An expert body is set up within the Ministry of Defence to assist in the evaluation of projects provided for in Article 2 of the aforementioned order of 17 June 2004. It shall have before it any draft contract by the person competent to sign the partnership agreement.

The defence minister appoints the president and the members of the expert body.
The technical committee is responsible for investigating the files before the expert body. At the end of his appraisal, he submits a project evaluation report to the validation of the expert body.
He may attend, at his request, the public person in the preparation of his project and the negotiation of his contracts
Use outside collaborators.
Persons who have received delegation from the Minister to sign contracts cannot be members of the expert body.
The expert body may, with the agreement of the Minister responsible for defence, assist the departments that request it.
The expert body has the credits necessary for its operation.
The Minister of Defence is responsible for the execution of this Decree, which will be published in the Official Gazette of the French Republic.
