In view of the prefectural order of 8 June 2001 requiring the opening of joint public inquiries Prior to the declaration of public utility and of the project for the development of the crossroads of the Passée located on the territory of the commune of Saint-Michel-des-Andaines;
In view of the documents of the investigations to which it was carried out on 28 June at the 12 July 2001 inclusive, together with the opinion of the investigating commissioner;
In the light of the note dated 8 November 2002 of the General Council of the Orne presenting the statement of reasons and considerations justifying the public utility of the operation ;
In view of the deliberation of the General Council of the Orne of 26 November 2001 deciding on the continuation of the public utility declaration procedure for the consideration of its project by the Council of State;

Clipping:
Public utilities shall declare the acquisitions and works necessary for the development of the Crossroads of the Passed, Situated to the south-west of the commune of Saint-Michel-des-Andaines (Orne), in accordance with the plan of 1/1000 annexed to this Decree (1).
The necessary expropriations must be completed within five years of the publication of this Order.
The Minister of the Interior, Internal Security and Local Freedoms and the Minister for Local Freedoms are responsible for the execution of this Decree, which will be published in the Journal. Official of the French Republic.
