ARRETE
Decree of 8 January 2004 on the centralised manufacture of passports at the Ministry of Foreign Affairs

The Minister for Foreign Affairs,
In light of the amended Decree No. 47-77 of 13 January 1947 on the duties of heads of consular posts and heads of diplomatic missions in question Passports and visas, and in particular Articles 1, 5-1 and 6 bis;
Having regard to Decree No. 2001-185 of 26 February 2001 on the conditions for the issuance and renewal of passports;
Having regard to the order of 24 September 2003 concerning the placing of the In application of centralized passport manufacturing,

Item 1
Pursuant to Articles 1 and 6 bis of the aforementioned Decree of 13 January 1947, the physical manufacture of secure passports, the grant of which is decided by the heads of consular posts, is ensured by :
1 ° La direction des Français à l' étranger et des étrangers en France (sous-direction de l' administration consular et de la protection des biens);
2 ° Des poles régionaux de fabrication des passports securely Created dans des Posts Consular.

Secure passport manufacturing hubs are created at the following consular posts:
-from January 15, 2004, to the Consulate General of France in Brussels, for requests for Trusted passports handled by consular posts in Belgium and Luxembourg;
-from 26 January 2004, to the Consulate General of France in Geneva, for requests for secure passports processed by consular posts in Switzerland;
-from 2 February 2004, to the Consulate General of France in London, for applications for secure passports processed by consular posts in the United Kingdom of Great Britain and Northern Ireland and in the Republic of Ireland.

According to the place where they are manufactured, the passports referred to in Article 1 of this Order are signed:
1 ° By the Director of French abroad and foreigners in France or by officials The following:
-the head of the French overseas department;
-the Deputy Director of Consular Administration and Property Protection or his assistant;
2 ° By the head of the consular post in which a regional pole of Secure passport manufacturing. He may delegate his signature in accordance with the conditions laid down in Article 5-1 of the aforementioned decree of 13 January 1947.

The decree of 1 August 2003 concerning the centralized manufacturing of passports by the secure documents processing centre is repealed.

The Director of French abroad and foreigners in France, the French Consul General in Brussels, the French Consul General in Geneva and the Consul General of France In London are responsible for the execution of this Order, each of which shall be published in the Official Journal of the French Republic.
