure setting out the arrangements for its organisation.
Article 5
The Conference shall regularly inform the competent public authorities of its Activities. It may make recommendations to Governments and, possibly, prepare draft agreements.
Article 6
Each Party shall notify the other Party of the To the entry into force of this Agreement.
This Agreement shall enter into force on the first day of the second month following the date on which the last Party notifies the other Party The completion of the necessary internal formalities, as regards the entry into force of this Agreement.
Article 7
This Agreement shall be concluded for an indefinite period. Each Party may, however, denounce it by sending at least six months' written notice to the other Party, with the denunciation taking effect at the end of a calendar year.
