ARRETE
Decree of 18 December 2001 entrusting associations with the management of social action benefits for officials of the Ministry of Economy, Finance and Industry

The Minister of Economy, Finance and Industry,
Due to the law of July 1, 1901, as amended relating to the association contract;
Given Law No. 83-634 of 13 July 1983 as amended bearing the rights and obligations of civil servants, and in particular Article 9 thereof, Act No. 84-16 of 11 January 1984, as amended laying down statutory provisions relating to the public service of the State;
Having regard to Decree No. 98-973 of the 2 November 1998 amended to establish a Directorate for Personnel, Modernisation and Administration in the Ministry of Economy, Finance and Industry;
In view of Act No. 2000-321 of 12 April 2000 on the rights of citizens In their relations with the administrations, and in particular Article 10;
Having regard to Decree No. 2001-495 of 6 June 2001 for the application of Article 10 of Act No. 2000-321 of 12 April 2000 on the financial transparency of aid Granted by public persons;
In light of the amended Order of November 2, 1998, for the organization of Personnel, Modernization and Administration in the Ministry of Economy, Finance and Industry;

Item 1


The management of social action benefits cited in this Order and funded by the Department of The economy, finance and industry, enjoyed by its agents and their successors in title, as defined in the conventions referred to in Article 3, shall be entrusted, on an exclusive basis, to the four associations governed by the law of 1 July 1901 Listed below are:
Financial Administration Staff Housing Association (ALPAF);
Education plein air finances (EPAF);
Association for the Management of Financial Administration Restaurants (AGRAF);
Association pour les titres-restaurant des administrations finances (ATRAF).

Article 2


Each of these associations has as its mission To manage benefits in accordance with its social object, within the framework of the laws and regulations in force and the guidelines of the departmental social policy.

Article 3


Agreements between the state and the associations determine the financial and other ways in which action is to be managed Social.

Article 4


ALPAF is entrusted with:
-housing reservation;
-aid management and housing loans As well as advance to young agents;
-managing the housing loan enhancement;
-managing the permanent solidarity fund.

Article 5


is entrusted to the association EPAF for the organisation of benefits relating to holidays and leisure activities for children and adults in holiday centres and residences and the private domain of the state having Shall be the subject of an agreement to be made available by the Ministry, the list of which is included in the Convention referred to in Article 3 above or in approved structures selected from external providers.

Article 6


It is entrusted to the AGRAF the management of the administrative restaurants of the department listed in the Convention provided for in Article 3 above.

Article 7


entrusted to the ATRAF the management of the tie-down of the securities-restaurant to the agents of the Ministry not benefiting from a Administrative or assimilated restoration service.

Article 8


The Director of Personnel, Modernization and The Administration is responsible for the execution of this Order, which shall be published in the Official Journal of the French Republic.
