Decree of 23 December 2003 laying down the arrangements for the organisation of the professional competition for access to the grade of principal delegate for driving licences and road safety of 2nd class

The professional competition provided for in Article 20 of the aforementioned decree of 30 October 1997 for access to the rank of Senior Delegate for driving licences and 2nd class road safety is organised in the Conditions set out below.

This competition consists of an entrance exam and an oral admission test.


A. -Eligibility


Evidence No. 1: Writing a summary note from a file on a general administrative subject in relation to the missions of the department responsible for equipment, transportation, Housing, tourism and the sea (duration: four hours; coefficient 3).
This test verifies the suitability of candidates for the analysis, synthesis and development of a decision support document, as well as their ability to Writing.


B. -Admission


Evidence #2: Interview with board members. This test begins with a five-to ten-minute presentation during which the candidate presents his or her career path. The candidate is then asked about the presentation and the elements it contains. Finally, he (she) is subject to a situation where he is placed in the perspective of being in the position of second level management (duration: thirty minutes; coefficient 5).
This test is intended to enable the selection board to assess the Candidate's personality, professional knowledge, facilitation skills, team coordination and ability to perform coaching duties.

The jury stops the subjects of the tests. It assigns for each test a note expressed by a number ranging from 0 to 20 which is multiplied by the corresponding coefficient. Any score less than 6 is eliminatory.

A joint decree of the ministers responsible for the civil service and the equipment establishes the opening of the competition, the deadline for the filing of the registration dossiers and the date of the written
. Posts in the competition are the subject of a separate order from the Ministers responsible for public service and equipment.

For each competition session, the jury will prepare:
1 ° After the eligibility test, the list in alphabetical order of eligible candidates. Under no circumstances can candidates be declared eligible for a score of less than 30, an average of 10 out of 20; and
2 ° After the admission test, the list in order of merit of the successful candidates. Under no circumstances can candidates be declared admitted with a total of 80 points or an average of 10 out of 20.
When several candidates meet the same number of points after the admission tests, the Priority shall be given to those who have obtained the highest mark in Test No. 1.

The jury consists of a president, belonging to the body of the general inspectors of the equipment, civil administrators or engineers of the bridges and roadways, and members selected from among the officials of the
composition of the jury shall be fixed, for each session of the competition, by order of the minister responsible for the equipment.

The Director of Personnel, Services and Modernization of the Ministry of Equipment, Transport, Housing, Tourism and the Sea shall be responsible for the execution of this Order, which shall be published in the Official Journal of the French Republic.
