DECRET
Signing delegation order of January 9, 2004

The Prime Minister,
On the report of the Minister of Equipment, Transport, Housing, Tourism and the Sea,
In light of Decree No. 47-233 of 23 January 1947 Amended authorizing the ministers to delegate, by order, their signature;
In light of the amended Decree No. 85-659 of 2 July 1985 fixing the organization of the central administration of the Ministry of Planning, Housing and Transport;
Seen the Decree No. 94-134 of 9 February 1994 establishing the centre of study on networks, transport, town planning and public construction;
Given the decree of 17 June 2002 appointing the Prime Minister;
In the light of the decree of 17 June 2002 on the composition of the Government;
In light of Decree No. 2002-983 of 12 July 2002 on the powers of the Minister for the Minister of Equipment, Transport, Housing, Tourism and the Sea;
In view of the Order of 15 June 1994 Director of the centre of studies on networks, transport, urban planning and public constructions of the functions of secondary authorising officer;
In view of the decree of 24 September 1996 on the organisation of the centre of studies on networks, Transport, town planning and public construction;
In view of the decree of 22 June 2000 appointing the director of the centre for studies on networks, transport, town planning and public construction;
In view of the decree of 19 October 2001 Naming the people responsible for the markets,
Describes:

Item 1


Delegation is given to Mr. Paul Martin, Director of the Centre for Networks, Transportation, Urban Planning and Public construction, to the effect of signing, within the limits of its powers and on behalf of the Minister for equipment, transport, housing, tourism and the sea, all acts, orders, decisions, contracts, contracts, contracts and endorsements, Excludes Orders in Council.

Article 2


In the absence or incapacity of Mr. Paul Martin, Director of the Centre for Studies on Networks, transport, urban planning and public construction, the delegation provided for in Article 1 shall be devolved, within the limits of their respective powers, to:
Mr Jean-Paul Dumontier, the chief planner of the State;
M. Marc Ellenberg, contractor.

Article 3


In case of absence or incapacity of Mr. Paul Martin, Director of the Centre for Studies on Networks, transport, urban planning and public constructions, by Mr Jean-Paul Dumontier, the chief planner of the State, and Mr Marc Ellenberg, contractual agent, delegation is given to the effect of signing, within the limits of their Respective powers, acts, decisions, contracts, contracts, contracts and endorsements, excluding Orders in Council, to:
M. Maurice Abeille, contract agent;
M. René Baroux, contractor;
Mr. Robert Charvin, engineer Divisional public works of the state;
M. Jean-Claude Galléty, architect of the state;
M. Jean-François Guet, chief planner in chief of the state;
Mrs. Marie-Madeleine Le Marc, divisional engineer of the works State public;
M. Jacques Limouzin, contractor;
Mr. Dominique Prat, divisional engineer of public works of the State;
Mr. Jean-Pierre Rotheval, contract agent.

Article 4


The Minister of Equipment, Transport, Housing, Tourism and the Sea is responsible for the execution of this Decree, which will be published in the Journal Official of the French Republic.
